CIRCULAR

Amending and supplementing certain articles of Circulars and Joint Circulars stipulating codes, standards for occupational titles and salary grading for specialized civil servants in agriculture and rural development

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Based on the proposal of the Director of the Cadre and Civil Servant Department;

Pursuant to Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and capacity building for cadres, civil servants, and civil servants; Decree No. 89/2021/NĐ-CP dated October 18, 2021 of the Government amending and supplementing certain articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and capacity building for cadres, civil servants, and civil servants;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

After reaching consensus with the Ministry of Home Affairs, the Minister of Agriculture and Rural Development issues this Circular amending and supplementing certain articles of Circulars and Joint Circulars stipulating codes, standards for occupational titles and salary grading for specialized civil servants in agriculture and rural development.

Article 1. Amending, supplementing, and abolishing certain articles of Joint Circular No. 36/2015/TTLT-BNNPTNT-BNV dated October 20, 2015 of the Ministers of the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs stipulating codes and standards for occupational titles and salary grading for specialized civil servants in crop production and plant protection

1. Amending Clause 2 Article 4 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

a) Hold a bachelor's degree or higher in a relevant field corresponding to the job requirements.

b) Hold a certificate for training according to the standards for occupational titles and salary grading for specialized civil servants in plant protection.”

2. Supplementing Point h to Clause 3, Article 4 as follows:

“3. Standards for professional competence and vocational skills

h) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.”

3. Amending Clause 4, Article 4 as follows:

“4. Promotion to the rank of Plant Protection Officer Level II

Civil servants promoted from the rank of Plant Protection Officer Level III to Plant Protection Officer Level II must have at least nine years of experience in the rank of Plant Protection Officer Level III or equivalent, including at least one year (twelve months) in the most recent period holding the rank of Plant Protection Officer Level III, calculated up to the deadline for submitting application forms for examination or promotion review.”

4. Amend Clause 2 of Article 5 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

a) Hold a bachelor's degree or higher in a relevant field corresponding to the job requirements.

b) Hold a certificate for training according to the standards for occupational titles and salary grading for specialized civil servants in plant protection.”

5. Supplementing Point e to Clause 3, Article 5 as follows:

“3. Standards for professional competence and vocational skills

e) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.”

6. Amending Clause 4, Article 5 as follows:

“4. Promotion to the rank of Plant Protection Officer Level III

Civil servants promoted from the rank of Technical Officer Level IV in plant protection to Plant Protection Officer Level III must meet all provisions of Clauses 1, 2, and 3 of this Article and have at least the following time in the rank of Technical Officer Level IV in plant protection:

a) For those recruited for the first time with an associate degree, they must have at least two years of experience in the rank of Technical Officer Level IV in plant protection or equivalent (excluding probationary period), calculated up to the deadline for submitting application forms for examination or promotion review;

b) For those recruited for the first time with a diploma degree, they must have at least three years of experience in the rank of Technical Officer Level IV in plant protection or equivalent (excluding probationary period), calculated up to the deadline for submitting application forms for examination or promotion review.”

7. Amending Clause 2, Article 6 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

Hold a diploma degree or higher in a relevant field corresponding to the job requirements.”

8. Supplementing Point đ to Clause 3, Article 6 as follows:

“3. Standards for professional competence and vocational skills

đ) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.”

9. Amending Clause 2, Article 8 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

10. Supplementing Point h to Clause 3, Article 8 as follows:

Civil servants promoted from the rank of Pesticide Inspector Level III to Pesticide Inspector Level II must have at least nine years of experience in the rank of Pesticide Inspector Level III or equivalent, including at least one year (twelve months) in the most recent period holding the rank of Pesticide Inspector Level III, calculated up to the deadline for submitting application forms for examination or promotion review.”

12. Amending Clause 2, Article 9 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

a) Hold a bachelor's degree or higher in a relevant field corresponding to the job requirements.

b) Hold a certificate for training according to the standards for occupational titles and salary grading for specialized civil servants in pesticide inspection.”

13. Supplementing Point g to Clause 3, Article 9 as follows:

14. Amending Clause 4, Article 9 as follows:

Civil servants promoted from the rank of Technical Officer Level IV in pesticide inspection to Pesticide Inspector Level III must meet all provisions of Clauses 1, 2, and 3 of this Article and have at least the following time in the rank of Technical Officer Level IV in pesticide inspection:

a) For those recruited for the first time with an associate degree, they must have at least two years of experience in the rank of Technical Officer Level IV in pesticide inspection or equivalent (excluding probationary period), calculated up to the deadline for submitting application forms for examination or promotion review;

b) For those recruited for the first time with a diploma degree, they must have at least three years of experience in the rank of Technical Officer Level IV in pesticide inspection or equivalent (excluding probationary period), calculated up to the deadline for submitting application forms for examination or promotion review.”

15. Amending Clause 2, Article 10 as follows:

19. Amend Clause 4 of Article 12 as follows:

20. Amend Clause 2 of Article 13 as follows:

21. Add Point e to Clause 3 of Article 13 as follows:

22. Amend Clause 4 of Article 13 as follows:

"4. Promotion to the rank of Plant Testing Officer Level III

A staff member promoted from the rank of Plant Testing Technician Level IV to the rank of Plant Testing Officer Level III must meet all the provisions set out in Clauses 1, 2, and 3 of this Article and have held the rank of Plant Testing Technician Level IV or equivalent for the following specific periods:

a) In cases where the initial recruitment has a college degree, they must have held the professional title of Plant Testing Technician Level IV or equivalent for at least two years (excluding probationary period) up to the deadline for submitting registration forms for examination or promotion review;

b) In cases where the initial recruitment has a secondary vocational school degree, they must have held the professional title of Plant Testing Technician Level IV or equivalent for at least three years (excluding probationary period) up to the deadline for submitting registration forms for examination or promotion review."

23. Amend Clause 2 of Article 14 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

24. Add Point e to Clause 3 of Article 14 as follows:

“3. Standards for professional competence and vocational skills

25. Repeal Clause 3 of Article 18.

Article 2. Amend, supplement, and repeal certain articles of Circular Joint Circular No. 37/2015/TTLT-BNNPTNT-BNV dated October 20, 2015, issued by the Minister of Agriculture and Rural Development and the Minister of Home Affairs on the code number and criteria for the title of professional staff in the livestock and veterinary specialty.

1. Amending Clause 2 Article 4 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

a) Hold a bachelor's degree or higher in a relevant field corresponding to the job requirements.

b) Hold a training certificate according to the criteria for the title of professional staff in the animal disease diagnosis specialty.

2. Add Point i to Clause 3 of Article 4 as follows:

“3. Standards for professional competence and vocational skills

i) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for staff working in ethnic minority areas as required by their job positions.

3. Amending Clause 4, Article 4 as follows:

"4. Promotion to the rank of Animal Disease Diagnostic Officer Level II

A staff member promoted from the rank of Animal Disease Diagnostic Officer Level III to the rank of Animal Disease Diagnostic Officer Level II must have held the rank of Animal Disease Diagnostic Officer Level III or equivalent for at least nine years, including at least one year (twelve months) in the most recent period holding the rank of Animal Disease Diagnostic Officer Level III, calculated up to the deadline for submitting registration forms for examination or promotion review."

4. Amend Clause 2 of Article 5 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

a) Hold a bachelor's degree or higher in a relevant field corresponding to the job requirements.

b) Hold a training certificate according to the criteria for the title of professional staff in the animal disease diagnosis specialty.

5. Add Point g to Clause 3 of Article 5 as follows:

“3. Standards for professional competence and vocational skills

g) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.”

6. Amending Clause 4, Article 5 as follows:

"4. Promotion to the rank of Animal Disease Diagnostic Officer Level III

A staff member promoted from the rank of Animal Disease Diagnostic Technician Level IV to the rank of Animal Disease Diagnostic Officer Level III must meet all the provisions set out in Clauses 1, 2, and 3 of this Article and have held the rank of Animal Disease Diagnostic Technician Level IV or equivalent for the following specific periods:

a) In cases where the initial recruitment has a college degree, they must have held the professional title of Animal Disease Diagnostic Technician Level IV or equivalent for at least two years (excluding probationary period) up to the deadline for submitting registration forms for examination or promotion review;

b) In cases where the initial recruitment has a secondary vocational school degree, they must have held the professional title of Animal Disease Diagnostic Technician Level IV or equivalent for at least three years (excluding probationary period) up to the deadline for submitting registration forms for examination or promotion review."

7. Amending Clause 2, Article 6 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

Hold a diploma degree or higher in a relevant field corresponding to the job requirements.”

8. Add Point e to Clause 3 of Article 6 as follows:

a) In cases where the initial recruitment has a college degree, they must have held the professional title of Veterinary Hygiene Technician Level IV or equivalent for at least two years (excluding probationary period) up to the deadline for submitting registration forms for examination or promotion review;

b) In cases where the initial recruitment has a secondary vocational school degree, they must have held the professional title of Veterinary Hygiene Technician Level IV or equivalent for at least three years (excluding probationary period) up to the deadline for submitting registration forms for examination or promotion review."

15. Amending Clause 2, Article 10 as follows:

"2. Criteria for education and training

Hold a diploma degree or higher in a relevant field corresponding to the job requirements.”

16. Add Point g to Clause 3 of Article 10 as follows:

“3. Standards for professional competence and vocational skills

g) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.”

A staff member promoted from the veterinary drug inspector level III to the veterinary drug inspector level II must have held the veterinary drug inspector level III position or an equivalent position for at least nine years, including a minimum of one year (twelve months) in the most recent period holding the veterinary drug inspector level III position up to the deadline for submitting registration applications for the examination or promotion review.

20. Amend Clause 2 of Article 13 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

a) Hold a bachelor's degree or higher in a relevant field corresponding to the job requirements.

b) Hold a training certificate according to the criteria for the title of professional staff in the veterinary drug testing specialty.

21. Add Point e to Clause 3 of Article 13 as follows:

"4. Promotion to the veterinary drug inspector level III position

A staff member promoted from the veterinary technician inspector level IV to the veterinary drug inspector level III must meet all the provisions stipulated in Clauses 1, Clause 2, and Clause 3 of this Article and have held the veterinary technician inspector level IV position for the following periods:

a) In cases where the initial recruitment was with an associate degree, they must have held the veterinary technician inspector level IV occupational title or an equivalent position for at least two years (excluding the probationary period) up to the deadline for submitting registration applications for the examination or promotion review;

b) In cases where the initial recruitment was with a secondary vocational school degree, they must have held the veterinary technician inspector level IV occupational title or an equivalent position for at least three years (excluding the probationary period) up to the deadline for submitting registration applications for the examination or promotion review".

23. Amend Clause 2 of Article 14 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

24. Supplement Point g to Clause 3 of Article 14 as follows:

26. Supplement Point h to Clause 3 of Article 16 as follows:

27. Amend Clause 4 of Article 16 as follows:

"4. Promotion to the livestock inspection level II position

A staff member promoted from the livestock inspection level III to the livestock inspection level II must have held the livestock inspection level III position or an equivalent position for at least nine years, including a minimum of one year (twelve months) in the most recent period holding the livestock inspection level III position up to the deadline for submitting registration applications for the examination or promotion review.

28. Amend Clause 2 of Article 17 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

a) Hold a bachelor's degree or higher in a relevant field corresponding to the job requirements.

b) Hold a certificate for training according to the occupational title standards for livestock inspection specialists.

29. Supplement Point e to Clause 3 of Article 17 as follows:

“3. Standards for professional competence and vocational skills

30. Amend Clause 4 of Article 17 as follows:

"4. Promotion to the livestock inspection level III position

A staff member promoted from the livestock technician inspector level IV to the livestock inspection level III must meet all the provisions stipulated in Clauses 1, Clause 2, and Clause 3 of this Article and have held the livestock technician inspector level IV position, specifically as follows:

a) In cases where the initial recruitment was with an associate degree, they must have held the livestock technician inspector level IV occupational title or an equivalent position for at least two years (excluding the probationary period) up to the deadline for submitting registration applications for the examination or promotion review;

b) In cases where the initial recruitment was with a secondary vocational school degree, they must have held the livestock technician inspector level IV occupational title or an equivalent position for at least three years (excluding the probationary period) up to the deadline for submitting registration applications for the examination or promotion review".

31. Amend Clause 2 of Article 18 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

đ) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.”

33. Repeal Clause 3 of Article 22.

Article 3. Amend and supplement some articles of Circular Joint Circular No. 38/2015/TTLT-BNNPTNT-BNV dated October 20, 2015 of the Minister of Agriculture and Rural Development and the Minister of Home Affairs on job code and occupational standards for fisheries inspection officials.

1. Amending Clause 2 Article 4 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

a) Hold a bachelor's degree or higher in a relevant field corresponding to the job requirements.

b) Hold a certificate of training according to the occupational standards for fisheries inspection officials.”

2. Supplement Point h of Clause 3, Article 4 as follows:

“3. Standards for professional competence and vocational skills

h) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.”

3. Amending Clause 4, Article 4 as follows:

“4. Promotion to the rank of Fisheries Inspector Level II

An official promoted from the rank of Fisheries Inspector Level III to the rank of Fisheries Inspector Level II must have at least nine years of experience holding the rank of Fisheries Inspector Level III or equivalent, including at least one year (twelve months) in the most recent period holding the rank of Fisheries Inspector Level III up to the deadline for submitting application forms for examination or promotion.”

4. Amend Clause 2 of Article 5 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

a) Hold a bachelor's degree or higher in a relevant field corresponding to the job requirements.

b) Hold a certificate of training according to the occupational standards for fisheries inspection officials.”

5. Supplement Point h to Clause 3, Article 5 as follows:

“3. Standards for professional competence and vocational skills

6. Amending Clause 4, Article 5 as follows:

“4. Promotion to the rank of Fisheries Inspector Level III

An official promoted from the rank of Fisheries Technical Inspector Level IV to the rank of Fisheries Inspector Level III must meet all provisions stipulated in Clauses 1, 2, and 3 of this Article and have held the rank of Fisheries Technical Inspector Level IV or equivalent for the following periods:

a) In cases where the initial recruitment has a college degree, they must have held the occupational rank of Fisheries Technical Inspector Level IV or equivalent for at least two years (excluding probationary period) up to the deadline for submitting application forms for examination or promotion;

b) In cases where the initial recruitment has a secondary vocational school degree, they must have held the occupational rank of Fisheries Technical Inspector Level IV or equivalent for at least three years (excluding probationary period) up to the deadline for submitting application forms for examination or promotion.”

7. Amending Clause 2, Article 6 as follows:

b) Holding a certificate of training according to the occupational standards for civil servants in the aviation port service sector."

Hold a diploma degree or higher in a relevant field corresponding to the job requirements.”

8. Supplementing Point đ to Clause 3, Article 6 as follows:

“3. Standards for professional competence and vocational skills

đ) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.”

Article 4. Amend and supplement some articles of Circular No. 18/2020/TT-BNNPTNT dated December 28, 2020 of the Minister of Agriculture and Rural Development on job code, occupational standards, and salary grading for extension and forest protection specialists.

1. Amend Point e of Clause 2, Article 5 as follows:

“2. Standards for professional knowledge and skills

e) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.”

2. Amend Point b of Clause 3, Article 5 as follows:

“3. Standards for education and training

b) Hold a certificate of training according to the occupational standards for agricultural extension officials.”

3. Amend Point d of Clause 2, Article 6 as follows:

“2. Standards for professional knowledge and skills

d) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by their positions.”

4. Amend Point b of Clause 3, Article 6 as follows:

“3. Standards for education and training

b) Hold a certificate of training according to the occupational standards for agricultural extension officials.”

8. Amend Point b of Clause 3, Article 10 as follows:

b) Hold a certificate of training according to the occupational standards for forest protection officials.”

Article 5. Transitional Provisions

1. Officials who were appointed to occupational ranks in the fields of crop production, plant protection, animal husbandry, veterinary medicine, fisheries inspection, agricultural extension, and forest protection according to the law before the effective date of this Circular shall be deemed to meet the occupational standards for officials prescribed in this Circular.

2. Officials who already hold certificates of training according to the occupational standards for Level II and Level III in the fields of crop production, plant protection, animal husbandry, veterinary medicine, fisheries inspection, agricultural extension, and forest protection according to the law before the deadline (June 30, 2022) stipulated in Clause 3, Article 2 of Decree No. 89/2021/NĐ-CP dated October 18, 2021 of the Government amending and supplementing certain articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and upgrading cadres, civil servants, and officials shall be deemed to meet the requirements for certificates of training according to the occupational standards of the corresponding field and can be used when participating in examinations or promotions under this Circular.

3. For examinations or promotions of officials' occupational ranks carried out according to the Examination Plan or Promotion Plan for officials that have been approved by the Ministry of Home Affairs, continue to implement examinations or promotions according to the approved plan. In case the management agency does not organize examinations or promotions within twelve months from the effective date of this Circular, it shall apply the provisions of this Circular.

Article 6. Effectiveness

1. This Circular takes effect from October 6, 2022.

2. Heads of agencies and units directly under the Ministry of Agriculture and Rural Development, Chairpersons of People's Committees of provinces and centrally-administered cities, and relevant agencies, organizations, and individuals are responsible for implementing this Circular.

3. During implementation, if there are difficulties or obstacles, please reflect them to the Ministry of Agriculture and Rural Development (through the Department of Organization and Cadre) for research, amendment, and supplementation to ensure compliance.
