- Production and business establishments must have sufficient scientific and practical evidence regarding the withdrawal period for chemical residues and antibiotic residues in aquatic animals and amphibians to fall below the maximum permitted levels for each cultivated species and must record the pre-harvest drug withdrawal period on product labels.
- Do not mix more than two antibiotic active substances in one product; do not mix active substances within the same Fluoroquinolone group.
- Aquatic feed products, disinfectant cleaning chemicals, pond cleaning chemicals, veterinary drugs, and fish preservation chemicals must be labeled according to Decision No. 178/1999/QĐ-TTg and include the phrase: "Does not contain substances prohibited under Decision No. 07/2005/QĐ-BTS dated February 24, 2005 of the Minister of Fisheries."

MINISTER OF AQUATIC RESOURCES
Based on the Veterinary Ordinance 2004;
Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Pursuant to Decision No. 03/2002/QĐ-BTS dated January 22, 2002 of the Minister of Fisheries on the issuance of the regulations on veterinary drug management in aquaculture;
Upon consideration of the proposal of the Director of the Department of Quality Management, Food Safety, and Aquatic Animal Health and the Director of the Science and Technology Department.
DECISION:
Article 1: Issued together with this Decision:
The list of chemicals and antibiotics prohibited for use in aquatic product production and business as set out in Appendix 1 and the list of chemicals and antibiotics restricted for use in aquatic product production and business with the aim of controlling residues in aquatic products below the maximum permitted levels as set out in Appendix 2.
Article 2: Mixing more than two antibiotic active ingredients in one product is not allowed; mixing active ingredients within the same Fluoroquinolone group is also not allowed. In cases where a product contains two antibiotic active ingredients, the manufacturer must have sufficient scientific and practical evidence to ensure that the mixture does not reduce the efficacy of each ingredient and does not cause adverse effects on farmed animals and the environment.
All feed, disinfectant cleaning agents, pond cleaning chemicals, veterinary drugs, and aquatic product preservatives must be labeled according to Decision No. 178/1999/QĐ-TTg dated August 30, 1999 of the Prime Minister, Circular No. 03/2000/TT-BTS dated September 22, 2000 of the Minister of Fisheries, and must include the phrase: "Does not contain substances prohibited for use under Decision No. 07/2005/QĐ-BTS dated February 24, 2005 of the Minister of Fisheries."
Article 3: This Decision shall take effect fifteen (15) days from the date of publication in the Official Gazette and shall replace Decision No. 01/2002/QĐ-BTS dated January 22, 2002 of the Ministry of Fisheries regarding the prohibition of the use of certain chemicals and antibiotics in aquatic product production and business and the list of restricted-use veterinary drugs in aquaculture issued together with Decision No. 17/2002/QĐ-BTS dated May 24, 2002 of the Ministry of Fisheries. Notwithstanding, substances listed under items 12 to 17 in Appendix 1 shall take effect from July 1, 2005.
Article 4: The Director of the Department of Quality Management, Food Safety, and Aquatic Animal Health shall be responsible for organizing the implementation and monitoring the enforcement of this Decision.
The Head of the Ministry's Office; Heads of Departments, Bureaus, and Inspectors General of the Ministry; Directors of the National Fisheries Promotion Center and Heads of affiliated units under the Ministry; Directors of Provincial Fisheries Services and Provincial Departments of Agriculture and Rural Development responsible for fisheries management; and individuals and organizations engaged in the production, business, importation, and use of feed, veterinary drugs, chemicals, biological preparations, and microorganisms in fisheries activities shall be responsible for implementing this Decision.
