CIRCULAR
Announcing the port water area and maritime zone within the jurisdiction of the city of Can Tho, Vinh Long province, and the management area of the Can Tho Maritime Port Office
On the basis of the Vietnam Maritime Code on November 25, 2015;
Pursuant to Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of the Vietnam Maritime Code regarding maritime activity management and subsequent amendments and supplements;
Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Vietnam Maritime and Inland Waterway Administration;
The Minister of Construction issues this Circular announcing the port water area and maritime zone within the jurisdiction of the city of Can Tho, Vinh Long province, and the management area of the Can Tho Maritime Port Office.
Article 1. Announcing the port water area within the jurisdiction of the city of Can Tho
The port water area within the jurisdiction of the city of Can Tho, measured from the highest tide level, has boundaries as follows:
1. Boundaries towards the sea with the following scope:
a) Southeastern sea boundary: limited by straight lines connecting points DA1, DA2, DA3 extended to the sea boundary between the city of Can Tho and Vinh Long province. Coordinates of the points are as follows:
DA1: 09°21’57,7”N, 106°10’23,9”E;
DA2: 09°10’14,0”N, 106°21’55,0”E;
DA3: 09°16’39,0”N, 106°30’08,0”E.
b) Northern sea boundary: the sea boundary between the city of Can Tho and Vinh Long province.
2. Boundaries towards land with the following scope:
a) Right bank boundary: from point DA1 running along the coastline, along the right bank of Tran De River, Hau River to the boundary between the city of Can Tho and An Giang province.
b) Left bank boundary: from point DA6 along the right side of the shipping channel from Ding An to Hau River to the boundary on the Hau River between the city of Can Tho, Dong Thap province, and An Giang province, connecting points MT1, MT2, MT3, MT4. Coordinates of the points are as follows:
DA6: 09°34’56,2”N, 106°18’19,2”E;
MT1: 10°19’32,0”N, 105°29’23,0”E;
MT2: 10°19’35,0”N, 105°29’37,0”E;
MT3: 10°20’08,0”N, 105°29’09,0”E;
MT4: 10°20’19,0”N, 105°29’19,0”E.
c) For islands on the Hau River, the water area boundary is determined at the highest tide level.
d) Boundaries at tributary river mouths, creeks, canals are determined by straight lines connecting the two furthest points on the corresponding mouth.
3. The boundaries of the port water area within the jurisdiction of the city of Can Tho stipulated in this Circular are defined on nautical charts issued by the Vietnam Marine Safety Assurance Corporation, including: VN4TĐ001, VN4TĐ002, VN4TĐ003, VN4TĐ004, VN4TĐ005, VN300026, VN300027, VN4QCB01, VN4QCB02, VN4QCB03, VN4QCB04, VN4QCB05; VN3ĐA001, VN4HG001, VN4HG002, VN4HG003, VN4HG004, VN4HG005, VN4HG006, VN4HG007, VN4HG008, VN4HG009, VN4HG010, VN4HG011, VN4HG012, VN4HG013 updated to the latest version in 2025. The coordinates specified in this Circular are applied according to the VN-2000 coordinate system and converted to the WGS-84 coordinate system as set out in the Appendix attached to this Circular.
3. The boundaries of the coastal port waters within the jurisdiction of Cần Thơ City specified in this Circular are determined on nautical charts issued by the Vietnam Maritime Safety Assurance Corporation, including: VN4TĐ001, VN4TĐ002, VN4TĐ003, VN4TĐ004, VN4TĐ005, VN300026, VN300027, VN4QCB01, VN4QCB02, VN4QCB03, VN4QCB04, VN4QCB05; VN3ĐA001, VN4HG001, VN4HG002, VN4HG003, VN4HG004, VN4HG005, VN4HG006, VN4HG007, VN4HG008, VN4HG009, VN4HG010, VN4HG011, VN4HG012, VN4HG013, updated to the latest version in 2025. The coordinates specified in this Circular are applied according to the VN-2000 Coordinate System and converted to the WGS-84 Coordinate System as set forth in the Appendix attached hereto.
Article 2. Announcing the Port Waters Area within the Province of Vinh Long
The Port Waters Area within the Province of Vinh Long, measured from the highest tidal water level, includes the following areas:
1. Coastal Area with the scope:
a) The southern maritime boundary to the southeast: is the maritime boundary between the Province of Vinh Long and the City of Can Tho.
b) The northern maritime boundary to the northeast: lies on the straight line connecting points DA2, DA3 to DA4, DA5. Coordinates of the points are as follows:
DA4: 09°26’55,8”N, 106°44’14,6”E;
DA5: 09°41’25,0”N, 106°34’41,6”E.
c) The landward boundary:
Right bank boundary: along the coastal boundary of the Province of Vinh Long, the right bank of the Quan Chanh Bo Canal to the junction of the Quan Chanh Bo Canal and the Hau River.
Left bank boundary: from point DA5 running along the coastline, the left bank of the Quan Chanh Bo Canal to the junction of the Quan Chanh Bo Canal and the Hau River.
2. Hau River Area within the Province of Vinh Long with the scope:
Located between the right bank of the Dinh An - Hau River channel and the left bank of the Hau River, from the Dinh An mouth to the boundary on the river between the Province of Vinh Long, the City of Can Tho and the Province of Dong Thap.
3. Tien River Area with the scope:
Limited from point TG4 connecting to point TG5, running along the left bank of the Tien River channel upstream to point TG6, continuing to connect successively to points TG7 and CP, from point CP running along the bank of the Tien River downstream to point GH, continuing to connect successively to points TH1, TH2 and TG4 with coordinates as follows:
TG4: 10°18’18,0”N, 106°28’46,0”E;
TG5: 10°18’24,0”N, 106°28’45,0”E;
TG6: 10°20’40,0”N, 106°21’53,0”E;
TG7: 10°20’32,0”N, 106°21’51,0”E;
CP: 10°19’58,0”N, 106°21’51,0”E;
GH: 10°17’51,0”N, 106°26’45,0”E;
TH1: 10°18’16,0”N, 106°27’23,0”E;
TH2: 10°18’14,0”N, 106°28’29,0”E.
4. Ham Long River Area with the scope:
a) Ham Long Anchorage and Transfer Area.
Limited by circles with a diameter of 350 meters, with centers at points HL1, HL2, HL3 with coordinates as follows:
HL1: 10°12’55,0”N, 106°21’03,0”E;
HL2: 10°12’46,0”N, 106°21’11,0”E;
HL3: 10°12’36,0”N, 106°21’20,0”E.
b) Industrial Park An Hiep Area.
Limited by the shoreline from point AH1 running along the Ham Long River downstream to point AH2 and straight lines connecting successively points AH2, AH3, AH4, AH5, AH1 with coordinates as follows:
AH1: 10°16’03,2”N, 106°16’36,2”E;
AH2: 10°16’04,2”N, 106°16’36,2”E;
AH3: 10°15’47,3”N, 106°17’04,3”E;
AH4: 10°15’47,9”N, 106°17’00,7”E;
AH5: 10°15’47,2”N, 106°16’36,7”E.
5. Co Chien River Area with the scope:
a) A straight line passing through point VL1 with coordinates: 10°15’40”N, 105°56’49”E (500 meters upstream from the edge of the Vinh Long wharf) and perpendicular to the left bank of the Co Chien River navigation channel protection zone;
b) A straight line passing through point VL2 with coordinates: 10°15’34”N, 105°57’23”E (500 meters downstream from the edge of the Vinh Long wharf) and perpendicular to the left bank of the Co Chien River navigation channel protection zone;
c) The left bank of the Co Chien River navigation channel protection zone;
d) The shoreline running from point VL1 downstream to point VL2.
6. Boundaries at river branches, creeks, and canals are determined by straight lines connecting the two furthest protruding points at the corresponding mouths.
7. The boundaries of the Port Waters Area within the Province of Vinh Long stipulated in this Circular are determined on nautical charts issued by the Vietnam Maritime Safety Assurance Corporation, including: VN300026, VN300027, VN4QCB01, VN4QCB02, VN4QCB03, VN4QCB04, VN4QCB05; VN3DA001, VN4HG001, VN4HG002, VN4HG003, VN4HG004, VN4HG005, VN4HG006, VN4HG007, VN4HG008, VN4HG009, VN4HG010, VN4HG011, VN4HG012, VN4HG013 updated to the latest version in 2025; nautical charts of the Vietnam People's Navy: number I-300-08 published in 1978, numbers IA-100-23 and IA-100-24 published in 2003 and the Mekong River nautical chart produced in 2008 by the Vietnam Maritime Safety Assurance Corporation. The coordinates of the points specified in this Circular are applied according to the VN-2000 coordinate system and converted to the WGS-84 coordinate system as set out in the Appendix attached to this Circular.
Article 3. Maritime areas within the jurisdiction of the city of Can Tho and Vinh Long province
1. The maritime area of the Hau River includes:
a) The entire port water area of the city of Can Tho, the Duyen Hai area, and the Hau River area within the port water area under the jurisdiction of Vinh Long province.
b) The Ben Lap Vuo area within the port water area under the jurisdiction of Dong Thap province as specified in Clause 8, Article 3 of Circular No. 01/2026/TT-BXD dated January 7, 2026, promulgating the port water areas and maritime areas under the jurisdiction of Ho Chi Minh City, Tay Ninh province, Dong Thap province, and the management area of the Ho Chi Minh City Port Maritime Administration by the Minister of Construction.
c) The My Thoi area within the port water area under the jurisdiction of An Giang province as specified in Clause 8, Article 1 of Circular No. 06/2026/TT-BXD dated February 13, 2026, promulgating the port water areas and maritime areas under the jurisdiction of An Giang province, Ca Mau province, and the management area of the Kien Giang Port Maritime Administration by the Minister of Construction.
2. The maritime area of Ben Tre includes: the Ham Luong River area, the Co Chieng River area, and the Tien River area under the jurisdiction of Vinh Long province.
Article 4. Management Area of the Can Tho Port Maritime Administration
The Can Tho Port Maritime Administration manages state affairs in the maritime sector at the port areas under the jurisdiction of the city of Can Tho and Vinh Long province as stipulated in Article 1; Clauses 1 and 2 of Article 2, and the maritime area of the Hau River as specified in Clause 1, Article 3 of this Circular.
Article 5. Implementation Provisions
1. This Circular takes effect from April 15, 2026.
2. Repeal Circular No. 04/2016/TT-BGTVT dated April 4, 2016, promulgating the port water areas under the jurisdiction of Tra Vinh province, Soc Trang province, the port water areas on the Hau River under the jurisdiction of Hau Giang province, Vinh Long province, Dong Thap province, and the city of Can Tho, and the management area of the Can Tho Port Maritime Administration by the Minister of Transport.
3. Repeal items 22 and 23 in the Appendix Listing of Maritime Areas under the Management of the Port Maritime Administration issued together with Circular No. 32/2019/TT-BGTVT dated September 4, 2019, promulgating the List of Maritime Areas under the Management of the Port Maritime Administration by the Minister of Transport.
4. Repeal Clause 2 and Clause 3 of Article 2 of Circular No. 03/2022/TT-BGTVT dated February 18, 2022, promulgating the port water areas under the jurisdiction of Dong Thap province, Vinh Long province, Ben Tre province, and the management area of the Dong Thap Port Maritime Administration by the Minister of Transport.
