CIRCULAR
Regulations on criteria and standards for evaluating quality and acceptance of public services
in the field of Civil Service using state budget funds
for cadre training, civil servant, and public official development
Pursuant to Decree No. 63/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, placing orders, or tendering for the provision of products and public services using state budget funds from regular expenditure;
Pursuant to Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on cadre, civil servant, and public official training and development;
Pursuant to Decree No. 89/2021/NĐ-CP dated October 18, 2021 of the Government amending and supplementing certain articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on cadre, civil servant, and public official training and development;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Civil Affairs issues this Circular regulating criteria and standards for evaluating quality and acceptance of public services in the field of Civil Affairs using state budget funds for cadre, civil servant, and public official development.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular regulates criteria and standards for evaluating quality and acceptance of public services in the field of Civil Affairs using state budget funds for cadre, civil servant, and public official development, including: Training knowledge and skills in state administration according to the standard of civil service positions; training according to the standard of profession titles in the Civil Affairs specialty; training according to the requirements of leadership and management job positions; training according to the requirements of specialized and vocational job positions in the Civil Affairs sector (hereinafter referred to as the service).
Article 2. Applicability
1. Agencies, units, and organizations assigned by ministries, ministerial-level agencies, government agencies, provincial people's committees, and centrally-administered city people's committees to select service providers for public services in the field of Civil Affairs using state budget funds for cadre, civil servant, and public official development (referred to hereafter as the ordering agency).
2. Agencies, units, and organizations receiving assignments, orders, or tenders to provide public services in the field of Civil Affairs using state budget funds for cadre, civil servant, and public official development (referred to hereafter as the service provider).
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. Service quality is the degree to which products and services meet the criteria set forth by the ordering agency.
2. Quality service criteria include indicators prescribed by law and the requirements of the ordering agency that the service providers must meet.
3. Service quality standards are determined based on the results of assessing the criteria to be achieved when implementing services through scoring methods.
4. The weight of a quality assessment criterion is measured by a coefficient reflecting the importance of this criterion compared to other criteria.
Chapter II
CRITERIA AND STANDARDS FOR QUALITY EVALUATION AND ACCEPTANCE
OF SERVICES
Article 4. Content, criteria, and standards for evaluating service quality
1. The content of evaluating the quality of public services in the field of Civil Affairs using state budget funds for cadre, civil servant, and public official development includes:
a) Programs and materials;
b) Students;
c) Lecturers;
d) Infrastructure and supporting activities;
d) Training courses;
e) Training effectiveness.
2. Criteria and standards for the quality of public services in the field of Civil Affairs using state budget funds for cadre, civil servant, and public official development are specified in the Appendix attached to this Circular.
Article 5. Evaluation and Acceptance of Service Quality
1. The evaluation of service quality shall be conducted based on the assessment criteria set out in the Appendix attached to this Circular using a scoring method with a scale of 100 points.
2. Service quality is evaluated at the following levels:
a) Good: Total score from 70 to less than 80 points.
b) Satisfactory: Total score from 50 to less than 70 points.
c) Unsatisfactory: Total score below 50 points.
3. Volume acceptance, quality inspection, and payment for services
a) When the service quality is assessed at the satisfactory level or higher, it will be accepted and paid for according to the provisions of the State Budget Law and other relevant laws.
b) A good level of service quality is one of the bases for the ordering agency to consider and prioritize the selection of service providers when implementing similar services according to current state regulations.
4. Service Quality Assessment
a) The head of the ordering agency shall submit to the competent authority to establish a Service Quality Assessment Board to determine the level of achievement as the basis for volume acceptance, quality inspection, and service payment.
b) The Service Quality Assessment Board shall consist of an odd number of members, with at least five members including: the Chairman being the head of the ordering agency; one Deputy Chairman being a deputy of the head of the ordering agency; members representing related units and experienced experts in training and capacity building; one Secretary of the Board.
c) The Service Quality Assessment Board operates under the principle of democratic centralism, discussing and reaching consensus. Survey results obtained from quality training and cadre, civil servant, and public official development evaluation forms (if any) serve as the basis for the Board's consideration and assessment of service quality.
5. The service provider shall prepare and settle the budget expenses according to the State Budget Law and current regulations on advance payments, management, and use of the state budget.
Article 6. Inspection and Supervision of Service Quality Assessment
1. The ordering agency shall conduct inspections and supervision of service quality assessments based on the criteria and standards stipulated in the Appendix attached to this Circular.
2. The assessment results conducted by the ordering agency are one of the bases for quality acceptance, service payment, and budget settlement.
3. Upon discovering errors during the service provision process or upon request from the competent authority, the ordering agency shall promptly request the service provider to rectify and repair errors and resolve related issues to ensure service quality in accordance with current state regulations and the content agreed upon between the parties involved.
4. The state management agency for cadre, civil servant, and public official development shall periodically or randomly inspect the assessment process to meet quality management requirements.
Article 7. Methods of Evaluating Public Service Quality
1. Quantitative assessment through scoring based on weight, evaluation levels, and the aggregation of scores for each criterion and group of criteria.
2. The score for each group of criteria is determined based on the total score of the component criteria within the group. The final score is the sum of all group scores after adjusting according to the corresponding weight of each criterion.
Chapter III
IMPLEMENTATION
Article 8. Implementation clause
1. Responsibilities of the Ordering Agency
a) Organize guidance and urging the service provider to implement service provision according to the agreed quality, quantity, and schedule.
b) Based on the results of inspection, supervision, and quality assessment, consider and decide on the assignment of tasks, ordering, or tendering to select service providers ensuring efficiency and compliance with legal regulations.
2. Responsibilities of the Service Provider
a) Organize and implement service provision ensuring quality, quantity, and schedule according to the agreed content with the ordering agency and the criteria and standards specified in the Appendix attached to this Circular.
b) Settle and finalize the budget expenses for service provision according to the State Budget Law and other relevant laws.
c) Submit periodic reports at the beginning of December each year regarding the situation of service provision implemented during the year or submit ad hoc reports when requested by the competent authority.
3. Responsibilities of the State Management Agency for Cadre, Civil Servant, and Public Official Development
a) Guide, supervise, inspect, and evaluate the implementation according to this Circular. In case of errors, the state management agency shall request the ordering agency, service provider, and directly related agencies, units, and organizations to promptly rectify and handle them to ensure service quality.
b) Resolve complaints and denunciations according to the law regarding the actions and decisions of the direct parties involved in providing cadre, civil servant, and public official development services.
Article 9. Effectiveness and Responsibility for Enforcement
1. This Circular takes effect from August 1, 2023.
2. The Minister, Head of a ministry-level agency, agency under the Government, Chairperson of the People's Committee of provinces and centrally-run cities, and related agencies, units, organizations, and individuals are responsible for implementing this Circular.
2. During the implementation process, if there are difficulties or obstacles, agencies and units are advised to report to the Ministry of Home Affairs for research and resolution./.
