CIRCULAR

REGULATIONS ON CODES, PROFESSIONAL AND ADMINISTRATIVE STANDARDS, AND SALARY GRADINGS FOR RANKS OF CIVIL SERVANTS IN THE AGRICULTURE AND RURAL DEVELOPMENT SECTOR

Pursuant to the Civil Servants Law on November 3, 2008;

Pursuant to the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Public Service Staff Law dated November 25, 2019;

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 138/2020/NĐ-CP dated November 27, 2020 of the Government on recruitment, use, and management of civil servants;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government stipulating salary systems for civil servants, public officials, and armed forces personnel; and Decree No. 17/2013/NĐ-CP dated February 19, 2013 of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 stipulating salary systems for civil servants, public officials, and armed forces personnel;

Pursuant to Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on cadre, civil servant, and public official training;

Pursuant to Decree No. 89/2021/NĐ-CP dated October 18, 2021 of the Government amending and supplementing certain articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and capacity building for civil servants, public officials, and public employees;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

After reaching consensus with the Ministry of Home Affairs, the Minister of Agriculture and Rural Development issues this Circular stipulating codes, professional and administrative standards, and salary gradings for ranks of civil servants in the agriculture and rural development sector.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates codes, professional and administrative standards, and salary gradings for ranks of civil servants in the agriculture and rural development sector.

Article 2. Applicability

This Circular applies to specialized civil servants working in agencies and organizations under the agriculture and rural development sector at central, provincial, and district levels.

Article 3. Codes for Ranks of Civil Servants in the Agriculture and Rural Development Sector

1. Ranks of Civil Servants Specialized in Animal Quarantine

2. Ranks of Civil Servants Specialized in Plant Quarantine

3. Ranks of Civil Servants Specialized in Dyke Supervision

4. Ranks of Civil Servants Specialized in Forest Protection

Article 4. General Qualifications Regarding Political Integrity, Morality, and Lifestyle

1. Possess firm political views and principles, firmly committed to Marxism-Leninism and Ho Chi Minh Thought; be well-versed in Party policies, State laws, and regulations; be loyal to the country and adhere to the Constitution of the Socialist Republic of Vietnam; protect national interests, ethnic groups, and the people.

2. Fully fulfill the duties of a civil servant as prescribed by law; comply with laws, maintain discipline and administrative order, follow superior assignments, and set a good example by adhering to internal rules and regulations of the agency.

3. Devoted, responsible, honest, impartial, fair, and exemplary in performing public duties; courteous, cultured, and appropriate in communication and service to the people.

4. Lead a healthy lifestyle, be modest, united, thrifty, honest, incorruptible, and impartial; refrain from using public positions for personal gain; avoid bureaucracy, corruption, waste, and negative practices.

5. Continuously have a sense of learning and self-improvement to enhance political qualities, moral character, lifestyle, professional ethics, and competence.

Chapter II
PROFESSIONAL STANDARDS FOR RANKS OF CIVIL SERVANTS SPECIALIZED IN ANIMAL QUARANTINE

Article 5. Chief Animal Inspector

1. Responsibilities

Is a civil servant with high professional expertise, assisting the leadership in organizing and implementing animal quarantine tasks, animal products; controlling animal slaughter, veterinary hygiene inspection; food safety inspection for animal origin products.

2. Tasks

a) Chairing or participating in organizing the development of technical procedures for animal quarantine, animal products; controlling animal slaughter, veterinary hygiene inspection, and food safety inspection for animal origin products.

b) Chairing or participating in implementing procedures for animal quarantine, animal products; controlling animal slaughter, managing veterinary hygiene and food safety for animal origin products.

c) Chairing or participating in summarizing and concluding animal quarantine work, animal products; managing veterinary hygiene and food safety for animal origin products.

d) Analyzing, evaluating, concluding experiences and processes in animal quarantine, animal products; controlling animal slaughter, managing veterinary hygiene and food safety for animal origin products; proposing amendments and supplements to complete national technical regulations, standards on animal quarantine, animal products; controlling animal slaughter, managing veterinary hygiene and food safety for animal origin products.

đ) Chairing or participating in guiding, monitoring, inspecting and recommending measures for animal quarantine, animal products and controlling animal slaughter.

e) Participating in providing technical guidance and training for lower-ranking civil servants.

g) Chairing or participating in building technical management practices in animal quarantine, animal products and controlling animal slaughter, managing veterinary hygiene and food safety for animal origin products.

h) Chairing or participating in drafting normative legal documents, research topics, projects, programs from grassroots level upwards concerning animal quarantine, animal products; controlling animal slaughter, managing veterinary hygiene and food safety for animal origin products.

i) Performing other tasks as prescribed by law or assigned by the leadership.

3. Professional Qualification Standards

a) Proficiently understanding the Party's policies, state laws, veterinary laws, and related legal provisions concerning animal quarantine, animal products; controlling animal slaughter, managing veterinary hygiene and food safety for animal origin products.

b) Mastering techniques in animal quarantine, animal products; controlling animal slaughter, managing veterinary hygiene and food safety for animal origin products.

c) Proficiently understanding technical standards to evaluate testing results on quarantine, slaughter control, veterinary hygiene inspection, food safety inspection.

d) Understanding veterinary technology and veterinary laws of countries cooperating internationally with Vietnam.

đ) Being informed about new information on animal quarantine, animal products; controlling animal slaughter, managing veterinary hygiene and food safety for animal origin products both domestically and globally.

e) Proficiently understanding the organization and implementation of animal quarantine, animal products; controlling animal slaughter, managing veterinary hygiene and food safety for animal origin products.

g) Having experience in administrative and public service fields related to animal quarantine or in leadership and management activities.

h) Possessing basic computer skills and being able to use foreign languages or ethnic minority languages as required for civil servants working in ethnic minority areas.

4. Educational and Training Standards

a) Holding a bachelor’s degree or higher in a relevant field suitable for the job position requirements.

b) Holding a certificate for training in state management knowledge and skills for principal specialist civil servants or equivalent.

5. Requirements for civil servants applying for promotion to the rank of Chief Animal Inspector

a) Having held the rank of Animal Inspector or equivalent for at least nine years (excluding probation period). In cases where the time is equivalent to the rank of Animal Inspector, the minimum time held must be one year (twelve months) up to the deadline for submitting application forms for the promotion examination.

b) During the time holding the rank of Animal Inspector or equivalent, having participated in developing at least one normative legal document or research topic, project, program from grassroots level upwards that has been issued or accepted by the competent authority; or having effectively chaired at least one professional activity to improve management efficiency confirmed by the head of the employing agency.

Article 6. Animal quarantine officers

1. Responsibilities

Are specialized civil servants responsible for performing animal quarantine tasks, animal product quarantine tasks; slaughtering animal control, veterinary hygiene inspection; food safety inspection for animal origin products.

2. Tasks

a) Analyze and evaluate the results of testing and experiments related to quarantine, slaughtering control, veterinary hygiene inspection, and food safety inspection for animal origin products.

b) Carry out animal quarantine and animal product quarantine according to regulations.

c) Inspect the technical implementation procedures of animal quarantine technicians and be responsible for the results of animal quarantine and animal product quarantine.

d) Implement animal slaughtering control according to procedures and supervise veterinary hygiene at slaughtering, preliminary processing, and preservation facilities for animals and animal products.

đ) Cooperate in handling violations of laws on animal quarantine, animal products, animal slaughtering control, and veterinary hygiene inspection, food safety inspection for animal origin products according to legal provisions.

e) Promote, disseminate, and guide the enforcement of Vietnam's veterinary laws for cargo owners.

g) Participate in drafting normative legal documents, research topics, projects, programs from grassroots level upwards concerning animal quarantine and animal products; animal slaughtering control, veterinary hygiene management, and food safety inspection for animal origin products.

h) Collect samples of animals and animal products to serve animal quarantine and animal product quarantine; animal slaughtering control, veterinary hygiene inspection, and food safety inspection for animal origin products.

i) Performing other tasks as prescribed by law or assigned by the leadership.

3. Professional Qualification Standards

a) Master the Party's policies and guidelines, state policies and current veterinary laws, and veterinary laws of some countries in the region.

b) Understand basic knowledge of veterinary science.

c) Be familiar with laws to accurately, timely, and effectively handle assigned professional tasks.

d) Have the ability to organize, guide, inspect, and coordinate the implementation of professional tasks to achieve effectiveness.

đ) Possess basic information technology skills and be able to use foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by job positions.

4. Educational and Training Standards

a) Holding a bachelor’s degree or higher in a relevant field suitable for the job position requirements.

b) Hold a certificate for training in state management knowledge and skills for specialist-level civil servants or equivalent.

5. Requirements for civil servants applying for promotion to the animal quarantine officer rank

Must have held the animal quarantine technician rank or equivalent for at least three years (excluding probation period). In cases where the time is equivalent to the animal quarantine technician rank, the minimum tenure of the animal quarantine technician rank must be one year (twelve months) up to the deadline for submitting application registration for the promotion examination.

Article 7. Animal quarantine technicians

1. Responsibilities

Are civil servants responsible for supporting animal quarantine activities, animal product quarantine activities; animal slaughtering control, veterinary hygiene inspection; food safety inspection for animal origin products.

2. Tasks

a) Support animal quarantine officers in checking and evaluating animal quarantine documents, animal product quarantine documents, and animal slaughtering control.

b) Conduct clinical inspections of animals, monitor the condition of goods, and sensory inspections of animal products.

c) Implement disease prevention and treatment for animals during quarantine isolation or isolation of diseased animals at slaughtering facilities.

d) Collect samples of animals and animal products to serve animal quarantine and animal product quarantine; animal slaughtering control, veterinary hygiene inspection, and food safety inspection for animal origin products.

đ) Supervise the implementation of veterinary hygiene measures during quarantine isolation, during the slaughtering process, or during the preliminary processing and preparation of animal products.

e) Guide and supervise the preparation and direct application of disinfectant solutions according to instructions and regulations.

g) Perform other tasks as prescribed by law or assigned by leadership.

3. Professional Qualification Standards

a) Master the Party's policies and guidelines, state policies; understand the basic content of veterinary laws to perform assigned tasks.

b) Understand the technical procedures to perform assigned tasks.

c) Recognize common diseases and abnormal manifestations in animal products.

d) Understand the nature and effects of each type of preventive, therapeutic drugs, and disinfectants.

đ) Know how to supervise quarantine isolation, record results, and laboratory logs. e) Be capable of treating common animal diseases.

g) Proficiently use office equipment and other tools serving task requirements.

4. Educational and Training Standards

Hold a diploma or higher degree in a relevant field suitable for job requirements.

Chapter III
STANDARDS FOR RANKS OF SPECIALIZED CIVIL SERVANTS IN PLANT QUARANTINE

Article 8. Chief Plant Quarantine Officer

1. Responsibilities

Is a civil servant with high professional expertise, assisting leadership in organizing and implementing plant quarantine work for export, import, transit, and domestic purposes at provincial, regional, and central state agencies responsible for plant quarantine.

2. Tasks

a) Develop plans, schemes, and organize the implementation of plant quarantine for export, import, transit, and domestic purposes within the assigned field.

b) Identify plant quarantine objects and objects requiring control, verify suspected cases of newly discovered pests.

c) Investigate, collect, compile, and analyze data and information, assess the situation, draw lessons from plant quarantine activities within the assigned area or field; propose additional measures to supplement, amend procedures, standards, technical regulations, and specialized professional practices in plant quarantine.

d) Elaborate general technical, professional, and operational regulations on plant quarantine to suit the working conditions and areas.

đ) Lead or participate in drafting, supplementing, and amending legal provisions on plant quarantine.

e) Lead the organization and implementation of publicity, dissemination, and guidance on legal provisions regarding plant quarantine, detection, prevention, and handling according to authority or propose to higher authorities for handling violations of the law.

g) Participate in drafting standards, technical regulations, procedures, and norms on plant quarantine and apply international standards and practices in the assigned field.

h) Lead or participate in inspecting the implementation of legal provisions on managing fumigation, irradiation, and other treatment methods in the field of plant protection and quarantine.

i) Lead or participate in implementing research topics, projects, programs from the grassroots level upwards concerning plant quarantine.

k) Participate in drafting content for training programs, compiling materials, and organizing professional training for lower-ranking civil servants in plant quarantine.

l) Perform other tasks as prescribed by law or assigned by the agency's leadership.

3. Professional Qualification Standards

a) Master the Party's policies, laws, development orientation, strategies, and policies of the sector, and domestic and foreign legal provisions related to assigned tasks in the field of plant protection and quarantine.

b) Understand the biological characteristics of plant pests.

c) Master plant quarantine procedures, standards, technical regulations, norms, and relevant scientific and technical, professional, and operational information both domestically and internationally.

d) Master administrative procedures and principles related to assigned plant quarantine activities.

đ) Understand the relationship between plant quarantine work and plant protection work, export, import, transit, transportation, and economic, political, and social situations domestically related to plant quarantine work.

e) Have experience in the administrative and public service field of plant quarantine or in leadership and management activities.

g) Possess basic information technology skills and be able to use a foreign language or ethnic minority language if working in ethnic minority regions as required by the job position.

4. Educational and Training Standards

a) Holding a bachelor’s degree or higher in a relevant field suitable for the job position requirements.

b) Holding a certificate for training in state management knowledge and skills for principal specialist civil servants or equivalent.

5. Requirements for civil servants applying to advance to the rank of Chief Plant Quarantine Officer

a) Have held the rank of Plant Quarantine Officer or equivalent for at least nine years (excluding probationary period). In cases where the equivalent time is counted towards the Plant Quarantine Officer rank, the minimum time held must be one year (twelve months) up to the deadline for submitting application registration for the rank advancement examination.

b) During the time holding the rank of Plant Quarantine Officer or equivalent, have participated in drafting at least one regulatory legal document or research topic, project, program from the grassroots level upwards that has been issued or accepted by competent authorities; or have effectively led at least one professional activity recognized by the head of the employing agency to improve management efficiency.

Article 9. Plant quarantine officers

1. Responsibilities

Are specialized civil servants assisting leadership in implementing plant quarantine work for export, import, transit, and domestic purposes at provincial, regional, and central state agencies responsible for plant quarantine.

2. Tasks

a) Develop plans, propose solutions, implement, and organize the implementation of plant quarantine work for export, import, transit, and domestic purposes within the assigned field.

b) Detect pests under regulation and verify suspected pest-infected cases commonly subject to plant quarantine.

c) Conduct multiple stages or the entire inspection process for objects subject to plant quarantine for export, import, and transit.

d) Decide, supervise, and confirm the implementation of measures to treat infected objects according to regulations and bear personal responsibility for their decisions.

đ) Promote, disseminate, and guide legal provisions on plant quarantine; detect, prevent, and handle violations within their authority or propose handling such violations.

e) Lead research topics and experimental surveys of the agency; participate in drafting legal regulatory documents, research topics, projects, and programs from the grassroots level upwards concerning plant quarantine. Propose amendments and supplements to regulations within their assigned technical and professional fields.

g) Participate in inspecting the implementation of national regulations on fumigation and other treatment measures in the field of plant protection and quarantine.

h) Train and provide professional technical guidance to lower-ranking civil servants.

i) Performing other tasks as prescribed by law or assigned by the leadership.

3. Professional Qualification Standards

a) Be thoroughly familiar with the Party's policies, State laws, and development directions, strategies, and policies related to the assigned tasks in plant protection and quarantine.

b) Be thoroughly familiar with legal provisions on plant protection and quarantine and other relevant laws. Understand international practices and standards on plant quarantine in the assigned field.

c) Be familiar with procedures, standards, technical specifications, quarantine norms, and related scientific and technological information.

d) Be familiar with administrative procedures and principles related to the assigned plant quarantine activities.

đ) Be aware of economic, social, and political conditions relevant to the assigned plant quarantine activities.

e) Possess basic information technology skills and be able to use foreign languages or ethnic minority languages for civil servants working in areas inhabited by ethnic minorities as required by job positions.

4. Educational and Training Standards

a) Hold a bachelor’s degree or higher in a relevant field that meets the requirements of the job position.

b) Hold a certificate for training in state management knowledge and skills for specialist-level civil servants or equivalent.

5. Requirements for civil servants applying to advance to the plant quarantine officer rank

Must have held the plant quarantine technician rank or equivalent for at least three years (excluding probation period). In cases where they have equivalent experience to a plant quarantine technician, they must have held the plant quarantine technician rank for a minimum of one year (12 months) as of the deadline for submitting application forms for the advancement examination.

Article 10. Plant quarantine technician

1. Responsibilities

Is a civil servant performing tasks to support plant quarantine activities for export, import, transit, and domestic purposes as assigned according to procedures and regulations at state agencies and organizations responsible for plant quarantine.

2. Tasks

a) Carry out one or more stages of the investigation and inspection process to detect regulated plant pests.

b) Collect samples of objects, establish various types of samples of harmful organisms, prepare specimens for preservation, transfer, and analyze the samples and specimens.

c) Carry out one or more stages of the analysis and identification process or experiments in the field of plant quarantine.

d) Prepare tools and chemicals for investigation, inspection, analysis, identification, or experiments in plant quarantine.

đ) Record and initially process data from investigations, inspections, analyses, identifications, or experiments; establish plant quarantine records.

e) Use, maintain, and service plant quarantine technical equipment and be personally responsible for the assigned tasks.

g) Guide workers to perform simple technical operations.

h) Perform other tasks as prescribed by law or assigned by the agency's leadership.

3. Professional Qualification Standards

a) Understand legal provisions related to plant protection and quarantine concerning the assigned tasks.

b) Understand specialized procedures, professional practices, and technical operations of investigation, inspection, analysis, identification, and experiments assigned.

c) Understand the morphological characteristics, signs of damage, and transmission of harmful organisms commonly encountered in the detection of regulated pests.

d) Understand the properties, effects, and usage methods of chemicals and tools for investigation, inspection, analysis, identification, and experiments assigned.

g) Proficiently use office equipment and other tools serving task requirements.

4. Educational and Training Standards

Hold a diploma or higher degree in a relevant field or specialty that meets the requirements of the job position.

Chapter IV
STANDARDS FOR EACH RANK OF SPECIALIZED DUTY OFFICERS IN DIKE AND FLOOD CONTROL

Article 11. Chief dike and flood control officer

1. Responsibilities

Is a civil servant with high professional expertise assisting leadership in supervising and urging the implementation of complex technical issues in the management and protection of dikes and embankments within the assigned area.

2. Tasks

a) Guide and inspect the establishment and revision of dike, levee, and sluice documentation and historical records, and the evolution process of riverbeds or beaches.

b) Guide the assessment of dike conditions, inspect the results of assessments, and review recommendations on technical solutions for reinforcing and repairing structures.

c) Lead the development of plans to protect critical dike and embankment areas, prevent floods, and mitigate storms.

d) Lead the determination of causes, propose measures, and participate in guiding technical solutions when complex dike incidents occur.

đ) Inspect and determine the extent of impact on the safety of dikes, levees, and sluices in cases of serious violations of dike laws. Develop regular and spot-check plans; inspect, identify, prevent, record, and recommend authorities to handle violations of dike laws.

e) Lead or participate in drafting regulatory legal documents, research topics, projects, programs from the grassroots level upwards on dike management; compile materials and directly train technical, professional, and administrative skills for dike managers, flood prevention, and storm mitigation forces.

g) Promote and disseminate legal education on dike management, mobilize organizations and individuals to participate in dike protection.

h) Advise on the organization of minor repairs, maintenance, and upkeep of dikes in accordance with legal provisions.

i) Performing other tasks as prescribed by law or assigned by the leadership.

3. Professional Qualification Standards

a) Master the Party's policies and State laws; understand legal provisions on dike management, protection, flood prevention, and disaster mitigation, and related laws. Clearly understand the division of responsibilities for national dike management.

b) Master standards, guidelines, and technical instructions related to dike construction, repair, management, and embankment protection; handling complex dike incidents.

c) Master the properties, functions, and principles of managing and using emergency supplies for flood and storm prevention. Know how to use local materials as substitutes.

d) Understand the characteristics of floods, storms, and natural disasters in Vietnam and the province/city; central and local policies and measures for flood and storm prevention and disaster mitigation.

đ) Understand and master the current status of dike structures in the province/city.

e) Have experience in administrative and public service fields related to dike supervision or in leadership and management activities.

g) Have the ability to compile materials and train technical, professional, and administrative skills for dike management and protection.

h) Possessing basic computer skills and being able to use foreign languages or ethnic minority languages as required for civil servants working in ethnic minority areas.

4. Educational and Training Standards

a) Holding a bachelor’s degree or higher in a relevant field suitable for the job position requirements.

b) Holding a certificate for training in state management knowledge and skills for principal specialist civil servants or equivalent.

5. Requirements for civil servants applying for promotion to the rank of chief dike and flood control officer

a) Have held the rank of dike and flood control officer or equivalent for at least nine years (excluding probationary period). In cases where the time is equivalent to the rank of dike and flood control officer, the minimum time held must be one year (twelve months) up to the deadline for submitting application registration for promotion.

b) During the time holding the rank of dike and flood control officer or equivalent, have participated in drafting at least one regulatory legal document or research topic, project, program from the grassroots level upwards which has been issued or accepted by the competent authority; or have effectively led at least one professional activity to improve management efficiency confirmed by the head of the employing agency.

Article 12. Dyke and Flood Control Inspector

1. Responsibilities

Is a specialized civil servant assisting leadership in implementing management and protection tasks for dykes, flood control structures, and riverbank maintenance within the assigned area.

2. Tasks

a) Establish, update, and regularly supplement to complete the dossier on the history of dykes, revetments, sluices, and the evolution of riverbeds or beaches within the managed area.

b) Timely detect and report changes in dyke and flood control structures, water flow, riverbanks, beaches, and dyke incidents; determine causes, propose solutions, and directly guide riverbank maintenance forces to handle incidents.

c) Participate in formulating plans to protect critical points, riverbank maintenance, flood and storm prevention and response within assigned responsibilities and tasks.

d) Organize and implement inspections, detection, prevention, record-keeping, and recommendations to competent authorities for handling violations of laws related to dykes and flood control.

đ) Analyze and assess the current state of dykes and flood control structures, the degree of safety risk of facilities; propose technical reinforcement and repair solutions.

e) Participate in supervising construction and acceptance of dyke and flood control projects, reinforcement, and repair works within the managed area according to assigned tasks.

g) Organize the management of emergency supplies for flood and storm prevention and response within the assigned area.

h) Directly train and instruct technical skills to riverbank maintenance forces, flood and storm prevention and response teams; technical and professional skills for civilian dyke management forces. Promote, disseminate, and educate on laws related to dykes and flood control; mobilize organizations and individuals to participate in dyke management and protection.

i) Participate in drafting regulatory legal documents, research topics, programs, and projects from grassroots levels and above concerning dykes and flood control.

k) Advise on organizing minor repairs, maintenance, and upkeep of dykes and flood control structures in accordance with legal regulations.

l) Perform other tasks as prescribed by law or assigned by the agency's leadership.

3. Professional Qualification Standards

a) Master the Party's policies and State’s laws; laws and regulations regarding dykes and flood control, disaster prevention and response, and related laws and regulations in the field of dyke management and protection.

b) Master technical standards, specifications, procedures, and norms related to construction, reinforcement, management, and riverbank maintenance.

c) Master the functions, effects, and principles of managing and using emergency supplies for disaster prevention and response, floods, and storms.

d) Understand general characteristics of natural disasters in Vietnam and local disaster prevention and response measures.

SALARY GRADING FOR CIVIL SERVANTS IN THE AGRICULTURE AND RURAL DEVELOPMENT SECTOR

Article 23. Principles for Salary Classification of Agricultural and Rural Development Civil Service Ranks

1. The appointment and salary classification to the ranks of civil servants in the agricultural and rural development sector as stipulated in this Circular must be based on the job position, responsibilities, tasks, and specialized knowledge and skills that the civil servant undertakes.

2. When appointing to the ranks of civil servants in the agricultural and rural development sector, it shall not be combined with an increase in salary grade or rank.

The ranks of civil servants in the agricultural and rural development sector as stipulated in this Circular shall apply the Professional and Technical Salary Scale for State Agency Staff (Table 2) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the wage system for cadres, civil servants, public officials, and armed forces personnel, amended and supplemented by Decree No. 17/2013/ND-CP dated December 19, 2013 of the Government, as follows:

a) The rank of Senior Forest Ranger, Senior Fisheries Inspector, Senior Fisheries Surveillance Officer shall apply the A2 type civil servant salary coefficient, group A2.1, from salary coefficient 4.40 to 6.78.

b) The rank of Senior Animal Quarantine Officer, Senior Plant Quarantine Officer, Senior Dike Control Officer shall apply the A2 type civil servant salary coefficient, group A2.2, from salary coefficient 4.00 to 6.38.

c) The rank of Animal Quarantine Officer, Plant Quarantine Officer, Dike Control Officer, Forest Ranger, Fisheries Inspector, Fisheries Surveillance Officer shall apply the A1 type civil servant salary coefficient, from salary coefficient 2.34 to 4.98.

d) The rank of Animal Quarantine Technician, Plant Quarantine Technician, Intermediate Dike Control Officer, Intermediate Forest Ranger, Intermediate Fisheries Inspector, Intermediate Fisheries Surveillance Officer shall apply the B type civil servant salary coefficient, from salary coefficient 1.86 to 4.06.

2. After completing the probationary period as decided by the competent authority managing civil servants, the appointed civil service rank shall implement the assigned salary grade as follows:

a) In case of having a doctoral degree in a relevant field corresponding to the job position, they shall be classified at grade 3, coefficient 3.00 of the civil service ranks specified in point c, Clause 1, Article 24 of this Law.

b) In case of having a master's degree in a relevant field corresponding to the job position, they shall be classified at grade 2, coefficient 2.67 of the civil service ranks specified in point c, Clause 1, Article 24 of this Law.

c) In case of having a college degree in a relevant field corresponding to the job position, they shall be classified at grade 2, coefficient 2.06 of the civil service ranks specified in point d, Clause 1, Article 24 of this Law.

Chapter IX
IMPLEMENTING PROVISIONS

Article 25. Implementation organization

1. Civil servants who have obtained the management training certificate for the ranks of civil servants in the agricultural and rural development sector (animal quarantine, plant quarantine, dike control, forestry, fisheries, fisheries surveillance) before June 30, 2022 (as stipulated in Clause 3, Article 2 of Decree No. 89/2021/ND-CP dated October 18, 2021 of the Government amending and supplementing some articles of Decree No. 101/2017/ND-CP dated September 1, 2017 of the Government on cadre training and capacity building for civil servants and public officials) shall be considered as meeting the requirements for the management training certificate for civil servants according to the rank standards, and can use it when participating in the promotion examination without having to study the training program prescribed in this Circular.

2. Provincial People's Committees and related agencies and organizations shall base themselves on the provisions of this Circular to carry out recruitment, utilization, and management of the civil servant workforce in the agricultural and rural development sector.

Article 26. Effective date

This Circular takes effect from October 6, 2022.

Article 27. Responsibility for Implementation

1. Heads of units under the Ministry of Agriculture and Rural Development, Chairmen of Provincial People's Committees, and related agencies, organizations, and individuals shall be responsible for implementing this Circular.

2. During implementation, if there are difficulties or obstacles, please reflect them to the Ministry of Agriculture and Rural Development (through the Cadre and Civil Servant Organization Department) for research, amendment, and supplementation to ensure appropriateness.
