CIRCULAR

REGULATIONS ON CODES, STANDARDS OF PROFESSIONAL TITLES AND SALARY GRADING FOR SPORTS SPECIALISTS
PROFESSIONAL SPORTS FUNCTION

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006 and the Law Amending and Supplementing Certain Provisions of the Law on Physical Culture and Sports dated June 14, 2018;

Pursuant to the Civil Servant Law dated November 15, 2010;

Pursuant to the Law Amending and Supplementing Certain Provisions of the Civil Servants Law and the Law on Public Officials dated November 25, 2019;

Based on the proposal of the Director of the Cadre and Civil Servant Department;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;

Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director-General of the General Department of Physical Training and Sport;

The Minister of Culture, Sports and Tourism issues this Circular regulating codes, standards of professional titles and salary grading for sports specialists.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates codes, standards of professional titles and salary grading for sports specialists.

Article 2. This Circular applies to sports instructors working in public service units and related organizations and individuals.

Article 2. Codes of professional titles for sports specialists

Professional titles for sports specialists include:

1. Senior Coach (Class I)

Code: V.10.01.01

2. Principal Coach (Class II)

Code: V.10.01.02

3. Coach (Class III)

Code: V.10.01.03

4. Instructor (Class IV)

Code: V.10.01.04

Article 3. General Standards on Professional Ethics for Sports Specialists

1. Passionate about the profession, enthusiastic, responsible, and ensuring time and quality requirements for assigned tasks.

2. Honest, objective, scientific work approach with clear opinions; courteous, modest, and appropriate behavior when interacting with the public; respect colleagues; actively combat wrongful and negative behaviors; practice thrift and oppose waste.

3. Spirit of unity, proactive, and good cooperation with colleagues in performing assigned tasks.

4. Awareness of learning and improving moral qualities, competence, and professional skills.

Chapter II

OCCUPATIONAL STANDARDS

Article 4. Senior Coach (Class I) - Code V.10.01.01

1. Duties:

a) Lead the development of long-term, medium-term, and annual plans for the development of sports disciplines; training programs for national teams, junior national teams, and provincial or centrally-administered city teams;

b) Lead or participate in athlete selection and management; directly train technical, tactical, physical, and psychological skills for athletes; direct athletes under their responsibility to participate in national and international sports competitions;

c) Lead the organization and implementation of research and application of science and technology and modern training methods in athlete selection and training;

d) Be responsible for implementing regulations on safety, hygiene during training and competition, and medical checks for athletes;

đ) Proactively study and improve methods to enhance the quality of training work;

e) Forecast the potential for athletic achievement and competition results of athletes under their responsibility;

g) Coordinate in implementing political education, moral character education, cultural studies for athletes; care for their spiritual life, health, and nutrition according to training and competition requirements, living conditions, rest, helping athletes maintain good health for training and competition.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a relevant field or major related to sports;

b) Hold a certificate in professional title standards for sports specialists.

3. Standards on Competence, Specialization, and Professional Skills:

a) Proficient in the Party's policies and State laws on sports and high-performance sports development;

b) Understand theories and methods of physical education, sports training doctrines; be well-versed and regularly update technical, tactical knowledge, and trends in technical and tactical development of sports disciplines both domestically and internationally;

c) Understand knowledge in education, psychology, sports biochemistry, nutrition, the use of performance-enhancing substances, and anti-doping regulations during training and competition;

d) Proficient in and correctly apply competition rules of sports disciplines; regulations, organizational and operational rules of domestic and international sports federations;

đ) Know basic first aid for athletes' injuries during training and competition;

e) Have the ability to lead and organize collaboration with colleagues in professional activities to enhance the quality of sports training work;

g) Possess basic information technology skills, proficiency in foreign languages or ethnic minority languages if working in areas with ethnic minorities as required by job positions.

4. Requirements for officials applying for or being considered for promotion to the position of Senior Coach (Class I):

a) Have held the position of Principal Coach (Class II) or equivalent for at least six years. In cases of equivalent experience, they must have held the position of Principal Coach (Class II) for at least one year (twelve months) up to the deadline for submitting registration forms for the examination or promotion;

b) During the period holding the position of Principal Coach (Class II) or equivalent, directly trained athletes who achieved at least one of the following achievements: medals at the Southeast Asian Games, Southeast Asian Para Games, Asian Games, Asian Para Games, Youth Olympic Games, regional Southeast Asian, Asian, or world championships in individual sports, or met the standard for participation in the Olympic Games or Paralympic Games.

Article 5. Head Coach (Class II) - Code V.10.01.02

1. Duties:

a) Lead or participate in selecting and managing athletes; directly train technical skills, tactics, physical fitness, psychological training, and willpower for athletes; direct athletes under their responsibility to participate in sports competitions at provincial, sectoral levels or higher;

b) Lead or coordinate in organizing the implementation of regulations on ensuring safety and hygiene during training and competition, and medical examinations for athletes;

c) Develop long-term and short-term training plans, programs, and lesson plans for athletes in provincial, central city, and sectoral sports teams;

d) Propose solutions to improve the quality of coaching work;

đ) Participate in building scientific research topics or have innovative ideas to enhance the quality and achievements of coaching applied in athlete training practices;

e) Coordinate and care for the spiritual life, health, and ensure nutrition according to the requirements of training and competition of the sport; rest conditions and cultural studies for athletes;

g) Care for political education, ideological qualities, and build a united team among athletes;

h) Forecast the potential for developing athletic achievements and the ability to achieve competition results for athletes under their responsibility;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a relevant field or major related to sports;

b) Hold a certificate in professional title standards for sports specialists.

3. Standards on Competence, Specialization, and Professional Skills:

a) Proficient in the Party's policies and State laws on sports and high-performance sports development;

b) Understand basic knowledge about theoretical principles, methods of physical education, sports training theory, techniques, tactics, and trends in the development of techniques and tactics of the sport both domestically and internationally; knowledge about pedagogy, sports psychology, sports physiology, nutrition, and regulations on preventing and combating doping in training and competition;

c) Master and correctly apply the competition rules of the sport; regulations, charter, and operational rules of domestic and international sports federations;

d) Know how to provide first aid for injuries to athletes during training and competition;

đ) Organize collaboration with colleagues in professional activities to improve the quality of sports coaching work;

e) Possess basic computer skills, be able to use foreign languages or ethnic minority languages for staff working in ethnic minority regions according to job requirements.

4. Requirements for staff participating in the examination or evaluation for promotion to the position of Head Coach (Class II):

a) Have held the position of Coach (Class III) or equivalent for at least nine years (excluding probationary and trial periods). In cases of equivalent time, they must have held the position of Coach (Class III) for at least one year (12 months) up to the deadline for submitting registration applications for the examination or evaluation;

b) During the period holding the position of Coach (Class III) or equivalent, they must have directly trained athletes who achieved at least one of the following achievements: medals at the National Sports Congress; national championships; national cups; Asian or world youth championships in individual disciplines, or achievements specified in point b, Clause 4, Article 4 of this Circular;

Article 6. Coach (Class III) - Code V.10.01.03

1. Duties:

a) Lead or participate in building long-term and short-term training plans, programs, and lesson plans suitable for the psychological and physiological characteristics, age, gender, and movement capabilities of athletes;

b) Directly train technical skills, tactics, physical fitness, psychological training, and willpower for athletes according to approved programs and plans; direct athletes under their responsibility to participate in sports competitions;

c) Participate in selecting sports talents in specialized sports assigned to them;

d) Participate in sports science research or have innovative ideas to improve the quality and achievements of athlete training and development;

đ) Coordinate in implementing regulations on ensuring nutrition, hygiene, and safety during training and competition; care for health, living conditions, rest, and cultural studies for athletes;

e) Care for political education, ideological qualities, and moral character of athletes;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a relevant field or major related to sports;

b) Hold a certificate in professional title standards for sports specialists.

3. Standards for competence and professional qualifications:

a) Proficient in the Party's policies and State laws on sports and high-performance sports development;

b) Understand laws and competition rules to apply in directing training and competition;

c) Have basic knowledge about theoretical principles and methods of physical education; master basic techniques and tactics of the sport;

d) Understand basic principles of pedagogy, sports psychology, and sports physiology and apply them in training athletes of different ages, genders, and skill levels;

đ) Know basic first aid for athletes' injuries during training and competition;

e) Have the ability to apply scientific progress to improve the effectiveness of training work;

g) Understand regulations on preventing and combating doping in training and competition;

h) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages for staff working in ethnic minority areas as required by job positions;

4. Requirements for staff participating in the examination or evaluation for promotion to the position of Coach (Class III): Have worked in the position of Instructor (Class IV) or equivalent for at least three years (excluding probationary and trial periods). In cases of equivalent time, they must have held the position of Instructor (Class IV) for at least one year (12 months) up to the deadline for submitting registration applications for the examination or evaluation.

Article 7. Guide (Class IV) - Code: V.10.01.04

1. Duties:

a) Develop programs, plans, contents, and guiding materials for physical exercise and sports competition activities suitable for each group of participants.

b) Directly promote and mobilize the public to participate in physical exercise and sports activities; guide physical exercise training, sports competition, and sports performance according to the correct methods.

c) Ensure safety for individuals participating in physical exercise, sports competition, and sports performance.

d) Participate in organizing physical exercise and sports activities during local festivals and events.

đ) Identify athletic talents and introduce them to sports organizations and athlete training institutions.

2. Training and development standards: Graduation from a junior college in physical education and sports or higher. In cases where a person has graduated from a junior college or higher in another field, they must have a certificate of training meeting the occupational title standards for physical education and sports professionals.

3. Standards for competence and professional qualifications:

a) Understand the Party's policies, the State's laws, and the industry's guidelines on developing mass physical culture and sports.

b) Possess knowledge about the content and methods of mobilizing the public to participate in physical exercise and sports activities.

c) Understand the principles and methods of physical education, basic techniques and tactics, competition rules, organization and competition methods of sports disciplines; guide physical exercise training, sports competition, and sports performance.

d) Have knowledge about medicine, nutrition, and hygiene and safety work in physical exercise and sports activities.

Chapter III

SALARY GRADING FOR OCCUPATIONAL PROFESSIONAL TITLES OF PHYSICAL EDUCATION AND SPORTS SPECIALISTS

Article 8. Principles for salary grading based on occupational titles for physical education and sports specialists

1. The appointment and salary grading for occupational titles of physical education and sports specialists as stipulated in this Circular must be based on the job position, responsibilities, tasks being undertaken, and the professional qualifications of the specialist.

2. When appointing and grading salaries for occupational titles of physical education and sports specialists, it shall not be combined with increasing salary grades or advancing occupational titles of specialists.

Article 9. Salary Grading Method

1. The occupational titles of physical education and sports specialists as stipulated in this Circular shall apply the Professional Salary Scale for Civil Servants and Specialists in State Public Institutions (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the wage system for civil servants, public officials, specialists, and armed forces personnel, specifically as follows:

a) The occupational title of Senior Coach (Class I) shall apply the salary coefficient of Class A3, Group 1 (A3.1), ranging from salary coefficient 6.2 to 8.0.

b) The occupational title of Principal Coach (Class II) shall apply the salary coefficient of Class A2, Group 1 (A2.1), ranging from salary coefficient 4.4 to 6.78.

c) The occupational title of Coach (Class III) shall apply the salary coefficient of Class A1, ranging from salary coefficient 2.34 to 4.98.

d) The occupational title of Guide (Class IV) shall apply the salary coefficient of Class B, ranging from salary coefficient 1.86 to 4.06.

2. After completing the probationary period as prescribed and being appointed to an occupational title of physical education and sports specialist by the competent authority managing specialists, the following salary grading will be implemented according to the appointed occupational title:

a) In cases where a specialist recruited has a doctoral degree relevant to the job position and is appointed to the Coach (Class III) occupational title: grade 3, salary coefficient 3.00 (specialist class A1).

b) In cases where a specialist recruited has a master's degree relevant to the job position and is appointed to the Coach (Class III) occupational title: grade 2, salary coefficient 2.67 (specialist class A1).

c) In cases where a specialist recruited has a bachelor's degree relevant to the job position and is appointed to the Coach (Class III) occupational title: grade 1, salary coefficient 2.34 (specialist class A1).

d) In cases where a specialist recruited has an associate degree relevant to the job position and is appointed to the Guide (Class IV) occupational title: grade 2, salary coefficient 2.06 (specialist class B).

đ) In cases where a specialist recruited has a junior college degree relevant to the job position and is appointed to the Guide (Class IV) occupational title: grade 1, salary coefficient 1.86 (specialist class B).

3. The transfer of salary grading for specialists moving from their current occupational titles to the occupational titles of physical education and sports specialists as stipulated in this Circular shall be carried out according to the guidance provided in Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs on salary grading when upgrading, transferring, or changing categories of civil servants and specialists.

Chapter IV

IMPLEMENTING PROVISIONS

Article 10. Implementation Organization

1. This Circular serves as the basis for implementing the recruitment, utilization, and management of physical education and sports specialists working in public institutions.

2. Heads of public institutions directly managing and utilizing specialists are responsible for reviewing the positions within their units; deciding or submitting to the competent authority for approval the appointment of occupational titles of physical education and sports specialists according to the delegated authority.

3. Non-public institutions, organizations, and non-state public institutions may apply the provisions of this Circular for the recruitment, utilization, and management of staff in the physical education and sports field.

Article 11. Transitional Provisions

1. Specialists who have been appointed to occupational titles in the physical education and sports field according to the law before the effective date of this Circular shall be considered as meeting the requirements of the occupational title standards for physical education and sports specialists stipulated in this Circular corresponding to the occupational titles they have been appointed to.

2. Civil servants who have obtained the occupational standard training certificate for sports instructors before June 30, 2022, in accordance with Clause 3, Article 2 of Decree No. 89/2021/NĐ-CP dated October 18, 2021, amending and supplementing certain articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017, on training and occupational standard training for civil servants, public officials, and civil servants, shall be deemed to meet the requirements for the occupational standard training certificate for sports instructors for the purpose of considering a change in occupational title, participating in examinations, or being considered for promotion in occupational titles, and they will not need to undergo the occupational standard training program for sports instructors as stipulated in this Circular.

Article 12. Effectiveness and responsibility for implementation

1. This Circular takes effect from December 10, 2022.

2. The following normative legal documents shall be abolished from the date this Circular takes effect:

a) Joint Circular No. 13/2014/TTLT-BVHTTDL-BNV dated October 17, 2014, issued by the Minister of Culture, Sports and Tourism and the Minister of Home Affairs, providing codes and standards for occupational titles of sports instructors;

b) Joint Circular No. 02/2015/TTLT-BNV-BVHTTDL dated June 26, 2015, issued by the Minister of Culture, Sports and Tourism and the Minister of Home Affairs, guiding the appointment and salary grading of sports instructors.

3. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, implementation shall be carried out according to the new documents.

4. The Minister, the Heads of Ministries equivalent to ministries, the Heads of government agencies, the Chairmen of provincial People's Committees under the central government, and related agencies, units, and individuals are responsible for implementing this Circular.

5. In case of difficulties during implementation, please report to the Ministry of Culture, Sports and Tourism for research and appropriate amendments and supplements./.
