Regulations on standards and conditions for promotion to higher ranks of professional titles for sports instructors

Pursuant to the Law on Physical Education and Sports dated November 29, 2006; the Law Amending and Supplementing Certain Provisions of the Law on Physical Education and Sports dated June 14, 2018;
Pursuant to the Civil Servant Law dated November 15, 2010; and the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Civil Servant Law dated November 25, 2019;
Pursuant to Decree No. 01/2023/NĐ-CP dated January 16, 2023 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to the Government Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, use, and management of civil servants; the Government Decree No. 85/2023/NĐ-CP dated December 7, 2023 amending and supplementing certain provisions of the Government Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, use, and management of civil servants;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Culture, Sports and Tourism promulgates this Circular stipulating standards and conditions for promotion to higher ranks of professional titles for sports instructors.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. This Circular stipulates standards and conditions for promotion to rank II and rank I of professional titles for sports instructors.
Article 2. This Circular applies to sports instructors working in public service units and related organizations and individuals.
Article 2. General Standards and Conditions
1. Public service units have a need and a number of civil servants corresponding to the professional title rank subject to promotion that is still lacking according to the requirements of the position approved by the competent authority.
2. Civil servants who meet the standards and conditions prescribed at points a and b Clause 1 Article 32 of the Government Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, use, and management of civil servants (amended at Clause 16 Article 1 of the Government Decree No. 85/2023/NĐ-CP dated December 7, 2023 amending and supplementing certain provisions of the Government Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, use, and management of civil servants) and the requirements of the position corresponding to the professional title rank subject to promotion as prescribed in Circular No. 10/2023/TT-BVHTTDL dated September 8, 2023 of the Minister of Culture, Sports and Tourism guiding positions of leadership and management and professional titles of sports instructors and the structure of civil servants by professional titles in public service units under the fields of culture, sports, and tourism; and are nominated by the competent authority to participate in the examination for promotion of professional titles.
Chapter II
SPECIFIC STANDARDS AND CONDITIONS FOR PROMOTION
PROFESSIONAL TITLES OF SPORTS INSTRUCTORS
PHYSICAL EDUCATION AND SPORTS
Article 3. Standards and conditions for promotion to the professional title of Chief Coach (rank II), code V.10.01.02
A civil servant shall be eligible for promotion to the professional title of Chief Coach (rank II), code V.10.01.02 when meeting the provisions of Article 2 of this Circular and the following standards and conditions:
1. Currently holding the professional title of Coach (rank III), code V.10.01.03.
2. Meeting the training and development standards and requirements for civil servants subject to promotion to the professional title of Chief Coach (rank II), code V.10.01.02 as prescribed in Clause 2 and Clause 4 Article 5 of Circular No. 07/2022/TT-BVHTTDL dated October 25, 2022 of the Minister of Culture, Sports and Tourism stipulating codes, standards of professional titles and salary grading for sports instructors (hereinafter referred to as Circular No. 07/2022/TT-BVHTTDL).
Article 4. Criteria and conditions for promotion to the title and profession of Senior Coach (Class I), code V.10.01.01
A civil servant shall be considered for promotion to the title and profession of Senior Coach (Class I), code V.10.01.01 when meeting the provisions set out in Article 2 of this Circular and the following criteria and conditions:
1. Currently holding the title and profession of Principal Coach (Class II), code V.10.01.02.
2. Meeting the training level standards, continuing education requirements, and qualifications for civil servants being considered for promotion to the title and profession of Senior Coach (Class I), code V.10.01.01 as stipulated in Clause 2 and Clause 4 of Article 4 of Circular No. 07/2022/TT-BVHTTDL.
Chapter III
IMPLEMENTATION
Article 5. Effective Date
1. This Circular takes effect from August 1, 2024.
In cases where the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the amended, supplemented, or replaced documents.
3. Circular No. 12/2022/TT-BVHTTDL dated December 12, 2022, issued by the Minister of Culture, Sports and Tourism, which sets out the criteria and conditions for examination or consideration for promotion; forms, contents, and determination of successful candidates in the promotion examination for the title and profession of civil servants in the sports sector, shall cease to be effective from the date this Circular takes effect.
Article 6. Responsibility for Implementation
1. The Minister, Heads of Ministries equivalent to a Ministry, Heads of Government Agencies, Chairpersons of Provincial People's Committees under central cities, and related agencies, organizations, and individuals are responsible for implementing this Circular.
2. Any difficulties encountered during implementation should be reported to the Ministry of Culture, Sports and Tourism for guidance or resolution./.
