DIRECTIVE
ON THE IMPLEMENTATION OF MEASURES TO PRACTICE ECONOMY AND COMBAT WASTAGE IN ORDER TO CONTROL INFLATION BY THE HEALTH SECTOR
Pursuant to the Government's directives in Resolution No. 10/2008/NQ-CP dated April 17, 2008; Resolution No. 12/2008/NQ-CP dated May 5, 2008 on the requirement for ministries, sectors, and localities to continue to implement resolute measures to control inflation, stabilize macroeconomic conditions, ensure social welfare, and achieve sustainable growth; based on Decision No. 390/QĐ-TTg dated April 17, 2008 of the Prime Minister on managing the plan for basic construction investment and state budget expenditure in 2008 to serve the goal of controlling inflation and Circular No. 34/2008/TT-BTC dated April 23, 2008 guiding the implementation of measures to save 10% of regular state budget expenditure in 2008 to control inflation, the Minister of Health issues the following directive:
1. Heads of departments, bureaus, the Office of the Ministry, the Inspectorate of the Ministry, the General Administration; Directors of Provincial Health Services under central cities; Heads of units directly under the Ministry; Directors or Managers of programs and projects under the Ministry of Health shall be responsible for:
a) Strictly controlling and enhancing the effectiveness of public spending at units within the health sector. Managing the state budget towards saving regular expenditures, improving the efficiency of capital investment from the state budget. Implementing reductions and reorganization of basic construction investment plans in 2008 from state budget sources and other sources. Considering cutting off ineffective investment projects, concentrating funds on those nearing completion.
b) Implementing a comprehensive, strict, and rigorous policy of economy in all units of the health sector. In 2008, apart from saving an average of 10% of administrative costs (excluding salaries, salary allowances, and expenses for personnel according to prescribed regulations) of units within the health sector using the state budget, implementing cuts in unnecessary procurement expenses, minimizing national conferences, reducing travel expenses (especially air travel); cutting expenses for hosting guests and foreign delegations funded by the state budget or originating from sources that are not truly necessary; thoroughly saving electricity, water, fuel, means of transportation, and communication; reducing expenses for festival activities, commemorative events, and award ceremonies that are costly and wasteful.
c) Strictly managing expenditures from aid and foreign loan sources. Expenditures should be made with the spirit of economy, achieving efficiency in accordance with the content and activities committed to sponsors and approved by the Ministry of Health. The use of counterpart funds must follow the approved budget; project leaders must proactively arrange office space for the project themselves. If this is not possible, renting office space for the project must be agreed upon by the Ministry of Finance regarding rental standards and prices before implementation in accordance with Directive No. 17/2007/CT-TTg dated July 25, 2007 of the Prime Minister on strengthening the management of assets of project management boards using state funds.
d) Actively directing the strict implementation of Directive No. 05/2008/CT-TTg dated January 31, 2008 of the Prime Minister on enhancing the efficiency of working time usage by civil servants and employees.
đ) Strictly implementing meeting regimes in the operation of state agencies in accordance with the spirit of Decision No. 114/2006/QĐ-TTg dated May 25, 2006 of the Prime Minister to improve the quality and effectiveness of conferences, seminars, meetings, and save time through innovation in methods, organization, and management of conferences, seminars, and meetings.
2. The Drug Administration Department shall be responsible for:
a) Strengthening guidance, inspection, and supervision of pharmaceutical enterprises, absolutely preventing enterprises from taking advantage of fluctuations in supply and market prices to speculate and inflate drug prices.
b) Closely monitoring and analyzing the dynamics of the drug market to promptly propose measures for consideration by the Ministry of Health leadership and report to the Prime Minister to control drug prices and combat inflation.
3. The Department of Medical Examination and Treatment shall be responsible for:
a) Directing the allocation of treatment levels; ensuring good reception, emergency care, treatment, and isolation of patients, increasing treatment facilities in cases of natural disasters, catastrophes, and widespread epidemics;
b) Directing hospitals to prepare sufficient medicines, resuscitation equipment, and necessary means for treatment, minimizing unreasonable patient transfers to the lowest extent possible, and reducing the maximum number of patient deaths.
c) Strengthening inspections of private medical practices to ensure that medical examination and treatment fees do not suddenly increase.
4. The Planning and Finance Department shall be responsible for:
a) Consolidating and coordinating state budget resources and domestic and international organization funding for infectious disease prevention and control work, ready to support units and localities in epidemic prevention and disaster response when requested.
b) Studying and proposing to the Ministry leadership the reduction and reorganization of basic construction investment plans in 2008 from state budget sources.
c) Guiding units to strictly implement the contents of Circular No. 34/2008/TT-BTC dated April 23, 2008 of the Ministry of Finance guiding the implementation of measures to save 10% of regular state budget expenditure in 2008 to control inflation and cut unnecessary procurement expenses.
5. The Legal Affairs Department, the Health Education and Communication Center, the Health and Life Newspaper, and the Family and Society Newspaper within their respective functions, tasks, and authorities shall be responsible for:
a) Propagandizing to each civil servant in the health sector to create high consensus on practicing economy in expenditures and combating wastage within agencies and units.
b) Units building detailed plans to implement the integration of the practice of economy in budget expenditures into the "Learning and Practicing Ho Chi Minh's Moral Example" campaign in 2008 and subsequent years.
Upon receipt of this Directive, the Heads of Departments, Bureaus, the Ministry's Office, the Inspectorate, the General Department; Directors of Health Services of provinces and centrally governed cities; Heads of units under the Ministry; Directors or Managers of programs and projects under the Ministry of Health are required to immediately organize the implementation of the activities and report the results to the Ministry of Health./.
