CIRCULAR

Issuing the List of Basic Statistical Indicators for the Health Sector

Based on the Statistics Law dated June 17, 2003;

Pursuant to the Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 03/2010/NĐ-CP dated January 13, 2010 of the Government stipulating tasks, powers, and organization of statistics for Ministries, ministerial-level agencies, and government agencies;

Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister on issuing the National Statistical Indicator System;

Pursuant to Decree No. 63/2012/NĐ-CP dated August 31, 2012 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Health;

Considering the proposal of the Director of the Department of Planning and Finance;

The Minister of Health issues this Circular on issuing the List of Basic Statistical Indicators for the health sector.

Article 1. List of Basic Statistical Indicators for the Health Sector

Attached to this Circular is the List of Basic Statistical Indicators for the health sector.

Article 2. Implementation

1. The Department of Planning and Finance shall take the lead and coordinate with relevant General Departments, Bureaus, and Departments under the Ministry of Health to develop a comprehensive statistical reporting system for the health sector to facilitate the collection of statistical indicators listed in the basic statistical indicator list uniformly throughout the country.

2. Directors of Bureaus, Heads of Departments, and General Department Directors under the Ministry of Health shall be responsible for collecting and compiling the statistical indicators assigned in the List of Basic Statistical Indicators for the health sector and submit them to the Department of Planning and Finance for consolidation and publication.

3. The Department of Health at the provincial level shall be the leading agency responsible for collecting and summarizing statistical information within its jurisdiction to serve the calculation of basic statistical indicators of the health sector.

Article 3. Effectiveness

This Circular takes effect from March 15, 2014. Decision No. 40/2006/QĐ-BYT dated December 25, 2006 of the Minister of Health on issuing the Statistical Indicator System for the Health Sector ceases to be effective from the date this Circular takes effect.

Any difficulties encountered during the implementation of this Circular should be reported to the Ministry of Health (Department of Planning and Finance) for research and resolution./.
