CIRCULAR
Regulating the delegation, reduction, and simplification of administrative procedures under the management scope of the Ministry of Foreign Affairs
Based on Decree No. 63/2025/QH15 on Organization of the Government;
Based on Decree No. 06/2005/NĐ-CP on the establishment and operation of representative offices of foreign cooperation and research organizations in Vietnam, amended and supplemented by Decree No. 62/2026/NĐ-CP;
Based on Decree No. 28/2025/NĐ-CP of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs, amended and supplemented by Decree No. 109/2025/NĐ-CP;

The Minister of Foreign Affairs promulgates this Circular to regulate the delegation, reduction, and simplification of administrative procedures under the management scope of the Ministry of Foreign Affairs
Chapter I
GENERAL PROVISIONS
Article 1. Scope of application
This Circular regulates the delegation of authority in processing administrative procedures related to representative offices of foreign cooperation and research organizations in Vietnam, and amends or supplements certain provisions of certain regulatory documents issued by the Minister of Foreign Affairs to reduce and simplify administrative procedures under the management scope of the Ministry of Foreign Affairs.
Article 2. Principles for delegation, reduction, and simplification of administrative procedures
1. Ensuring the unified leadership of the Party and centralized management of the State over foreign affairs activities in order to effectively implement the foreign policy of the Party and the State, for the benefit of the country and nation, and for the cause of building and defending the homeland.
2. The delegation, reduction, and simplification of administrative procedures must ensure facilitation for organizations and individuals, creating a favorable, healthy, fair business environment; promoting innovation and creativity; enhancing local government initiative; improving the effectiveness of state management.
3. Continuously innovating comprehensively to enhance the efficiency of the one-stop service mechanism and inter-connected services; ensuring transparency and maximizing process optimization, implementing administrative procedures without dependence on administrative boundaries; increasing labor productivity, the effectiveness of state management, and creating a significant transformation in administrative governance.
4. Ensuring that no disruption occurs in the implementation of international treaties, international agreements, or affects the fulfillment of Vietnam's international commitments.
Chapter II
Article 3. Authority to process applications for establishment of representative offices of foreign cooperation and research organizations in Vietnam
1. The authority to issue permits for establishing representative offices of foreign cooperation and research organizations in Vietnam as stipulated in Articles 6, 7, and 8 of Decree No. 06/2005/NĐ-CP on the establishment and operation of representative offices of foreign cooperation and research organizations in Vietnam, amended and supplemented by Decree No. 62/2026/NĐ-CP, is exercised by the provincial or centrally-administered city people's committee (hereinafter referred to collectively as the provincial people's committee).
2. The application documents for establishing a representative office of a foreign cooperation and research organization in Vietnam include:
a) A request document for establishing a representative office of a foreign cooperation and research organization, prepared according to Form No. 01 attached hereto.
b) By-laws or operating regulations of the foreign organization: Original or copy if submitted directly or through postal services, electronic copy if submitted online.
c) Approval document from the relevant department or local government abroad responsible for allowing a foreign organization to establish a representative office in Vietnam; certificate of legal entity status of the foreign organization issued by the competent authority at its headquarters: Original or copy if submitted directly or through postal services, electronic copy if submitted online.
d) Application documents of the head of the representative office: Personal history (self-declaration) of the person proposed to be appointed as head of the representative office, letter of introduction or appointment decision from the head of the relevant department or local government responsible for the foreign organization: Original or copy if submitted directly or through postal services, electronic copy if submitted online.
3. The procedures and steps for processing the authority to issue permits for establishing a representative office of a foreign cooperation and research organization in Vietnam are as follows:
a) A foreign organization applying to establish a representative office submits one set of application documents directly or through postal services or online on the National Public Services Portal to the provincial people's committee where it is intended to be located. Within 1 working day from the date of receipt of the application, the receiving agency shall check the completeness and validity of the application documents and request corrections, supplements, and improvements if the documents are not valid. The receiving agency must provide a tracking number and issue a receipt and appointment for results when it receives complete and valid application documents.
b) The provincial people's committee forwards the application documents for establishing a representative office of a foreign organization to the relevant Vietnamese management authority, departments, and agencies, including: Relevant departments and agencies providing comments on the operational status of the foreign organization with programs or projects within their scope of oversight; the Vietnamese management authority providing comments on the establishment request of the foreign organization's representative office; the Ministry of Public Security providing comments on the person proposed to be appointed as head of the representative office in Vietnam.
c) After receiving the document from the People's Committee of the province, relevant agencies shall provide comments within 9 working days. In case that the competent authority of Vietnam and related agencies have different opinions, the People's Committee of the province may request the opinion of the competent authority of Vietnam and the Ministry of Public Security. The opinions of the relevant agencies sent to the People's Committee of the province must be submitted within 5 working days from the date of receipt of the document. The People's Committee of the province shall decide on granting a permit for the representative office of foreign organizations based on the unified opinion of the competent authority of Vietnam and the Ministry of Public Security.
d) Within 14 working days from the date of receiving complete valid documents, the People's Committee of the province shall examine and grant or refuse to grant a permit for establishing a representative office for foreign organizations. In case of refusal, the People's Committee of the province shall notify in writing the foreign organization and state the reasons.
The details of the permit for establishing a representative office of a foreign organization in Vietnam shall be implemented according to Form No. 03 attached as an appendix to this Circular.
d) When granting a permit for the representative office, the People's Committee of the province has the responsibility to notify the competent authority and relevant departments so that these agencies may become aware and perform their functions of state management over the activities of the representative office.
Article 4. Authority to handle procedures for extending, amending, or supplementing permits for establishing representative offices of foreign cooperation and research organizations in Vietnam
1. The authority to extend, amend, or supplement permits for establishing representative offices of foreign cooperation and research organizations in Vietnam as stipulated in Articles 9 and 10 of Decree No. 06/2005/NĐ-CP, which has been amended and supplemented by Decree No. 62/2026/NĐ-CP, shall be exercised by the People's Committee of the province.
2. The components of the application for extending, amending, or supplementing permits for establishing representative offices of foreign cooperation and research organizations in Vietnam include:
a) A request document for extension, amendment, or supplementation according to Form No. 02 attached as an appendix to this Circular.
b) Documents such as programs, projects, or commitment letters if the scope and duration of the representative office's activities are expanded or related to the need for extending the permit: original or copy if submitted directly or through postal services, electronic copy if submitted online.
c) A resume (self-declaration) of the person proposed as head of the representative office if there is a change in the head of the representative office, an introduction letter or appointment decision from the head of the department, agency, or local government responsible for foreign organizations: original or copy if submitted directly or through postal services, electronic copy if submitted online.
3. The procedures and steps to exercise the authority to extend, amend, or supplement permits for establishing representative offices of foreign cooperation and research organizations in Vietnam are as follows:
a) Foreign organizations shall submit one set of application documents directly or through postal services or online on the National Public Service Portal to the People's Committee of the province where the representative office is located. Within 1 working day from the date of receipt, the receiving agency shall be responsible for checking the completeness and validity of the documents and requesting corrections, supplements, and improvements if the documents are not valid.
b) The People's Committee of the province shall examine the extension, amendment, or supplementation of the permit for the representative office after consulting with the competent authority of Vietnam, relevant departments, and agencies. Relevant departments and agencies will provide opinions on the operation status of foreign organizations involved in programs or projects related to their own department or agency; the competent authority of Vietnam will provide comments on the extension, amendment, or supplementation request of the representative office; and the competent authority for the person proposed as head of the representative office if the foreign organization requests a change in the head.
c) After receiving the document from the People's Committee of the province, relevant agencies shall provide comments within 9 working days. In case that the competent authority of Vietnam and related agencies have different opinions, the People's Committee of the province may request the opinion of the competent authority of Vietnam and the Ministry of Public Security. The opinions of the relevant agencies sent to the People's Committee of the province must be submitted within 5 working days from the date of receipt of the document. The People's Committee of the province shall decide on extending, amending, or supplementing the permit for the representative office of foreign organizations based on the unified opinion of the competent authority of Vietnam and the Ministry of Public Security.
d) Within 14 working days from the date of receiving complete valid documents, the People's Committee of the province shall examine the extension, amendment, or supplementation or refusal thereof for establishing a representative office for foreign organizations. In case of refusal, the People's Committee of the province shall notify in writing the foreign organization and state the reasons.
Chapter III
AMENDMENT AND SUPPLEMENT TO CIRCULAR NO. 01/2011/TT-BNG REGULATING THE PROCEDURE FOR ISSUANCE OF PERMIT FOR IMPORTATION OF BONES, REMAINS, AND ASHES IS AMENDED AND SUPPLEMENTED BY CIRCULARS NO. 06/2023/TT-BNG AND CIRCULAR NO. 06/2025/TT-BNG
Article 5. Amendment and Supplement to Point b and Point c of Clause 1, Article 6
1. Amend Point b of Clause 1, Article 6 as follows:
"b. Documents proving that the applicant falls within the scope specified in Article 5 of this Circular:
One copy of a passport or travel document valid for entry and exit of the applicant. In case relevant information of the applicant has been updated in the National Population Database and the agency is connected to the National Population Database, online retrieval shall be conducted without requiring submission of documents.
One copy of documents proving family relationship with the deceased. In case relevant information of the applicant has been updated in the National Population Database and the agency is connected to the National Population Database, online retrieval shall be conducted without requiring submission of documents proving family relationship.
Original power of attorney where the applicant falls within the scope specified in Paragraph 2, Article 5 of this Circular;
Original power of attorney where the applicant is the supervising authority of the deceased as specified in Paragraph 3, Article 5 of this Circular."
2. Amend Point c of Clause 1, Article 6 as follows:
"c. Documents proving that the deceased falls within the scope specified in Article 3 of this Circular:
Original passport or travel document valid for entry and exit of the deceased (if applicable).
One copy of a resident identity card of the deceased in case the deceased falls within the scope specified in Point c, Clause 1, Article 3 of this Circular. In case information on place of residence of the deceased is available in the National Exit-Entry Population Database and the agency is connected to the database, online retrieval shall be conducted.
One copy of a death certificate issued by an authorized authority of a foreign country or the agency;
One copy of a health quarantine certificate issued by an authorized authority of a foreign country (for remains); one copy each of a grave exhumation permit and a health quarantine certificate issued by an authorized authority of a foreign country (for ashes); one copy of a cremation certificate.
In case the deceased falls within the scope specified in Point b, Clause 1, Article 3 of this Circular: (i) One copy of a request for permission to bring back bones, remains, or ashes of relatives for burial or storage at local level according to Form No. 02/NG-LS with approval from the People's Committee of the commune, ward, or special district under provincial administration in Vietnam or cemetery management authority; and (ii) One copy of one of the following documents of the deceased: national identity card, confirmation of place of residence information, data submission form in the National Population Database, national ID database card, resident identity card. In case the agency receiving the application can retrieve information on the place of residence of the deceased from the Electronic Household Registration Database or the National Population Database, no copy of this document is required to be submitted."
Article 6. Replacement of Form for Permission to Bring Back Bones, Remains, or Ashes of Relatives for Burial or Storage at Local Level (Form No. 02/NG-LS)
Replace the Form for Permission to Bring Back Bones, Remains, or Ashes of Relatives for Burial or Storage at Local Level (Form No. 02/NG-LS) with the Form for Permission to Bring Back Bones, Remains, or Ashes of Relatives for Burial or Storage at Local Level (Form No. 04), which is annexed hereto as an Appendix to this Circular.
Chapter IV
AMENDMENT AND SUPPLEMENT TO DECREE NO. 02/2011/TT-BNG GUIDING THE REGISTRATION PROCEDURE FOR VIETNAMESE CITIZENS ABROAD
AMENDING AND SUPPLEMENTING DECREE NO. 02/2011/TT-BNG GUIDING THE REGISTRATION PROCEDURE FOR VIETNAMESE CITIZENS ABROAD
Article 7. Amendment and Supplement to Clause 1 of Decree No. 02/2011/TT-BNG Guiding the Registration Procedure for Vietnamese Citizens Abroad, Amended and Supplemented by Decree No. 06/2023/TT-BNG
"1. The applicant for registration shall submit one set of application documents including:
1. A fully completed citizen registration form (which may be in electronic form on the website of the diplomatic mission);
1. A copy of a Vietnamese passport or another document with equivalent validity as provided in Clause 1 of this Decree, for cases specified therein. Where information about the citizen has been updated in the National Population Database and the diplomatic mission is connected to the National Population Database, online retrieval of such information shall be conducted without requiring submission of documents.
1. A copy of an identification document as provided in Clause 2 of this Decree for cases specified therein. Where a Vietnamese citizen has not yet obtained an identification number, he or she shall submit a copy of an identity document and a copy of a document proving Vietnamese citizenship in accordance with the nationality law. Where relevant information about the citizen has been updated in the National Population Database and the diplomatic mission is connected to the National Population Database, online retrieval of such information shall be conducted without requiring submission of documents.
1. A pre-paid envelope with the recipient's address for cases where the party wishes to receive the result by mail."
Chapter V
AMENDMENT AND SUPPLEMENT TO DECREE NO. 13/2025/TT-BNG REGULATING THE GRANTING, EXTENSION, AMENDMENT, AND SUPPLEMENTATION OF PERMITS FOR FOREIGN NON-GOVERNMENTAL ORGANIZATIONS
AMENDING AND SUPPLEMENTING DECREE NO. 13/2025/TT-BNG REGULATING THE GRANTING, EXTENSION, AMENDMENT, AND SUPPLEMENTATION OF PERMITS FOR FOREIGN NON-GOVERNMENTAL ORGANIZATIONS
Chapter VI
Paragraph 3. Amendment and Supplement to Clause 8 as follows:
"8. Within twenty-five working days from the receipt of a valid file of a foreign NGO under Clauses 1 and 2 of this Decree, the committee on non-governmental organizations abroad shall transfer the registration certificate to the foreign NGO by direct delivery or through official mail services. In case the file is not approved, the committee on non-governmental organizations abroad shall notify in writing the reasons for rejection."
"6. Within one working day from the receipt of full opinions from relevant agencies, committees on non-governmental organizations (NGOs) abroad, transferring the files of foreign NGOs under Clauses 1 and 2 of this Decree and the opinions of relevant agencies to the Department of Foreign Affairs and Cultural Diplomacy for examination."
Paragraph 2. Amendment and Supplement to Clause 7 as follows:
"7. Within nine working days from the receipt of full files of foreign NGOs under paragraph 1 and paragraph 2 of this Decree and opinions of relevant agencies, the Department of Foreign Affairs and Cultural Diplomacy shall examine the file, decide on granting or not granting a registration certificate, and notify the committee on non-governmental organizations abroad. The registration certificate is issued in accordance with Model No. 01 specified in the annex to this Decree. Examination is conducted by means of a written summary of opinions or an examination meeting regarding the following contents:
(a) Legality and completeness of the file;
(b) Relevance of the objectives and mission of the foreign NGO with respect to Vietnam's policies, guidelines, and specific development goals of ministries, sectors, and localities;
(c) Legal personality and operational history of the foreign NGO;
(d) Personal background and record of the representative;
(d) Effectiveness, social-economic impact, security, and public order effects of the activities of the foreign NGO."
8. Within twenty-five (25) working days from the date of receipt of a complete application file submitted by an overseas non-governmental organization in accordance with Clause 1 and Clause 2 hereof, the Committee on Overseas Non-Governmental Organizations shall transmit the Registration Certificate to the overseas non-governmental organization either directly or through the State Buru Service. In the event that the application file is not approved, the Committee on Overseas Non-Governmental Organizations shall notify in writing the reasons for such refusal.
Clause d) of Article 11: Replace the phrase "Director of the Protocol Department" with the phrase "Director of the State Ceremonial and Foreign Interpretation Bureau" in Clause 1 hereof.
Article 9. Amendment and Supplement of Certain Clauses of Article 5
1. Amend and supplement Clause 4 as follows:
"4. Within a period of 09 working days from the date of receipt of the document from the Committee on Non-Governmental Organizations (NGOs) Abroad, the agencies solicited for comments shall respond in writing."
2. Amend and supplement Clause 5 as follows:
"5. Within a period of 01 working day from the date of receipt of full comments from the relevant agencies, the Committee on Non-Governmental Organizations (NGOs) Abroad transfers the NGO's file referred to in Paragraph 1 and the comments of relevant agencies to the Bureau of Foreign Affairs and Cultural Diplomacy for examination."
3. Amend and supplement Clause 6 as follows:
"6. Within a period of 05 working days from the date of receipt of full files of the non-governmental organization referred to in Paragraph 1 and comments of relevant agencies, the Bureau of Foreign Affairs and Cultural Diplomacy examines the file, decides on amendments or no amendments, supplements or no supplements, reissues or does not reissue the Registration Certificate, and notifies the Committee on Non-Governmental Organizations (NGOs) Abroad. The examination is conducted by a written summary of opinions or an examination meeting for contents requiring amendments or supplements and reissuance of the Registration Certificate. The Registration Certificate is amended, supplemented, or reissued in accordance with Form No. 01 specified in the Annex to this Circular."
4. Amend and supplement Clause 7 as follows:
"7. Within a period of 20 working days from the date of receipt of full valid files of the non-governmental organization referred to in Paragraph 1, the Committee on Non-Governmental Organizations (NGOs) Abroad transfers the Registration Certificate that has been amended, supplemented, or reissued to the non-governmental organization by direct delivery or through postal service. In case the file is not approved, the Committee on Non-Governmental Organizations (NGOs) Abroad notifies in writing with reasons."
Article 10. Amendment and Supplement of Certain Clauses of Article 6
1. Amend and supplement Clause 6 as follows:
"6. Within a period of 01 working day from the date of receipt of full comments from the relevant agencies, the Committee on Non-Governmental Organizations (NGOs) Abroad transfers the NGO's file referred to in Paragraphs 1 and 2 and the comments of relevant agencies to the Bureau of Foreign Affairs and Cultural Diplomacy for examination."
2. Amend and supplement Clause 7 as follows:
"7. Within a period of 09 working days from the date of receipt of full files of the non-governmental organization referred to in Paragraphs 1 and 2 and comments of relevant agencies, the Bureau of Foreign Affairs and Cultural Diplomacy examines the file, decides on issuance or no issuance of the Registration Certificate for Establishment of a Representative Office, notifies the Committee on Non-Governmental Organizations (NGOs) Abroad. The Registration Certificate for Establishment of a Representative Office is issued in accordance with Form No. 02 specified in the Annex to this Circular. The examination is conducted by a written summary of opinions or an examination meeting regarding the following contents:
a) Legality and completeness of the file;
b) Appropriateness of the objectives and mission of the non-governmental organization with respect to Vietnam's policies, guidelines, and specific development goals of ministries, sectors, and localities;
c) Legal personality and operational history of the non-governmental organization;
d) Personal background and record of the Head of the Representative Office;
e) Economic and social effectiveness, security, and social order impact of the activities of the non-governmental organization."
3. Amend and supplement Clause 8 as follows:
"8. Within a period of 25 working days from the date of receipt of full valid files of the non-governmental organization referred to in Paragraphs 1 and 2, the Committee on Non-Governmental Organizations (NGOs) Abroad transfers the Registration Certificate for Establishment of a Representative Office to the non-governmental organization by direct delivery or through postal service. In case the file is not approved, the Committee on Non-Governmental Organizations (NGOs) Abroad notifies in writing with reasons."
Article 11. Amendment and Supplement of Certain Clauses of Article 8
1. Amend and supplement Clause 4 as follows:
"4. Within a period of nine working days from the date of receipt of the document from the Committee on Non-Governmental Organizations (NGOs) from abroad, the agencies being consulted shall provide written feedback."
2. Amend and supplement Clause 5 as follows:
"5. Within one working day from the date of receipt of full feedback from the relevant agencies, the Committee on Non-Governmental Organizations (NGOs) from abroad shall transfer the files of the non-governmental organization referred to in Clause 1 of this Article and the feedback from relevant agencies to the Bureau of Foreign Affairs and Cultural Diplomacy for examination."
3. Amend and supplement Clause 6 as follows:
"6. Within five working days from the date of receipt of full files of the non-governmental organization referred to in Clause 1 of this Article and feedback from relevant agencies, the Bureau of Foreign Affairs and Cultural Diplomacy shall examine the file, decide on whether to amend or not amend, supplement or not supplement, reissue or not reissue the Registration Certificate for Representative Office, and notify the results to the Committee on Non-Governmental Organizations (NGOs) from abroad. The examination is conducted by a written summary of opinions or an organizational meeting for items requiring amendment, supplementation, and reissuance of the Registration Certificate. The Registration Certificate may be amended, supplemented, or reissued in accordance with Form No. 02 as specified in the Annex to this Circular."
4. Amend and supplement Clause 7 as follows:
"7. Within twenty working days from the date of receipt of a complete application file from the non-governmental organization referred to in Clause 1 of this Article, the Committee on Non-Governmental Organizations (NGOs) from abroad shall transfer the amended, supplemented, or reissued Registration Certificate to the non-governmental organization either directly or through postal services. In cases where the application is not approved, the Committee on Non-Governmental Organizations (NGOs) from abroad shall notify in writing the reasons for rejection."
Chapter VI
AMENDMENT AND SUPPLEMENT OF DECREE NO. 2771/2007/QĐ-BNG-LT ON THE ISSUE OF
REGULATIONS FOR ISSUANCE OF IDENTITY CARDS TO MEMBERS OF FOREIGN DIPLOMATIC MISSIONS, CONSULAR OFFICES, AND REPRESENTATIVE OFFICES OF INTERNATIONAL ORGANIZATIONS IN VIETNAM
Article 12. Amendment and Supplement of Certain Clauses and Articles of the Regulations for Issuance of Identity Cards to Members of Foreign Diplomatic Missions, Consular Offices, and Representative Offices of International Organizations in Vietnam as Annexed to Decree No.
a) Amend and supplement Clause 1 of Article 9 as follows:
"1. The application file for issuance, reissue due to loss, or extension of the identity card is submitted to the State Guesthouse and Foreign Language Translation Bureau, Ministry of Foreign Affairs, including:
a) A request letter from the foreign diplomatic mission in Vietnam as stipulated in Article 1 of this Regulation.
b) The original valid passport.
c) A color photograph of the applicant, size 3x4 cm, taken within six months prior to submission of the application file.
d) A loss report form with a police and local authority certification in case of reissue due to loss.
d) The original identity card that needs to be replaced or extended for extension of the identity card."
b) Amend and supplement Article 10 as follows:
1. The processing time for issuance, reissue due to loss, or extension of the identity card for staff of foreign diplomatic missions in Hanoi is ten working days from the date the State Guesthouse and Foreign Language Translation Bureau, Ministry of Foreign Affairs receives a complete application file.
2. The processing time for issuance, reissue due to loss, or extension of the identity card for staff of consular offices and representative offices of international organizations in Ho Chi Minh City is ten working days from the date the Department of Foreign Affairs, Ho Chi Minh City receives a complete application file.
3. The processing time for issuance, reissue due to loss, or extension of the identity card for staff of consular offices and representative offices of international organizations in Da Nang and other provinces is ten working days from the date the State Guesthouse and Foreign Language Translation Bureau, Ministry of Foreign Affairs receives a complete application file transferred by the Department of Foreign Affairs."
c) Replace the phrase "Guesthouse Office" with the phrase "State Guesthouse and Foreign Language Translation Bureau" in Clause 1 of Article 11.
d) Replace the phrase "Head of the Guesthouse Office" with the phrase "Director of the State Guesthouse and Foreign Language Translation Bureau" in Clause 1 of Article 11.
d) Replace the phrase "Vụ trưởng Vụ Lễ tân" with the phrase "Cục trưởng Cục Lễ tân Nhà nước và Phiên dịch đối ngoại" in Clause 1 of Article 11.
Article 13. Replace the phrase "Vụ trưởng Vụ Lễ tân" with the phrase "Cục trưởng Cục Lễ tân Nhà nước và Phiên dịch đối ngoại" in Article 3.
Chapter VII
CLAUSE FOR IMPLEMENTATION
Article 14. Enforceability
1. This Circular shall come into force on May 15, 2026.
2. The People's Committee Chairpersons of provinces, heads of relevant units under the Ministry of Foreign Affairs, and related agencies, organizations, and individuals are responsible for implementing the provisions of this Circular.
3. The Ministry of Foreign Affairs shall be responsible for monitoring, guiding, and inspecting the implementation of the delegated tasks and powers specified in Chapter II of this Circular to ensure that the delegation is effective and efficient.
4. The Office of the Ministry of Foreign Affairs shall provide advisory guidance, monitor, urge, and bear responsibility for compiling and reporting to the Ministry of Foreign Affairs and the Minister of Foreign Affairs on the implementation status and results of this Circular.
Article 15. Transitional Provisions
For applications for administrative procedures in fields specified in Chapters II, III, IV, V, and VI of this Circular that have been received or sealed with a postal stamp by an authorized body before the effective date of this Circular, they shall be processed in accordance with the then-current laws governing those fields at the time the application was received.
