Article 1. Scope of Application
The scope of application of this Circular is retired village, town, and ward cadres receiving monthly allowances pursuant to Decision No. 130-CP dated June 20, 1975 of the Council of Ministers and Decision No. 111-HĐBT dated October 13, 1981 of the Council of Ministers (hereinafter referred to as retired village cadres due to old age).
Article 2. Adjustment of Monthly Allowances
As of July 1, 2017, implement an adjustment in monthly allowances for retired village cadres due to old age according to the provisions of Article 2 of Decree No. 76/2017/NĐ-CP dated June 30, 2017 of the Government on adjusting pensions, social insurance benefits, and additional monthly allowances by increasing them by 7.44% over the amount of monthly allowance received as of June 2017, specifically as follows:

In which: The monthly allowance received as of June 2017 is the amount stipulated in Clause 2 and Point b Clause 3 Article 3 of Decree No. 55/2016/NĐ-CP dated June 15, 2016 of the Government on adjusting pension levels, disability benefits, monthly allowances, and allowances for kindergarten teachers with service before 1995.
2. The monthly allowance to be enjoyed from July 1, 2017 by retired village cadres due to old age (rounded off according to the calculation formula in Clause 1 of this Article) is as follows:
a) For former Secretaries of Village Party Committees and Chairmen of Village People's Councils: (1,568,000 + 150,000) VND/month x 1.0744 = 1,846,000 VND/month.
b) For former Deputy Secretaries, Deputy Chairmen, Permanent Members of Village Party Committees, Secretaries of Village People's Councils, Heads of Village Militia Battalions, and Chiefs of Village Police Stations: (1,512,000 + 150,000) VND/month x 1.0744 = 1,786,000 VND/month.
c) For other positions: (1,388,000 + 150,000) VND/month x 1.0744 = 1,653,000 VND/month.
Article 3. Implementation
1. Provincial and centrally-administered city People's Committees shall guide and implement the payment of monthly allowances from July 1, 2017 according to this Circular for subjects within their jurisdiction.
2. The source of funds for adjusting monthly allowances for retired village cadres due to old age is implemented in accordance with Article 3 of Decree No. 76/2017/NĐ-CP dated June 30, 2017 of the Government on adjusting pensions, social insurance benefits, and additional monthly allowances.
Article 4. Effective Date
1. This Circular shall take effect from September 1, 2017.
2. The provisions set forth in this Circular shall be implemented from July 1, 2017.
3. Circular No. 01/2015/TT-BNV dated February 13, 2015 of the Ministry of Home Affairs guiding the implementation of adjustments to monthly allowances effective as of January 1, 2015 for village officials who have retired under Decision No. 130-CP dated June 20, 1975 of the Council of Ministers and Decision No. 111-HĐBT dated October 13, 1981 of the Council of Ministers shall cease to be effective from the date this Circular takes effect.
Any difficulties encountered during implementation should be reported by ministries, sectors, and localities to the Ministry of Home Affairs for study and resolution./.
