CIRCULAR
Guidelines on the nameplates of administrative state agencies
Pursuant to the Government Office Cultural Regulations issued together with Decision No. 129/2007/QĐ-TTg dated August 2, 2007 of the Prime Minister, the Ministry of Home Affairs provides uniform guidelines for the display of agency nameplates of administrative state agencies as follows:
I. GENERAL PROVISIONS
1. Scope and regulated entities
This Circular guides the display of agency nameplates of administrative state agencies including:
a) Ministries, ministerial-level agencies, and agencies under the Government;
b) General departments, departments, and equivalent organizations within the organizational structure of ministries, ministerial-level agencies, and agencies under the Government, which have legal personality and separate headquarters;
c) Central administrative state agencies managed vertically, which have legal personality and separate headquarters, located in localities (hereinafter referred to collectively as central administrative state agencies located in localities);
d) People's Committees of provinces and centrally governed cities (hereinafter referred to as provincial People's Committees);
đ) People's Committees of districts, towns, and cities under provinces (hereinafter referred to as district-level People's Committees);
e) People's Committees of communes, wards, and towns (hereinafter referred to as commune-level People's Committees);
g) Specialized agencies under provincial People's Committees (hereinafter referred to as provincial specialized agencies), which have legal personality and separate headquarters;
h) Sub-departments and equivalent organizations within the organizational structure of provincial specialized agencies, which have legal personality and separate headquarters (hereinafter referred to collectively as administrative agencies within the organizational structure of provincial specialized agencies);
i) Specialized agencies under district-level People's Committees (hereinafter referred to as district-level specialized agencies), which have legal personality and separate headquarters.
These provisions do not apply to diplomatic representative agencies, consular agencies, and other representative agencies of Vietnam abroad.
2. Display of agency nameplates
a) Regarding the name of the agency displayed on the nameplate:
- The name of the administrative state agency displayed on the nameplate must be accurate according to the name specified in the establishment document of the competent authority and must be presented in Vietnamese (in uppercase letters).
- For agencies that need to display the name in English (in uppercase letters), the English name should follow the unified guidance of the Ministry of Foreign Affairs and be placed below the Vietnamese name on the nameplate, with the size of the English text not exceeding two-thirds the height of the Vietnamese text on the nameplate.
b) Regarding the address of the agency: The address of the administrative state agency is displayed on the nameplate in Vietnamese (in uppercase letters) with a font size not larger than one-third the size of the agency name in Vietnamese, and it is determined based on the following factors:
House number: Determined according to the house number decided by the Provincial People's Committee where the agency's main office is located, pursuant to the Regulation on House Numbering and Installation of House Numbers issued together with Decision No. 05/2006/QĐ-BXD dated March 8, 2006 of the Minister of Construction.
- Street name: Determined according to the street name where the agency's main office is located.
- Commune, ward, town name: Determined according to the commune, ward, town name where the agency's main office is located.
- District, county, town, city under province name: Determined according to the district, county, town, city under province name where the agency's main office is located.
- Province, centrally governed city name: Determined according to the province, centrally governed city name where the agency's main office is located.
The street name, commune, ward, town name, district, county, town, city under province name, and province, centrally governed city name are determined according to the provisions of the law.
For agencies with sector symbols (logos), the sector symbol (logo) is arranged on the nameplate. The position of the sector symbol (logo) is placed at the center and above the agency name. The style and color of the sector symbol (logo) must be consistent with the registered model logo according to the provisions of the law.
In cases where the agency's headquarters is deep inside or far from the main road, directional signs must be provided.
II. CONTENT OF AGENCY NAMEPLATES
The content of the agency nameplate is displayed in the following order from top to bottom for the agencies as follows:
1. For Ministries, ministerial-level agencies, and agencies under the Government
a) Agency name: displayed in both Vietnamese and English.
b) Agency address includes the following elements: house number, street name, province, centrally governed city name, separated by commas (,).
2. For general departments, departments, and equivalent organizations under the organizational structure of ministries, ministerial-level agencies, and agencies under the Government, with separate headquarters
a) Name of the supervising agency (Ministry, ministerial-level agency, or agency under the Government): displayed in Vietnamese. The font size of the supervising agency name does not exceed half the size of the agency name.
b) Name of the general departments, departments, and equivalent organizations under the organizational structure of ministries, ministerial-level agencies, and agencies under the Government: displayed in Vietnamese and English (if applicable).
c) Agency address includes the following elements: house number, street name, province, centrally governed city name, separated by commas (,).
3. For central administrative state agencies located in localities
a) Name of the supervising agency (name of the central administrative state agency): displayed in Vietnamese. The font size of the supervising agency name does not exceed half the size of the agency name.
b) Name of the central administrative state agencies located in localities: displayed in Vietnamese and English (if applicable).
c) Agency address includes the following elements: house number, street name, province, district, county, town, or commune name, separated by commas (,).
4. For provincial People's Committees
a) Agency name: displayed in both Vietnamese and English.
b) Agency address includes the following elements: house number, street name, district, county, town, or city under province name, separated by commas (,).
5. For district-level People's Committees
a) Agency name: displayed in both Vietnamese and English.
b) Agency address includes the following elements: house number, street name, commune, ward, or town name, separated by commas (,).
6. For commune-level People's Committees
a) Agency name: displayed in both Vietnamese and English.
b) The address of the agency includes the following elements: house number, street name, separated by a comma (,).
7. For specialized agencies under the Provincial People's Committee with separate headquarters (Departments and equivalents)
a) Name of the managing agency (Provincial People's Committee): displayed in Vietnamese, the font size of the managing agency's name shall not be larger than half the font size of the agency's name.
b) Name of the agency: displayed in Vietnamese and English (if applicable).
c) The address of the agency includes the following elements: house number, street name, district, county, town, provincial city, separated by a comma (,).
8. For administrative agencies within the organizational structure of provincial specialized agencies with separate headquarters (District-level agencies and equivalents)
a) Name of the managing agency (the directly managing provincial specialized agency): displayed in Vietnamese, the font size of the managing agency's name shall not be larger than half the font size of the agency's name.
b) Name of the agency: displayed in Vietnamese.
c) The address of the agency includes the following elements: house number, street name, district, county, town, provincial city, separated by a comma (,).
9. Specialized agencies under the District People's Committee with legal personality and separate headquarters
a) Name of the managing agency (District People's Committee): displayed in Vietnamese, the font size of the managing agency's name shall not be larger than half the font size of the agency's name.
b) Name of the agency: displayed in Vietnamese and English (if applicable).
c) The address of the agency includes the following elements: house number, street name, commune, ward, town within the district, separated by a comma (,).
III. MATERIALS, SIZE, COLOR AND POSITION OF THE AGENCY NAME PLATE
1. The material for the name plate is designed using durable and sturdy materials suitable for the environmental conditions of each locality and the overall landscape of the agency's headquarters to ensure the solemnity of state administrative agencies.
2. The size of the agency name plate is designed to harmonize with the size of the main gate of the agency where the name plate is placed, but shall not be smaller than the following dimensions:
- Width: 450 mm
- Height: 350 mm
3. Color of the agency name plate
The background and characters on the agency name plate shall use two different colors, ensuring color coordination, harmony, durability, and clarity. Specifically, the following color combinations (with attached appendices) are included:
- Brass plate (yellow), red characters;
- Stainless steel plate (white), red characters;
- Stone material plate:
+ Background gray, red characters;
+ Background red, yellow or stainless steel (white) characters.
4. Position of the agency name plate
The agency name plate shall be installed at the main gate, ensuring solemnity and compatibility with the architectural design of the building.
IV. IMPLEMENTATION
1. This Circular takes effect fifteen days from the date of publication in the Official Gazette.
2. Ministries, ministerial-level agencies, government agencies, and People's Committees at all levels shall be responsible for urging, directing, and inspecting state administrative agencies under their jurisdiction to implement the display of agency name plates as prescribed in this Circular.
3. Heads of agencies mentioned in Clause 1, Section I of this Circular, based on the guidance provided in this Circular, shall be responsible for organizing the installation of agency name plates and maintaining the protection of agency name plates in accordance with the law.
4. During the implementation of this Circular, if any issues arise, difficulties, or obstacles occur, they should be promptly reported to the Ministry of Home Affairs for guidance or necessary amendments and supplements.
