Regulations on multidimensional poverty standards for the period 2021-2025

Pursuant to the Law on Government Organization dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Government Organization and the Law on Local Administration dated November 22, 2019;
Decree No. 07/2021/NĐ-CP
The Government promulgates this Decree on multidimensional poverty standards for the period 2021-2025.
Article 1. Scope of Regulation and Applicability

Article 2. Multidimensional Poverty Standards in 2021
1. From January 1, 2021, continue to implement the multidimensional poverty standards for the period 2016-2020 as stipulated in Decision No. 59/2015/QĐ-TTg dated November 19, 2015 of the Prime Minister.
2. The poverty standard prescribed in Clause 1 of this Article serves as the basis for measuring and monitoring the degree of income insufficiency and access to basic social services of citizens; it is the foundation for identifying target groups for poverty reduction policies, social security policies, and economic and social policy planning in 2021.
Article 3. Multidimensional Poverty Standards for the Period 2022-2025
1. Multidimensional poverty measurement criteria for the period 2022-2025
a) Income criterion
- Rural area: VND 1,500,000/person/month.
- Urban area: VND 2,000,000/person/month.
b) Criterion for the degree of insufficiency in basic social services
- Basic social services (six services), including: employment; healthcare; education; housing; drinking water and sanitation; information.
- Measurement indicators for the degree of insufficiency in basic social services (twelve indicators), including: employment; dependents in the household; nutrition; health insurance; adult educational level; children's schooling status; housing quality; average housing area per person; drinking water source; hygienic toilet; telecommunications service usage; means of accessing information.
c) Basic social services, measurement indicators for the degree of insufficiency in basic social services, and the threshold of insufficiency are specified in the Appendix attached hereto.
2. Household poverty standards, near-poor household standards, and average-income household standards for the period 2022-2025
a) Household poverty standard
- Rural area: A household with an average monthly income per capita of VND 1,500,000 or less and lacking three or more measurement indicators for the degree of insufficiency in basic social services.
- Urban area: A household with an average monthly income per capita of VND 2,000,000 or less and lacking three or more measurement indicators for the degree of insufficiency in basic social services.
b) Near-poor household standard
- Rural area: A household with an average monthly income per capita of VND 1,500,000 or less and lacking fewer than three measurement indicators for the degree of insufficiency in basic social services.
- Urban area: A household with an average monthly income per capita of VND 2,000,000 or less and lacking fewer than three measurement indicators for the degree of insufficiency in basic social services.
c) Average-income household standard
- Urban area: A household with an average monthly income per capita between VND 2,000,000 and VND 3,000,000.
Article 4. Organization of Implementation
1. Ministry of Labor, Invalids and Social Affairs
a) Direct localities to organize reviews of poor households and near-poor households and identify average-income households according to the poverty standard stipulated in Article 2 of this Decree.
b) Submit to the Prime Minister for approval the annual review process for poor households and near-poor households and the process for identifying agricultural, forestry, fishery, and salt industry households with average incomes for the period 2022-2025.
c) Starting from 2021, apply information technology in the annual review of poor households and near-poor households.
2. Ministry of Planning and Investment
a) Supplement the system for collecting data on multiple dimensions and multidimensional poverty indicators in living standards surveys to serve the monitoring and evaluation of national and local multidimensional poverty conditions.
b) Annually, the Ministry of Planning and Investment publishes the overall poverty rate (updated with Consumer Price Index - CPI), the rate of households lacking income and basic social services, and the multidimensional poverty index (MPI).
3. Ministry of Finance
Balance and allocate the budget to implement poverty reduction and social security policies according to multidimensional poverty standards for the period 2021-2025, and apply information technology in the annual review of poor households and near-poor households.
4. Relevant ministries and sectors
Based on the degree of income insufficiency and access to basic social services of citizens nationwide and in each locality, propose solutions to the Government and the Prime Minister for special and regular programs, projects, and policies to enhance the ability of citizens to access basic social services, especially in areas with high rates of poor and near-poor households.
5. The National Ethnic Minorities Committee shall coordinate with the Ministry of Labor, Invalids, and Social Affairs and relevant ministries and sectors to develop, guide, and implement sustainable multidimensional poverty reduction measures suitable for ethnic minorities and mountainous regions.
6. Request the Vietnam Fatherland Front Central Committee and political-social organizations to strengthen supervision over the implementation of multidimensional poverty standards for the period 2021-2025 and the implementation of support policies and programs for poor households, near-poor households, and average-income households to ensure transparency, fairness, and compliance with regulations.
7. Responsibilities of People's Committees of provinces and centrally-administered cities
a) Promote communication and raise awareness among all levels, sectors, and citizens about multidimensional poverty standards for the period 2021-2025 in their respective areas; the review and identification of poor households and near-poor households.
b) Organize the review of poor households and near-poor households at the beginning period; annually review poor households and near-poor households according to the multi-dimensional poverty standard for the 2021-2025 period; classify beneficiaries of poverty reduction and social welfare policies annually; determine households engaged in agriculture, forestry, fisheries, and salt production with a medium living standard annually.
c) Implement measures to enhance income and improve access to and effective use of basic social services by residents in the locality.
Article 5. Effective Date
This Decree takes effect from March 15, 2021.
Article 6. Responsibility for Implementation
The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under the Central Government, and relevant agencies, organizations, and individuals shall be responsible for implementing this Decree.
