Article 1. Scope of Application
The scope of application of this Circular is retired village, town, and ward cadres receiving monthly allowances pursuant to Decision No. 130-CP dated June 20, 1975 of the Council of Ministers and Decision No. 111-HĐBT dated October 13, 1981 of the Council of Ministers (hereinafter referred to as retired elderly village cadres).
Article 2. Adjustment of Monthly Allowances
As of July 1, 2018, implement the adjustment of monthly allowances for retired elderly village cadres in accordance with Article 2 of Decree No. 88/2018/NĐ-CP dated June 15, 2018 of the Government to increase monthly allowances by an additional 6.92% based on the monthly allowance received as of June 2018, specifically as follows:

In which: The monthly allowance received as of June 2018 is the amount stipulated in Clause 2 Article 2 of Circular No. 04/2017/TT-BNV dated July 17, 2017 of the Ministry of Home Affairs guiding the implementation of adjustments to monthly allowances from July 1, 2017 for village cadres who have retired under Decision No. 130-CP dated June 20, 1975 of the Council of Ministers and Decision No. 111-HĐBT dated October 13, 1981 of the Council of Ministers.
2. Monthly allowance effective from July 1, 2018 for retired elderly village cadres (rounded off according to the calculation formula in Clause 1 of this Article) as follows:
a) For former Secretaries of Village Party Committees and Chairmen of Village People's Councils: VND 1,846,000/month x 1.0692 = VND 1,974,000/month.
b) For former Deputy Secretaries, Vice-Chairmen, Party Committee Standing Members, members of the secretariat of Village People's Councils, Village Militia Captains, and Chiefs of Police Stations: VND 1,786,000/month x 1.0692 = VND 1,910,000/month.
c) For other positions: VND 1,653,000/month x 1.0692 = VND 1,768,000/month.
Article 3. Implementation
1. Provincial and municipal People's Committees shall guide and implement the payment of monthly allowances from July 1, 2018 in accordance with this Circular for individuals within their jurisdiction.
2. The source of funds to adjust monthly allowances for retired elderly village cadres is implemented according to Article 3 of Decree No. 88/2018/NĐ-CP dated June 15, 2018 of the Government adjusting pensions, social insurance benefits, and monthly allowances.
Article 4. Effective Date
1. This Circular shall take effect from August 15, 2018.
2. The regime prescribed in this Circular shall be implemented as of July 1, 2018.
3. This Circular replaces Circular No. 04/2017/TT-BNV dated July 17, 2017 issued by the Minister of Home Affairs guiding the implementation of monthly allowance adjustments from July 1, 2017 for village officials who have retired under Decision No. 130-CP dated June 20, 1975 of the Council of Ministers and Decision No. 111-HĐBT dated October 13, 1981 of the Council of Ministers.
Any difficulties encountered during implementation shall be reported to the Ministry of Home Affairs for study and resolution./.
