Repealing certain regulatory legal documents issued by the Minister of Foreign Affairsissues

Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing some articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Enacting Regulatory Legal Documents;

BASED ON DECREE NO. 81/2022/NĐ-CP dated October 14, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;

PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE DEPARTMENT OF LEGAL AFFAIRS AND INTERNATIONAL TREATIES;

The Minister of Foreign Affairs issues this Circular to repeal certain regulatory legal documents of the Minister of Foreign Affairs.

This Circular takes effect from January 25, 2026.

ABOLISH THE FOLLOWING ENTIRE LEGAL DOCUMENTS ISSUED BY THE MINISTER OF FOREIGN AFFAIRS:

1. Circular No. 05/2012/TT-BNG dated November 12, 2012 of the Minister of Foreign Affairs guiding the implementation of Decree No. 12/2012/NĐ-CP dated March 1, 2012 of the Government on registration and management of activities of foreign non-governmental organizations in Vietnam.

2. Circular No. 04/2012/TT-BNG dated September 6, 2012 of the Minister of Foreign Affairs guiding procedures and formalities for officially opening, newly opening, upgrading border gates, and cross-border roads between Vietnam and China.

3. Decision No. 3207/2008/QĐ-BNG dated December 10, 2008 of the Minister of Foreign Affairs promulgating the visa exemption regulation for citizens of the Russian Federation holding ordinary passports.

4. Decision No. 808/2005/QĐ-BNG dated April 13, 2005 of the Minister of Foreign Affairs promulgating the visa exemption regulation for citizens of Denmark, Norway, Sweden, and Finland.

5. Decision No. 09/2004/QĐ-BNG dated June 30, 2004 of the Minister of Foreign Affairs promulgating the visa exemption regulation for citizens of Japan and South Korea.

Article 2. Effective Date

This Circular takes effect from December 1, 2023.

Article 3. Responsibility for Implementation

The Director of the Department of Legal Affairs and International Treaties, heads of units under the Ministry of Foreign Affairs, and relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
