CIRCULAR
Regulations on the system of comprehensive statistical reporting for the construction industry are provided.

Pursuant to the Statistics Law on June 26, 2003;
Pursuant to Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law;
Pursuant to Decree No. 17/2008/NĐ-CP dated February 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Decree No. 03/2010/NĐ-CP dated January 13, 2010 of the Government stipulating tasks, powers, and organization of statistics for Ministries, ministerial-level agencies, and government agencies;
Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister promulgating the National Statistical Indicators System;
At the proposal of the Director of the Department of Planning and Finance;
The Minister of Construction issues this Circular to regulate the system of comprehensive statistical reporting for the construction industry.
Article 1. Scope of Regulation and Applicability
2. Applicability: This Circular sets forth the regulations on the system of comprehensive statistical reporting for the construction industry to be uniformly applied throughout the country.
2. Scope of application: This Circular applies to Construction Departments under People's Committees of provinces and centrally governed cities, the Hanoi Urban Planning and Architecture Department, and the Ho Chi Minh City Urban Planning and Architecture Department; organizations and individuals related thereto who have the responsibility to provide information and data to state management agencies in the construction industry for consolidation and reporting according to their respective levels.
Article 2. Reporting System
The system of comprehensive statistical reporting for the construction industry includes:
1. Statistical report forms to collect national statistical indicators in various fields of the construction industry issued pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister on the issuance of the National Statistical Indicator System and statistical report forms for collecting indicators in the construction sector of the Ministry of Construction (Annex I attached hereto).
2. Explanatory notes on information relevant to statistical information in the report forms (Annex II attached hereto).
3. The reporting regime shall be implemented periodically monthly, quarterly, semi-annually, and annually in accordance with detailed provisions for each form.
a) Report Form No. 01/BCĐP on construction price index (reporting period: monthly, quarterly, annually):
Monthly report: To be submitted to the Ministry of Construction no later than the 15th day of the month following the reporting month.
Quarterly report: To be submitted to the Ministry of Construction no later than the 15th day of the first month of the quarter following the reporting quarter.
Annual report: To be submitted to the Ministry of Construction no later than January 20 of the year following the reporting year.
b) Other report forms:
Semi-annual report: To be submitted to the Ministry of Construction no later than June 15 of the reporting year.
Annual report: Preliminary report to be submitted to the Ministry of Construction no later than December 15 of the reporting year, final report on March 15 of the following year.
Article 3
Budget for implementationFor statistical indicators that need to be collected through surveys, Construction Departments of provinces and centrally governed cities, the Hanoi Urban Planning and Architecture Department, and the Ho Chi Minh City Urban Planning and Architecture Department shall prepare budget estimates to report to provincial People's Committees for consideration and allocation from the annual local budget.
Article 4. Organization of Implementation
1. Responsibilities of the Ministry of Construction:
a) Organize training and guidance on the calculation of statistical indicators.
b) Inspect the implementation of the provisions of this Circular.
2. Responsibilities of People's Committees of provinces and centrally governed cities:
a) Clearly define cooperation mechanisms and responsibilities of departments, offices, and other specialized agencies under their jurisdiction, as well as the responsibilities of district and commune People's Committees regarding statistical indicators that need to be consolidated at the district and commune levels.
In addition to providing information and data to the Construction Department for overall consolidation within their jurisdictions, the Hanoi Urban Planning and Architecture Department and the Ho Chi Minh City Urban Planning and Architecture Department shall directly submit reports to the Ministry of Construction.
b) Direct departments, offices, and other specialized agencies under their jurisdiction, district and commune People's Committees to implement the collection and consolidation of construction industry statistical information within their assigned areas and provide it to state management agencies in the construction industry at the same level.
c) The Construction Department is the focal agency at the local level responsible for collecting, consolidating the system of comprehensive statistical reporting for the construction industry and submitting periodic reports to the Ministry of Construction (in writing and via email in Excel format).
Article 5. Implementation Provisions
1. This Circular takes effect from November 25, 2012, and replaces the content of the system of comprehensive statistical reporting for the construction industry issued by Decision No. 28/2007/QĐ-BXD dated December 28, 2007 of the Minister of Construction on the issuance of the Statistical Indicator System and the system of comprehensive statistical reporting for the construction industry.
2. During the implementation process, if there are any difficulties, organizations and individuals concerned are requested to send their opinions to the Ministry of Construction for timely review and resolution./.
