Abolishing certain legal normative documents

within the authority of the Minister of Ethnic Affairs and Religion

Pursuant to Law on Legislative Activities No. 64/2025/QH15, amended and supplemented by Law No. 87/2025/QH15;

Pursuant to Resolution No. 190/2025/QH15 of the National Assembly dated February 19, 2025 on handling certain issues related to restructuring state administrative bodies;

Pursuant to Decree No. 78/2025/NĐ-CP of the Government dated April 1, 2025 detailing and providing guidance for implementing Law on Legislative Activities, amended and supplemented by Decree No. 187/2025/NĐ-CP;

Pursuant to Decree No. 41/2025/NĐ-CP of the Government dated February 26, 2025 detailing functions, tasks, powers, and organizational structure of
Ministry of Ethnic Affairs and Religion, amended and supplemented by Decree No. 114/2025/NĐ-CP;

At the proposal of the Director of the Legal Department,

The Minister of Ethnic Affairs and Religion issues this Circular to abolish certain legal normative documents within the authority of the Minister of Ethnic Affairs and Religion.

Article 1. Abolishing all circulars, joint circulars

1. Circular No. 01/2024/TT-UBDT dated March 15, 2025 of
the Minister, Chairman of the Committee for Ethnic Affairs detailing implementation of certain provisions of the Law on Encouragement and Reward in the field of ethnic affairs.

2. Circular No. 04/2016/TT-BNV dated June 10, 2016 of the Minister of Home Affairs guiding some contents regarding specialized inspection in the religious sector.

3. Joint Circular No. 06/2013/TTLT-UBDT-BTC dated December 27, 2013 of the Minister, Chairman of the Committee for Ethnic Affairs and the Minister of Finance guiding implementation of Decision No. 33/2013/QĐ-TTg dated June 4, 2013 of the Prime Minister on continuing to implement support policies for ethnic minority people in relocation and settlement until 2015.

Article 2. Abolishing all normative decisions

1. Decision No. 201/2003/QĐ-UBDT dated August 26, 2003 of
the Minister, Chairman of the Committee for Ethnic Affairs on establishing a state-owned enterprise: Foreign Labor Cooperation Company under the Committee for Ethnic Affairs.

2. Decision No. 282/2004/QĐ-UBDT dated October 5, 2004 of the Minister, Chairman of the Committee for Ethnic Affairs on promulgating regulations on operation of the Ethnic Affairs Magazine.

3. Decision No. 298/2004/QĐ-UBDT dated October 19, 2004 of
the Minister, Chairman of the Committee for Ethnic Affairs on promulgating working regulations of the Office of the Committee for Ethnic Affairs.

4. Decision No. 19/2005/QĐ-UBDT dated January 18, 2005 of
the Minister, Chairman of the Committee for Ethnic Affairs on establishing an electronic information website (Website) on ethnic affairs of the Committee for Ethnic Affairs.

5. Decision No. 82/2005/QĐ-UBDT dated April 25, 2005 of
the Minister, Chairman of the Committee for Ethnic Affairs on promulgating working regulations of the Permanent Office of the Mekong Delta Region.

6. Decision No. 83/2005/QĐ-UBDT dated April 25, 2005 of
the Minister, Chairman of the Committee for Ethnic Affairs on promulgating working regulations of the Permanent Office of Northwest Region.

7. Decision No. 179/2005/QĐ-UBDT dated April 28, 2005 of
the Minister, Chairman of the Committee for Ethnic Affairs on promulgating operational regulations of the Information Technology Center.

8. Decision No. 363/2005/QĐ-UBDT dated August 15, 2005 of
the Minister, Chairman of the Committee for Ethnic Affairs on recognizing communes, districts, and provinces as mountainous or highland areas.

9. Decision No. 172/2006/QĐ-UBDT dated July 7, 2006 of
the Minister, Chairman of the Committee for Ethnic Affairs on recognizing communes, districts, and provinces as mountainous or highland areas.

10. Decision No. 323/2006/QĐ-UBDT dated December 22, 2006 of the Minister, Chairman of the Committee for Ethnic Affairs promulgating regulations on implementing democracy in activities of the Ethnic Affairs Committee's agency.

11. Decision No. 345/2006/QĐ-UBDT dated December 29, 2006 of the Minister, Chairman of the Committee for Ethnic Affairs approving the Action Program of the Ethnic Affairs Committee to implement Resolution X of the Party.

12. Decision No. 01/2007/QĐ-UBDT dated May 31, 2007 of
The Minister and Chairman of the Committee for Ethnic Minorities Affairs regarding recognition of communes and districts as mountainous or highland areas due to administrative boundary adjustments.

13. Decision No. 08/2008/QĐ-UBDT dated December 18, 2008, promulgated by the Minister and Chairman of the Committee for Ethnic Minorities Affairs on the Program for Popularizing and Educating Law of the Committee for Ethnic Minorities from 2008 to 2012.

Article 3. Implementation Provisions

1. This Circular takes effect as of August 1, 2026.

2. The Ministers, Heads of ministerial-level agencies and central agencies under the Government, Chairmen of provincial People's Committees, city People's Committees, and relevant units are responsible for implementing this Circular./.
