CIRCULAR
Regulations on the list and periodic rotation term of job positions
in fields under the management of the Ministry of Justice
at local administrative levels
Pursuant to the Law on Prevention and Control of Corruption dated November 20, 2018;
Pursuant to Decree No. 98/2022/NĐ-CP dated November 29, 2022, issued by the Government, concerning the functions, tasks, powers, and organizational structure of the Ministry of Justice;
Pursuant to Decree No. 59/2019/NĐ-CP dated July 1, 2019 of the Government detailing certain provisions and measures for implementing the Law on Anti-Corruption and Decree No. 134/2021/NĐ-CP dated December 30, 2021 of the Government amending and supplementing certain articles of Decree No. 59/2019/NĐ-CP;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Justice issues this Circular stipulating the list and periodic rotation terms for positions in fields under the management of the Ministry of Justice at local administrative levels.
Article 1. Scope of Regulation and Applicability
This Circular stipulates the list and periodic rotation terms for civil servants not holding leadership or managerial positions and staff directly interacting with and handling matters in fields under the management of the Ministry of Justice at local administrative levels.
Article 2. List and periodic rotation term of job positions
1. The list of positions subject to periodic rotation in fields under the management of the Ministry of Justice at local administrative levels is specified in the Appendix attached to this Circular.
2. The periodic rotation term for positions is five years. The starting point for calculating the rotation period is the date when the competent authority assigns work to the position according to the provisions of the law.
Article 3. Effectiveness
1. This Circular takes effect from October 7, 2023.
2. Decision No. 1277/QĐ-BTP dated July 9, 2008 of the Minister of Justice regarding the list of positions required to undergo periodic rotation in specialized fields under the management of the Ministry of Justice ceases to be effective from the date this Circular takes effect.
Article 4. Transitional Provisions
In cases where individuals have been assigned to positions subject to periodic rotation before the effective date of this Circular, the agencies and units shall continue to monitor and calculate the time spent in those positions to review periodic rotations according to the terms set forth in this Circular.
Article 5. Responsibilities for Implementation
Chairpersons of People's Committees of provinces and centrally governed cities and relevant organizations and individuals are responsible for implementing this Circular.
