Pursuant to the Law on Enacting Regulatory Legal Documents dated June 22, 2015; the Law Amending and Supplementing Certain Articles of the Law on Enacting Regulatory Legal Documents dated June 18, 2020some articles of the Law on Legislative Regulatory Legal Documents dated June 18, 2020;
Pursuant to Decree No. 62/2015/NĐ-CP dated July 18, 2015 of the Government detailing and guiding the implementation of certain articles of the Civil Enforcement Law; Decree No. 33/2020/NĐ-CP dated March 17, 2020 of the Government amending and supplementing certain articles of Decree No. 62/2015/NĐ-CP;

The Minister of Justice issues this Circular to repeal certain regulatory legal documents on cadre work in the field of civil enforcement issued by the Minister of Justice.
This Circular takes effect from January 25, 2026.
Repeal entirely Decision No. 51/2002/QĐ-BTP dated February 27, 2002 of the Minister of Justice on issuing ethical standards for civil enforcement officers.
Article 2. Repealing part of certain regulatory legal documents
1. Repeal certain articles, clauses, points, words, and characters of Circular No. 02/2017/TT-BTP dated March 23, 2017 of the Minister of Justice guiding certain aspects of managing civil servants, officials, and employees under the civil enforcement system as follows:
a) Repeal Clause 2 Article 1; Article 3; point c, d Clause 2 Article 5; point d, đ Clause 2 Article 7; Articles 20, 25, 27, 30, 31, 34, 37, 38, 41, 42, 43, 46, 47, 48, 65, 85 and Appendix No. 01;
b) Remove the word "The", "the" and the character ", c, d" at point b Clause 2 Article 6; the character ", d, đ" at point b Clause 2 Article 8; the word "The" and the character ", d, đ" at point b Clause 2 Article 9; the word "The", "the" and the character ", d, đ" at point b Clause 2 of Articles 10, 11, 12, 17, 18; the character ", d, đ" at Clause 2 Article 13, point b Clause 2 Article 14; the word "The", "the" and the character ", d, đ" at point c Clause 2 Article 15; the word "the" and the character ", d, đ" at point b Clause 2 Article 16.
2. Repeal Clauses 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19 and 24 Article 1; Clause 2 Article 3 of Circular No. 18/2018/TT-BTP dated December 28, 2018 of the Minister of Justice amending and supplementing certain articles of Circular No. 02/2017/TT-BTP dated March 23, 2017 of the Minister of Justice guiding certain aspects of managing civil servants, officials, and employees under the civil enforcement system.
3. Repeal point d Clause 4 of Article 5 and Article 8; point c Clause 4 of Articles 6, 7, 9, 10, 11 and Article 12 of Circular No. 03/2017/TT-BTP dated April 5, 2017 of the Minister of Justice stipulating job titles, code numbers, and professional standards for various grades of specialized civil servants in civil enforcement.
4. Repeal certain provisions of Circular No. 08/2020/TT-BTP dated December 28, 2020 of the Minister of Justice amending and supplementing certain articles of Circular No. 03/2017/TT-BTP dated April 5, 2017 of the Minister of Justice stipulating job titles, code numbers, and professional standards for various grades of specialized civil servants in civil enforcement as follows:
a) Repeal the amendment and supplementation of point đ Clause 4 Article 5 of Circular No. 03/2017/TT-BTP at Clause 3 Article 1 of Circular No. 08/2020/TT-BTP;
b) Repeal the amendment and supplementation of point d Clause 4 Article 6 of Circular No. 03/2017/TT-BTP at Clause 4 Article 1 of Circular No. 08/2020/TT-BTP;
c) Repeal the amendment and supplementation of point d Clause 4 Article 7 of Circular No. 03/2017/TT-BTP at Clause 5 Article 1 of Circular No. 08/2020/TT-BTP;
d) Repeal the amendment and supplementation of point đ Clause 4 Article 8 of Circular No. 03/2017/TT-BTP at Clause 9 Article 1 of Circular No. 08/2020/TT-BTP;
đ) Repeal the amendment and supplementation of point d Clause 4 Article 9 of Circular No. 03/2017/TT-BTP at Clause 11 Article 1 of Circular No. 08/2020/TT-BTP;
e) Repeal the amendment and supplementation of point d Clause 4 Article 10 of Circular No. 03/2017/TT-BTP at Clause 13 Article 1 of Circular No. 08/2020/TT-BTP;
g) Repeal the amendment and supplementation of point d Clause 4 Article 11 of Circular No. 03/2017/TT-BTP at Clause 16 Article 1 of Circular No. 08/2020/TT-BTP;
h) Repeal the amendment and supplementation of point d Clause 4 Article 12 of Circular No. 03/2017/TT-BTP at Clause 19 Article 1 of Circular No. 08/2020/TT-BTP;
i) Repeal the phrase: "issued according to point b Clause 4 Article 5, point b Clause 4 Article 6, point b Clause 4 Article 7, point b Clause 4 Article 8, point b Clause 4 Article 9, point b Clause 4 Article 10, point b Clause 4 Article 11 of Circular No. 03/2017/TT-BTP dated April 5, 2017 of the Minister of Justice stipulating job titles, code numbers, and professional standards for various grades" and the phrase "issued before this Circular takes effect" at Clause 21 Article 1.
Article 3. Effectiveness
1. This Circular takes effect from the date of signature.
2. Heads of units under the Ministry of Justice, Heads of local civil enforcement agencies, and Directors of the Civil Enforcement Bureau of the Ministry of National Defense within their respective duties and authorities shall be responsible for implementing this Circular.
