DIRECTIVE
Regarding the implementation of Resolution No. 23/2003/QH11 of the National Assembly on land managed and allocated by the State during the process of implementing land management policies and socialist transformation policies before July 1, 1991
To implement Resolution No. 23/2003/QH11 on land managed and allocated by the State during the process of implementing land management policies and socialist transformation policies related to land before July 1, 1991, the Prime Minister issues the following directive:
1. Ministries, sectors, and People's Committees of provinces and centrally governed cities shall temporarily suspend consideration and resolution of complaints seeking the return of land that the State has managed and allocated during the process of implementing land management policies and socialist transformation policies related to land before July 1, 1991 (except for cases where there have been written directives from the Prime Minister prior to the issuance of this Directive).
2. The Ministry of Construction shall take the lead and coordinate with relevant ministries and sectors to urgently prepare draft Resolutions of the Standing Committee of the National Assembly and draft Decrees of the Government guiding the implementation of Resolution No. 23/2003/QH11 of the National Assembly, to be submitted to the Government in March 2004.
3. Chairpersons of People's Committees of provinces and centrally governed cities shall direct functional agencies at the local level to conduct reviews, statistics, and consolidation of the land fund managed and allocated by the State during the process of implementing land management policies and socialist transformation policies related to land before July 1, 1991 in accordance with the spirit of Resolution No. 23/2003/QH11 of the National Assembly, and report to the Prime Minister and the Ministry of Construction before March 30, 2004, to serve the drafting of the Resolution of the Standing Committee of the National Assembly and the Decree of the Government.
4. The Ministry of Construction shall be responsible for guiding and consolidating data on the land fund currently managed and allocated by the State during the process of implementing land management policies and socialist transformation policies before July 1, 1991; inspecting and urging the implementation of this Directive.
5. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairpersons of People's Committees of provinces and centrally governed cities shall strictly implement this Directive.
