Article 1. Amending and supplementing certain provisions of the University and College Regular System Admissions Regulation issued together with Circular No. 09/2012/TT-BGDĐT dated March 5, 2012 by the Minister of Education and Training which has been amended and supplemented by Circulars No. 24/2012/TT-BGDĐT dated June 29, 2012, No. 03/2013/TT-BGDĐT dated February 20, 2013, No. 21/2013/TT-GDĐT dated June 18, 2013, No. 24/2013/TT-BGDĐT dated July 4, 2013 and No. 28/2013/TT-GDĐT dated July 16, 2013 by the Minister of Education and Training, specifically as follows:
1. Article 2 is amended and supplemented°

Pursuant to the Higher Education Law on June 18, 2012;
Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
1. Each year, universities and colleges with admission quotas for regular university and college programs organize one to two admissions sessions. The Ministry of Education and Training (hereinafter referred to as the Ministry of Education and Training) will specify the admission time.
2. Admission methods include: examination, assessment, or a combination of examination and assessment.
At the proposal of the Director of the Department of Testing and Quality Assurance,
"1. Secondary School3. Universities and colleges organizing independent admissions implement autonomy and bear responsibility for their admissions process according to the following regulations:
a) Develop an independent admissions proposal containing the contents specified in the attached Appendix and meeting the requirements stipulated in Article 2a of this Circular; select and decide on the admission method as provided in Clause 2 of this Article;
The principal is responsible for implementing the following stages: preparing examination questions, organizing examinations, grading (if applicable); assessing admissions and summoning successful candidates; resolving complaints and accusations related to admissions; as follows:
“Article 2. Admissions Organization
b) Examination results of candidates admitted to universities and colleges organizing independent admissions are only valid for admission to those institutions and not transferable to other institutions;
c) Universities and colleges organizing independent admissions may combine assessments of candidates who have taken the common examination and meet the quality criteria for admission set by the Ministry of Education and Training;
d) Implement timely information dissemination and report results after the conclusion of the admissions period according to the regulations of this Circular.
4. For universities and colleges organizing admissions through the common examination:
a) The Ministry of Education and Training organizes the compilation of common examination questions for all institutions;
b) Directors of universities and academies, principals of universities and colleges (hereinafter collectively referred to as the principal of the institution) use the common examination questions of the Ministry of Education and Training and are responsible for printing, packaging, storing, distributing, using examination questions; organizing the examination; grading and re-grading; assessing admissions and summoning successful candidates;
c) For universities and colleges admitting students in specialized fields: cultural subjects are tested according to the common examination questions of the Ministry of Education and Training; specialized subjects are organized and implemented by the institutions themselves, including preparing examination questions and grading.
d) Schools may organize partial independent admissions for some departments and majors;
5. Universities and colleges that do not organize entrance examinations can use the results of the common entrance examination of candidates in the same subject group within the defined recruitment area for admission. The principal of the institution is responsible for organizing the admission process and summoning successful candidates.
2. Supplementing Article 2a after Article 2
a) The Ministry of Education and Training organizes the compilation of joint entrance examination questions for all schools;
b) The rectors of universities and academies, and the principals of colleges (hereinafter referred to collectively as the principal of the school) shall be responsible for organizing the printing, packaging of the examination papers (if assigned by the Ministry of Education and Training), storing, distributing, using the examination papers; organizing the examination; grading and re-grading; admission and summoning successful candidates;
c) For schools recruiting students for arts majors: cultural subjects shall be based on the joint examination questions of the Ministry of Education and Training; arts subjects shall be organized and implemented by the schools themselves, including setting examination questions and grading;
5. Schools that do not organize entrance examinations may use the results of the joint entrance examinations of candidates in the same examination group within the specified recruitment area of the school for admission purposes. The principal of the school shall be responsible for organizing the admission process and summoning successful candidates.
2. Add Article 2a after Article 2 as follows:

1. The independent enrollment plan must meet the following requirements:
a) Complying with the provisions of the Higher Education Law and the goal of fundamental and comprehensive educational reform;
b) The form and content of admissions must be suitable for the training program of the school and the general education curriculum; not causing complexity for society and being costly for candidates;

2. The Ministry of Education and Training shall receive and publish the draft proposal on independent admissions of these schools on the electronic information page of the Education and Times newspaper and other mass media to solicit public opinions to improve the proposal.
Within a maximum period of thirty days from the date the school submits a valid independent admission proposal, the Ministry of Education and Training shall issue a written confirmation on whether the school's independent admission proposal meets the requirements stipulated in Clause 1 of this Article and announce the proposals that have been confirmed as meeting the requirements.
3. Responsibilities of schools organizing independent admissions:
a) Not allowing the occurrence of organizations and individuals, including staff, civil servants, officials, and teachers of the school, organizing test preparation classes;
b) Creating the most favorable conditions for candidates, not allowing negative phenomena to occur, ensuring fairness, transparency, and openness;
c) Cooperating with relevant agencies to organize inspections and supervision effectively to ensure the safety and seriousness of the examination (if any);
d) Announcing widely the admission methods of the school so that candidates, parents, and society can monitor;
đ) Publicizing the admission results on the school's electronic information page and other mass media.
3. Clause 1 of Article 4 is amended and supplemented as follows:
“1. Activities related to the inspection of admissions shall be carried out in accordance with the current regulations on the organization and operation of inspections during examinations as prescribed by the Minister of Education and Training.
The Minister, Heads of Ministries equivalent to Ministries, Chairpersons of Provincial People's Committees (hereinafter referred to collectively as provincial level) shall direct the Ministry's Inspection Department and provincial Inspection Departments to conduct inspections according to their respective levels of administrative management over education.
The Director of the Ministry of Education and Training's Inspectorate, the Director of the Inspectorate of the Department of Education and Training shall issue decisions to inspect, establish inspection teams, or appoint independent inspectors to carry out inspections of admissions in accordance with the regulations. In cases where necessary, the Minister of Education and Training, the Director of the Department of Education and Training shall issue decisions to inspect and establish inspection teams.
4. Amend and supplement some contents at point a clause 1 Article 7 as follows:
a) Amend and supplement target 01 as follows:
“- Target 01: Vietnamese citizens who are ethnic minorities with permanent residence registration in particularly difficult communes, villages, and areas I, II, III in the ethnic minority and mountainous regions during the period 2012-2015 as specified in Decision No. 447/QĐ-UBDT dated September 19, 2013 of the Minister, Chairman of the National Ethnic Minorities Committee; Decision No. 539/QĐ-TTg dated April 1, 2013 of the Prime Minister approving the list of particularly difficult communes, villages, and areas along the coast and islands during the period 2013-2015.”
b) Amend and supplement target "Military personnel and public security officers who have completed their military service and have been discharged with a service period of 18 months or more" under target 03 as follows:
“+ Military personnel and public security officers who have been discharged and recognized as having completed their military service in accordance with regulations;”
c) Supplement the following target into target 04:
“+ Children of people affected by toxic chemicals in the war with a disability rate of 81% or higher;”
d) Amend target "Children born to people affected by toxic chemicals in the war recognized by the provincial People's Committee as having deformities, disabilities, and reduced self-care and study abilities due to the consequences of toxic chemicals" under target 04 as follows:
“+ Children born to people affected by deformities and disabilities caused by toxic chemicals and currently receiving monthly allowances;”
5. Add the following priority target to target 05 at point b clause 1 Article 7:
“+ Commanders and Deputy Commanders of village militia battalions, team leaders and platoon leaders of core civilian defense forces who have completed their duty in the core civilian defense force for 12 months or more and are applying to enter the basic military science program.”
6. Amend and supplement some contents at point b clause 1 Article 7 as follows:
a) Target 06 is amended and supplemented as follows:
“+ Vietnamese citizens who are ethnic minorities with permanent residence registration outside the designated areas belonging to the first priority group;
+ Children of war invalids, children of veterans, and children of persons entitled to benefits similar to war invalids with a disability rate below 81%;
+ Children of those involved in the resistance movement affected by toxic chemicals with a labor capacity reduction rate below 81%;
+ Children of those involved in revolutionary or resistance movements captured and imprisoned by the enemy.
+ Children of those who participated in the resistance war for national liberation, national defense, and international duties;
+ Children of those who have contributed to the revolution.”
b) Supplement the following target into target 07:
“+ Severely disabled persons;”
7. Amend and supplement point e clause 2 Article 7 as follows:
“e) Candidates who win first, second, or third prizes in the national student excellence competition; candidates who win first, second, or third prizes in the scientific and technological competition organized by the Ministry of Education and Training, and have graduated from high school shall be directly admitted to university in the corresponding or closely related field of the subject they won the prize in;
Candidates who win encouragement prizes in the national student excellence competition; candidates who win encouragement prizes in the scientific and technological competition organized by the Ministry of Education and Training, and have graduated from high school shall be directly admitted to college in the corresponding or closely related field of the subject they won the prize in.
Candidates who win prizes in the national student excellence competition or in the scientific and technological competition organized by the Ministry of Education and Training, if they have not yet graduated from high school, shall retain their eligibility after graduation.”
8. Amend and supplement point a clause 3 Article 7 as follows:
“a) For candidates who win prizes in the national student excellence competition or in the scientific and technological competition organized by the Ministry of Education and Training and have graduated from high school, after taking the unified entrance exam for regular university programs and achieving scores that meet the quality threshold set by the Ministry of Education and Training without any zero scores, the President of the University shall consider and decide to admit them.”
9. Add the following content to point b clause 4 Article 7:
“- Students with permanent residence registration in particularly difficult communes, villages, and areas I, II, III in the ethnic minority and mountainous regions during the period 2012-2015 as specified in Decision No. 447/QĐ-UBDT dated September 19, 2013 of the Minister, Chairman of the National Ethnic Minorities Committee and Decision No. 539/QĐ-TTg dated April 1, 2013 of the Prime Minister approving the list of particularly difficult communes, villages, and areas along the coast and islands during the period 2013-2015, if they study at locations within counties or towns that include such villages.”
10. The first bullet point and the third bullet point of Point c Clause 4 Article 7 shall be amended and supplemented. as follows:
“- Zone 1 (Zone KV1) includes:
Particularly difficult communes, villages in Zones I, II, III in the ethnic minority and mountainous regions during the period from 2012 to 2015, and particularly difficult communes in coastal areas and islands during the period from 2013 to 2015 as provided for under current regulations.
- Region 2 (KV2) includes:
Provincial cities; towns; suburban districts of centrally-administered cities (excluding communes in Zone KV1).”
11. Amend and supplement the beginning of Point b Clause 1 Article 8 as follows:
“b) Candidates who take the university entrance examination according to the common examination questions set by the Ministry of Education and Training, if they do not pass the examination according to their declared preferences in the registration form, may use the certificate of examination results from that year to submit applications for admission to universities with remaining quotas and appropriate entry requirements.”
12. Amend the name of Article 8 and amend and supplement Point a Clause 2 Article 8 as follows:
a) Amend the name of Article 8 as follows:
"Article 8. “Procedures for Registration for Examinations and Admission"
b) Amending and supplementing Point a Clause 2 of Article 8 as follows:
"a) The registration dossier for examinations consists of:
- One envelope containing the dossier and two registration forms numbered 1 and 2.
- Three photographs taken in the format of an identity card, size 4x6 cm, with the candidate's full name and date of birth written on the back (one photo attached to the envelope, two photos submitted to the school).
- A certified copy of the certificate confirming the candidate’s eligibility for preferential treatment (if applicable). For candidates who are children of persons affected by toxic chemicals during the war, children of persons involved in revolutionary activities or anti-war activities who were captured and imprisoned by the enemy, children of persons involved in national liberation wars, defending the country, and participating in international missions, and children of persons who have contributed to the revolution, the certificates for preferential treatment include: a certified copy of the Decision on subsidies and allowances issued by the competent authority;
- Three pre-addressed envelopes with stamps affixed, clearly indicating the candidate's contact address for the schools to send examination admission notices, examination result certificates, and admission notices.
- For candidates who are graduates of vocational secondary schools, they must provide confirmation that they have completed the required subjects and passed the high school graduation examination as stipulated by the Ministry of Education and Training.
- Certified copies of other documents as required by the schools organizing independent admissions;"
13. Amend and supplement Point đ Clause 7 Article 22 as follows:
“đ) Print three certificates of examination results for each candidate. Each certificate of examination results will only be issued once and stamped with the seal of the school. If a candidate loses their certificate, it will not be reissued but instead, a confirmation of scores will be provided.”
14. Amend and supplement Point a, Point b Clause 2 Article 33 as follows:
a) General principles
- Schools base their decisions on the established enrollment quotas, after deducting the number of students admitted through direct admission (including preparatory students of the school and students from preparatory universities assigned to the school); they rely on statistical data provided by computers regarding the test scores of different categories and zones; they refer to the regulations on priority points and recruitment zones; they follow the quality assurance criteria for entry set by the Ministry of Education and Training, and the Secretariat submits the proposed passing score to the Examination Committee for approval;
- Schools can establish a unified passing score for the entire institution or for each training program corresponding to different examination groups.
b) Specific provisions
- Based on the examination results of the candidates, the Ministry of Education and Training will determine the quality assurance criteria for admission to universities and colleges for each examination group and each training program;
- After announcing the passing score, schools will publish the list of admitted candidates; they will also announce the remaining quotas and supplementary admission conditions (if any), and send summonses to admitted candidates and examination result certificates to the provincial education departments for all other candidates, including those who took skill tests;
- For candidates wishing to study at schools that do not organize examinations, the schools that conduct examinations are responsible for printing and sending examination admission notices, organizing and grading the examinations. By August 10th each year, the schools conducting examinations will print and send examination result certificates stamped with the school seal and examination data to the schools without examinations for admission purposes. The schools without examinations will send summonses and examination result certificates to the provincial education departments for distribution to the candidates;
- For schools with special talent programs, if they do not organize examinations for these programs, they may admit candidates from within their recruitment zones who have taken the general subject examinations according to the common examination questions set by the Ministry of Education and Training at other schools.”
15. Amend and supplement Clause 2 Article 35 as follows:
“2. On the basis of meeting the quality assurance criteria for entry set by the Ministry of Education and Training, the established enrollment quotas, schools shall independently and responsibly handle admissions. Schools may conduct multiple rounds of admissions. Details related to admission conditions and timelines shall be publicly announced on the school’s website, the Ministry of Education and Training’s admission website, and other mass media outlets.
The deadline for completing admissions is October 31st each year for universities and November 15th each year for colleges.”
16. Amend and supplement Paragraph 1 of Clause 1, Clause 3 Article 40 as follows:
“1. Individuals involved in the admission process who violate the regulations (discovered while performing their duties or after the admission examination), if there is sufficient evidence, will be subject to disciplinary measures by the personnel management agency based on the Civil Servant Law, the Cadres and Civil Servants Law, and other regulations on disciplinary actions against civil servants and cadres, as well as Decree No. 138/2013/ND-CP dated October 22, 2013 of the Government on administrative penalties in the field of education;
3. The handling of non-civil servant staff members of private schools who violate the Admission Regulations shall be decided by the school principal in accordance with labor laws and Decree No. 138/2013/ND-CP dated October 22, 2013 of the Government on administrative penalties in the field of education.”
17. Amend and supplement Point h Clause 1 Article 40 as follows:
"h) Warning or imposing a more severe disciplinary action against the Principal or the Chairman of the Admissions Council and other related individuals for violating any of the following offenses:
- Sending admission notices to candidates who have not submitted enrollment applications to the school;
- Determining admission scores that do not meet the quality assurance criteria set by the Ministry of Education and Training;
- Admitting students to majors that have not been assigned the task of opening such majors;
- Incorrectly determining the enrollment quota compared to the regulations and admitting students beyond the quota."
Article 2. Abolish the provisions of point c, clause 1, Article 1 of Circular No. 24/2013/TT-BGDĐT dated July 4, 2013; point e, clause 7, Article 22 of the University Regular System Admission Regulations issued together with Circular No. 09/2012/TT-BGDĐT dated March 5, 2012 by the Minister of Education and Training.
Article 3. This Circular takes effect from April 25, 2014.

The Director of the Office, the Inspector General, the Director of the Testing and Quality Assurance Department, the Deputy Minister of Higher Education, heads of relevant units under the Ministry of Education and Training; Ministers of Ministries, Heads of agencies at the ministerial level, agencies under the Government; Chairmen of Provincial People's Committees, Municipalities directly under the Central Government; Directors of Departments of Education and Training; Rectors of universities and academies; Principals of colleges and universities are responsible for implementing this Circular./.
