Pursuant to the Higher Education Law on June 18, 2012;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

The Minister of Education and Training issues this Circular amending and supplementing certain provisions on joint training at college and university levels issued together with Circular No. 55/2012/TT-BGDĐT dated December 25, 2012, of the Minister of Education and Training:
Article 1. Amending and supplementing certain provisions of the Joint Training Regulations at College and University Levels issued together with Circular No. 55/2012/TT-BGDĐT dated December 25, 2012, of the Minister of Education and Training as follows:
1. Clause 1 of Article 4 shall be amended and supplemented as follows:
"1. There must be a decision to permit the establishment of a training program and have conducted at least three regular admissions for the intended joint training program."
2. Clause 2, Article 7 shall be amended and supplemented as follows:
"2. Graduates of vocational secondary schools or vocational colleges who have not obtained a high school graduation certificate must study and be recognized as having completed the cultural subjects in the high school education curriculum as prescribed by the Ministry of Education and Training."
"1. Households relocated to centralized rural resettlement sites shall be compensated for land (residential land, production land) through the allocation of land with the same purpose of use as the land expropriated according to the resettlement plan stipulated in Article 4 of this Decision."
"1. The quota for regular joint training admissions is included within the total quota for regular admissions of higher education institutions; the quota for joint training while working is included within the total quota for admissions while working of higher education institutions. The quota for joint training admissions and its implementation for regular joint training is determined annually for each training program, not exceeding 15% of the regular quota of the program for health science fields and not exceeding 20% of the regular quota of the program for other fields."
4. Article 9 shall be amended as follows:
"Article 9. Admissions
1. Joint training admissions may be conducted up to two times a year through examination or assessment. Higher education institutions establish and issue regulations on joint training admissions. The joint training admission regulations of higher education institutions must not conflict with the provisions of this Circular, the National High School Examination Regulations, the University and College Regular Admission Regulations (for regular joint training admissions) or the University and College Admissions Regulations for Part-time Study (for joint training while working).
2. Examination:
a) Higher education institutions set examination questions and organize examinations. The examination subjects include basic subjects, foundation subjects, and specialized subjects or vocational practice subjects.
Higher education institutions publicly announce the examination subjects in the admission notice three months before the examination period;
b) Minimum admission standards: Each subject score must be 5 points or higher on a scale of 10;
c) Determination of successful candidates: Based on the minimum admission standards stipulated in Point b, Clause 2 of this Article, higher education institutions organize assessments according to the University and College Regular Admission Regulations for regular joint training admissions or according to the University and College Admissions Regulations for Part-time Study for joint training while working.
3. Assessment based on the results of the National High School Examination:
a) The combination of subjects for assessment into the joint training program must be the same as the combination of subjects for assessment into the corresponding regular training program announced by higher education institutions;
b) The minimum admission standard for university and college admissions of joint training candidates must not be lower than the minimum admission standard for university and college admissions of regular candidates as announced by the Ministry of Education and Training;
c) Determination of successful candidates: Based on the minimum admission standards stipulated in Point b, Clause 3 of this Article, higher education institutions organize regular joint training admissions according to the current University and College Regular Admission Regulations;
d) Results of the National High School Examination will not be carried over in the assessment of joint training candidates."
Article 2. This Circular takes effect from June 4, 2015.
Article 3. The Director of the Office, the Heads of the Higher Education Department, the Heads of relevant units under the Ministry of Education and Training, the Presidents of national universities, regional universities, academies, and the Deans of universities and colleges are responsible for implementing this Circular.
