PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
1. Devotion to the population cause and the cause of people's health care, protection, and improvement.
2. Understanding and complying with the conduct rules of population and health public officials.
3. Practicing the profession in accordance with regulations, procedures, technical processes, and other legal provisions.
4. Continuously studying to enhance professional knowledge and skills.

Article 4. Level II Population Officer - Code Number: V.08.10.27
Article 3. Ethical Standards for Professional Conduct
a) Leading the development of long-term and medium-term plans for population-family planning activities in the area of responsibility;
b) Leading the development of specialized projects and programs on population-family planning within the scope of work;
c) Leading the provision of services, counseling, and communication campaigns on population-family planning within the professional scope;
d) Leading the analysis, summary, and evaluation of professional activities on population-family planning, compiling and reporting results;
đ) Leading the guidance, inspection, and supervision of professional activities related to population-family planning;
e) Leading and participating in scientific research, applying research results and technological advancements in population-family planning;
Chapter II
OCCUPATIONAL STANDARDS
g) Organizing and participating in teaching and training on professional knowledge and skills in population-family planning;
1. Tasks
h) Studying and enhancing professional and vocational capabilities;
i) Performing other assigned tasks.
a) Having a bachelor's degree or higher in public health, with a focus on population-family planning in supplementary knowledge; if having a bachelor's degree in another field, must have a certificate meeting the standard for population public officials;
b) Having a foreign language proficiency level of at least level 3 as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam or a certificate in ethnic languages for positions requiring the use of ethnic languages;
c) Having basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on information technology skill standards;
d) Holding a certificate for training on standards for population officer profession titles at Level II.
Article 3. Standards for Professional Competence
a) Proficient in Party and State policies, laws, and regulations in the field of population-family planning;
b) Possessing extensive knowledge, capable of independent work, updating new knowledge and techniques, and applying them in the field of population-family planning;
2. Qualification requirements for education and training
c) Capable of organizing work scientifically, identifying, and resolving professional issues in the field of population-family planning;
d) Capable of developing programs and plans, collecting, processing, and analyzing data in the field of population-family planning;
đ) Capable of organizing and coordinating with organizations and individuals to implement population-family planning work;
e) Capable of organizing research, leading the development of training materials, and teaching about population-family planning;
g) Capable of leading or participating in research, developing topics, projects, and scientific studies at the institutional level or higher;
h) Public officials promoted from Level III Population Officer to Level II Population Officer must have held the position of Level III Population Officer or equivalent for at least nine years, including at least two years in the most recent period.
b) Possess deep and broad knowledge, capable of working independently, updating new knowledge and techniques, and applying them in the field of population and family planning;
c) Possess the ability to organize work scientifically; capable of identifying and resolving professional issues in the field of population and family planning;
d) Possess the ability to develop programs and plans, capable of synthesizing, organizing data collection, processing, and analysis in the field of population and family planning;
đ) Possess the ability to organize and coordinate with organizations and individuals to implement population and family planning work;
e) Possess the ability to organize research, lead the development of training materials, and conduct teaching on population and family planning;
g) Possess the ability to lead or participate in research, developing topics, projects, and scientific studies at the grassroots level or higher;
h) A staff member promoted from the rank of Population Officer Level III to Population Officer Level II must have held the rank of Population Officer Level III or equivalent for a minimum of nine years, including a minimum of two years in the most recent period holding the rank of Population Officer Level III.
Article 5. Population Officer Grade III - Code: V.08.10.28
1. Tasks
a) Develop annual specialized work plans on population - family planning at the working area;
b) Participate in developing specialized projects and programs on population - family planning of the unit;
c) Participate in analyzing, summarizing, and evaluating specialized tasks on population - family planning;
d) Provide counseling services and communication, mobilization activities on population - family planning according to specialization;
đ) Supervise and monitor specialized population - family planning activities;
e) Participate in scientific research, apply research results and technological advancements in population - family planning;
g) Participate in teaching specialized knowledge and skills in population - family planning;
a) Proficient in Party and State policies, laws, and regulations in the field of population-family planning;
b) Possessing extensive knowledge, capable of independent work, updating new knowledge and techniques, and applying them in the field of population-family planning;

d) Hold a certificate for training in the standards of the Population Officer Grade III profession;
3. Professional Qualification Standards
a) Correctly understand the policies of the Party and State, legal regulations, and guiding documents in the field of population - family planning;
b) Have specialized knowledge in population - family planning, capable of working independently to solve assigned tasks;
c) Employ scientific working methods, capable of proposing and implementing specialized solutions;
d) Possess the ability to synthesize, analyze, collect, and process data on population - family planning;
đ) Possess the ability to coordinate with organizations and individuals to implement population - family planning work;
e) Possess research capabilities, participate in building materials, and teach specialized knowledge and skills in population - family planning;
g) A staff member promoted from Population Officer Grade IV to Population Officer Grade III must have held the Population Officer Grade IV position for a minimum of two years if recruited with an associate degree or three years if recruited with a vocational high school degree;
Article 6. Population Officer Grade IV - Code: V.08.10.29
1. Tasks
a) Participate in developing operational plans on population - family planning activities at the working area;
b) Propose solutions for executing assigned specialized tasks;
c) Collect information and compile statistical reports on population - family planning;
d) Carry out population - family planning activities according to specialization;
đ) Supervise and monitor the implementation of population - family planning work in the assigned area;
e) Train auxiliary staff in population - family planning;
g) Engage in learning and enhancing professional and specialized skills;
h) Perform other tasks as assigned;
2. Qualification requirements for education and training
a) Hold a vocational high school diploma in population - health or higher. In cases where a vocational high school diploma or higher is obtained in other fields, a certificate of training meeting the standard for population officer or equivalent is required;
b) Possess foreign language proficiency level 1 or higher as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Ministry of Education and Training on the Six-Level Foreign Language Proficiency Framework for Vietnam or possess ethnic language certificates for positions requiring ethnic languages;
c) Possess basic information technology skills as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 issued by the Ministry of Information and Communications on Information Technology Skill Standards;
3. Professional Qualification Standards
a) Correctly understand the policies of the Party and State on population - family planning;
b) Possess the ability to apply basic knowledge and skills to meet practical requirements in the field of population - family planning;
c) Possess the ability to proactively perform assigned specialized tasks;
d) Possess the ability to collect data, maintain records, and update reports on population - family planning;
đ) Possess the ability to coordinate to implement population - family planning work;
e) Possess the ability to accurately present specialized knowledge and skills in population - family planning;
Chapter III
GUIDELINES FOR APPOINTMENT AND SALARY GRADING
b) Lead the research and development of topics, plans, quality targets, economic and technical norms to innovate and improve project management mechanisms, enhancing efficiency and effectiveness;
Article 7. Principles for appointment and salary classification according to occupational titles for civil servants
1. The appointment to occupational titles for civil servants as stipulated in this Joint Circular must be based on job positions, occupational title standards, responsibilities, and specialized vocational qualifications currently held by the civil servant, and in accordance with the provisions of Article 8 of this Joint Circular.
2. When appointing from the current rank to the corresponding population occupational title, it shall not combine with increasing pay grade or promoting the occupational title rank of civil servants.
Article 8. Cases for Appointment to Professional Titles
1. Appointment to Population Officer Grade II (code V.08.10.27) for civil servants currently engaged in population work - family planning, meeting the criteria specified in Article 4 of this Joint Circular, and currently classified at the equivalent rank of Senior Specialist.
2. Appointment to Population Officer Grade III (code V.08.10.28) for civil servants currently engaged in population work - family planning, meeting the criteria specified in Article 5 of this Joint Circular, and currently classified at the equivalent rank of Specialist.
3. Appointment to Population Officer Grade IV (code V.08.10.29) for civil servants currently engaged in population work - family planning, meeting the criteria specified in Article 6 of this Joint Circular, and currently classified at the equivalent rank of Clerk.
Article 9. Salary Grading Method
1. The population occupational titles stipulated in this Joint Circular shall apply the Professional Salary Scale for Civil Servants and Staff in State Public Institutions (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the remuneration system for cadres, civil servants, staff, and armed forces, as follows:
a) The Population Officer Grade II shall apply the salary coefficient of Category A2 (Group A2.1) civil servants, from coefficient 4.40 to coefficient 6.78;
b) The Population Officer Grade III shall apply the salary coefficient of Category A1 civil servants, from coefficient 2.34 to coefficient 4.98;
c) The Population Officer Grade IV shall apply the salary coefficient of Category B civil servants, from coefficient 1.86 to coefficient 4.06.
2. Determination of salary upon completion of the probation period and appointment to a professional position:
After completing the probationary period as prescribed and being appointed to the occupational title by the competent authority managing civil servants, the following salary grading will be implemented in the newly appointed occupational title:
a) In case of having a doctoral degree relevant to the population field, the third grade with a salary coefficient of 3.00 of the Population Officer Grade III (code V.08.10.28) shall be assigned;
b) In case of having a master's degree relevant to the population field, the second grade with a salary coefficient of 2.67 of the Population Officer Grade III (code V.08.10.28) shall be assigned;
c) In case of having a bachelor's degree relevant to the population field, the first grade with a salary coefficient of 2.34 of the Population Officer Grade III (code V.08.10.28) shall be assigned;
d) In case of having a college degree relevant to the population field, the second grade with a salary coefficient of 2.06 of the Population Officer Grade IV (code V.08.10.29) shall be assigned;
đ) In case of having a secondary degree relevant to the population field, the first grade with a salary coefficient of 1.86 of the Population Officer Grade IV (code V.08.10.29) shall be assigned.
3. The salary classification into occupational titles for civil servants as stipulated in Clause 1 of this Article for civil servants who have been classified into ranks of civil servants and staff as prescribed in Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the remuneration system for cadres, civil servants, staff, and armed forces (hereinafter referred to as Decree No. 204/2004/ND-CP) shall be carried out as follows:
a) In case the civil servant is appointed to a population occupational title with the same grade coefficient as the previous rank, the grade and percentage of seniority allowance exceeding the ceiling (if any) currently enjoyed in the previous rank (including the time for considering promotion to the next grade or enjoying seniority allowance exceeding the ceiling if any in the previous rank) shall be applied to the newly appointed occupational title.
Example: Mr. Nguyen Van H is working at the Population and Family Planning Center of District A and has been classified as Specialist (code 01.003), grade 5, salary coefficient 3.66 since January 1, 2013. Now he meets the conditions and is appointed by the competent authority to the Population Officer Grade III (code V.08.10.28). He shall be classified at grade 5 with a salary coefficient of 3.66 of the Population Officer Grade III from the date of signing the decision; the time for considering promotion to the next grade shall be calculated from January 1, 2013.
b) In case a civil servant with a college degree relevant to the population field was classified as Category A0 civil servant or staff when recruited according to Decree No. 204/2004/ND-CP, and now is appointed to the Population Officer Grade IV (code V.08.10.29), the grading of the Population Officer Grade IV shall be based on the years of service with mandatory social insurance contributions according to the wage scale and salary table prescribed by the State (excluding the probationary period) as follows:
Starting from the second grade of the Population Officer Grade IV (code V.08.10.29), every two years (24 months) thereafter, one grade shall be assigned (if there is a break in service without enjoying social insurance benefits, the periods can be accumulated). If during the service period there is a year where the assigned tasks are not completed or disciplinary action is taken, the time for promotion shall be extended according to the regular promotion system.
After transferring the salary grade to the Population Officer Grade IV position as provided above, if the salary coefficient assigned to the Population Officer Grade IV position plus any seniority allowance exceeding the ceiling (if applicable) is lower than the salary coefficient already enjoyed in the previous rank, then the individual shall be entitled to retain the difference coefficient to equal the salary coefficient (including any seniority allowance exceeding the ceiling, if applicable) currently enjoyed in the previous rank. This retained difference coefficient shall be enjoyed throughout the entire period during which the civil servant is assigned a salary grade in the Population Officer Grade IV position. Subsequently, if the civil servant is promoted to a higher position, this retained difference coefficient shall be added to the salary coefficient (including any seniority allowance exceeding the ceiling, if applicable) currently enjoyed for assigning a salary grade to the newly appointed position upon promotion, and the retention of the difference coefficient shall cease from the date of receiving the salary for the new position.
Example: Mr. Tran Van B, who has a college degree relevant to the population field and was recruited as a civil servant at the Population and Family Planning Center in District H since January 1, 2008, with mandatory social insurance contributions starting from January 1, 2008, and was assigned Salary Rank 3 with a coefficient of 2.72 of Category A0 civil servants since July 1, 2014, and has consistently completed assigned tasks without disciplinary actions during his tenure. Now, he is appointed to the Population Officer Grade IV position (code V.08.10.29) by the competent authority, the salary ranking within the Population Officer Grade IV position will be as follows:
Mr. Tran Van B's period of service from January 1, 2008, excluding the six-month probationary period, starts from Salary Rank 2 of the Population Officer Grade IV position, and every two years, he advances one rank. Therefore, on July 1, 2014, Mr. Tran Van B was assigned Salary Rank 5 with a coefficient of 2.66 of the Population Officer Grade IV position; the time enjoying the new salary grade in the Population Officer Grade IV position begins from the date of signing the decision; the next salary advancement review period starts from July 1, 2014; simultaneously, he enjoys a retained difference coefficient of 0.06 (2.72 - 2.66).
On July 1, 2016 (after two years), Mr. Tran Van B meets the conditions for regular salary advancement to Salary Rank 6 with a coefficient of 2.86 of the Population Officer Grade IV position and continues to enjoy the retained difference coefficient of 0.06 (total salary coefficient received is 2.92).
4. The promotion of the occupational title for population civil servants shall be implemented after being appointed to the population occupational title as stipulated in this Circular and implementing salary assignment according to the guidance in Clause 1 Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, issued by the Ministry of Home Affairs guiding salary assignment when upgrading, changing ranks, or changing types of civil servants.
Chapter IV
IMPLEMENTING PROVISIONS
Article 10. Effective Date
1. This Circular takes effect from June 1, 2016.
2. Circular No. 12/2011/TT-BNV dated October 1, 2011, issued by the Ministry of Home Affairs regarding the issuance of job titles and codes for population civil servant ranks becomes invalid from the date this Circular takes effect.
Article 11. Implementation Organization
1. This Circular serves as the basis for implementing recruitment, utilization, and management of the population civil servant workforce in public population institutions.
2. Non-public population organizations may apply the provisions of this Circular to recruit, utilize, and manage their workforce.
3. The heads of public institutions directly managing and utilizing staff are responsible for:
a) Reviewing job positions of the unit, developing plans for appointing population occupational titles within the scope of management, submitting to the competent authority for examination and decision-making or deciding according to the delegated authority;
b) Deciding to appoint corresponding population occupational titles in public institutions according to the authority or delegated authority after the appointment plan for population occupational titles is approved by the competent authority.
4. The competent authority managing and utilizing civil servants has the responsibility to create conditions for civil servants to supplement the remaining criteria of the appointed population occupational title as stipulated in this Circular.
5. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, and centrally-administered city People's Committees have the responsibility:
a) Directing units under their management to implement the appointment of population occupational titles and salary assignment for population civil servants;
b) Approving plans for the appointment of population occupational titles and salary assignment for population civil servants under their management transitioning from current civil servant ranks to corresponding population occupational titles as stipulated in this Circular; resolving issues within their authority during the process of appointing population occupational titles and salary assignment;
c) Deciding on the appointment of population occupational titles and salary assignment for population civil servants under their management transitioning to corresponding population occupational titles in units under their management;
d) Reporting the results of the appointment of population occupational titles and salary assignment for population civil servants under their management to the Ministry of Health and the Ministry of Home Affairs.
Article 12. Responsibility for Implementation
1. The Minister, head of a ministerial-level agency, head of a government-affiliated agency; Chairpersons of provincial and centrally-administered city People's Committees shall be responsible for implementing this Joint Circular.
2. During implementation, if there are any difficulties, please reflect them to the Ministry of Health for consolidation and coordination with the Ministry of Home Affairs to examine and resolve.
