Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending Point b Clause 13 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 116/2007/NĐ-CP dated July 10, 2007 of the Government on national defense and security education;

Pursuant to Circular No. 31/2012/TT-BGDĐT dated September 12, 2012 of the Minister of Education and Training promulgating the national defense and security education program;

Pursuant to Decision No. 80/2007/QĐ-BGDĐT dated December 24, 2007 of the Minister of Education and Training promulgating the national defense and security education program at the intermediate vocational level;

Pursuant to Decision No. 79/2007/QĐ-BGDĐT dated December 24, 2007 of the Minister of Education and Training promulgating the national defense and security education program at the high school level;

Pursuant to the proposal of the Director of the Department of National Defense Education,

The Minister of Education and Training issues this Circular amending and supplementing Item I.6, II.6, III.6 of the Minimum Teaching Equipment List for National Defense and Security Education Courses in universities, colleges, vocational colleges, high schools, and multi-level general education schools (including high school level) issued together with Circular No. 33/2009/TT-BGDĐT dated November 13, 2009 of the Minister of Education and Training.

Article 1. This Circular amends and supplements Item I.6, II.6, III.6 of the Minimum Teaching Equipment List for National Defense and Security Education Courses in universities, colleges, vocational colleges, high schools, and multi-level general education schools (including high school level) issued together with Circular No. 33/2009/TT-BGDĐT dated November 13, 2009 of the Minister of Education and Training.

Article 2. This Circular takes effect from April 15, 2013.

Based on the Minimum Teaching Equipment List for National Defense and Security Education Courses in universities, colleges, vocational colleges, high schools, and multi-level general education schools (including high school level) amended and supplemented by this Circular, the heads of higher education institutions, principals of vocational colleges, directors of provincial education and training departments shall be responsible for directing the procurement, use, and management of teaching equipment.

Article 3. The Director of the Office, Heads of the Department of National Defense Education, Heads of the Department of Educational Infrastructure and School Equipment, Toys for Children, Heads of relevant units under the Ministry of Education and Training; Directors of universities and academies; Principals of universities, colleges, and vocational colleges; Directors of provincial education and training departments, centers for student national defense education shall be responsible for implementing this Circular.
