CIRCULAR

ISSUING REGULATIONS ON NATIONWIDE QUALITY ASSESSMENT OF GENERAL EDUCATION

BASED ON THE LAWS AND NORMS OF THE EDUCATION LAW NO. 43/2019/QH14 DATED JUNE 14, 2019, AMENDED AND ENHANCED BY THE LAW NO. 123/2025/QH15 DATED DECEMBER 10, 2025;

BASED ON DECREE NO. 37/2025/NĐ-CP DATED FEBRUARY 26, 2025 OF THE GOVERNMENT REGULATING THE FUNCTION, MISSION, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF EDUCATION AND TRAINING;

IN ACCORDANCE WITH THE REQUEST OF THE DIRECTOR OF THE QUALITY MANAGEMENT OFFICE;

THE MINISTER OF EDUCATION AND TRAINING ISSUES THIS CIRCULAR REGULATING NATIONWIDE QUALITY ASSESSMENT OF GENERAL EDUCATION.

CHAPTER I

GENERAL PROVISIONS

Article 1. Scope of Application and Applicable Subjects

1. This Circular regulates nationwide quality assessment of general education, including: general provisions; management and procedures for nationwide quality assessment; implementation organization.

2. This Circular applies to the Departments of Education and Training (DET), educational institutions implementing the General Education Curriculum, higher education institutions, organizations, and individuals related thereto.

Article 2. Interpretation of Terms

In this document, certain terms are understood as follows:

1. "Nationwide Quality Assessment" is a process of surveying, measuring, and analyzing the results of students' learning and factors related to student learning outcomes. “National Quality Assessment Program” is a nationwide quality assessment activity conducted periodically, according to a model, and linked with specific objectives, scope, and target groups.

2. “Nationwide Quality Assessment at National Level” refers to nationwide quality assessments on a national scale including:

a) National-level quality assessments organized by Vietnam;

b) International quality assessments organized by Vietnam in accordance with agreements signed between the Ministry of Education and Training, Vietnam, and international organizations.

Article 3. Objectives and Requirements

1. Objective: The nationwide quality assessment aims to provide objective and reliable information on the quality of general education, serving as a basis for proposing policies and solutions to innovate teaching and learning activities in response to the implementation requirements of the general education curriculum, enhancing the quality of general education, and promoting international integration.

2. Requirements:

a) The nationwide quality assessment must meet requirements that are appropriate with educational objectives, scientific, truthful, and objective;

b) Participants in the nationwide quality assessment shall be provided information on the assessment program and their personal information security shall be guaranteed.

CHAPTER II

MANAGEMENT AND PROCEDURES FOR NATIONWIDE QUALITY ASSESSMENT AT NATIONAL LEVEL

Article 4. National Quality Assessment Steering Committee

1. The Minister of Education and Training establishes the Steering Committee to implement each national quality assessment program.

2. The structure of the Steering Committee includes:

a) The Chairperson is a leader from the Ministry of Education and Training;

b) Deputy Chairpersons are leaders from relevant functional units under or directly subordinate to the Ministry of Education and Training; one leader from the Quality Management Office is the permanent Deputy Chairperson;

c) Members include leaders and specialists from relevant units under the Ministry of Education and Training.

3. Tasks and Powers of the Steering Committee:

a) Assist the Minister of Education and Training: Direct, organize the implementation of the national quality assessment plan; guide, coordinate, inspect, and supervise the implementation of nationwide quality assessments at local levels; ensure effective coordination among relevant units and organizations; decide on forms of handling emerging situations; organize data analysis, announce results, and survey data;

b) Issue procedures for building the survey tools and marking examination papers; specify storage procedures for the survey tools and examination papers; stipulate organizational procedures for computer-based surveys;

c) Request the Minister of Education and Training to issue decisions on commendation or disciplinary actions (if applicable) for participants in organizing the national quality assessment;

d) Establish a Secretariat to assist the Steering Committee;

e) The Chairperson decides on the implementation, assignment of tasks, and bears responsibility for the results of the Steering Committee's tasks.

4. The structure of the Secretariat includes:

a) The Secretary is a member of the Steering Committee;

b) Deputy Secretary is a leader or civil servant from a relevant unit under the Quality Management Office;

c) Members are civil servants and specialists from units under the Quality Management Office and relevant units directly subordinate to, or under, the Ministry of Education and Training.

5. Tasks and Powers of the Secretariat:

a) Coordinate with relevant units to implement nationwide quality assessment activities; receive and manage trial survey data and official survey data; prepare related documents, templates, and forms for surveys; hand over documents and data according to instructions from the Steering Committee after issuing the national quality assessment program;

b) Coordinate and implement building of the survey tools and marking examination papers, conduct analysis of survey results, develop a national report on the results of nationwide quality assessments;

c) The Secretary decides on the implementation, assignment of tasks, and bears responsibility for the results of the Secretariat's nationwide quality assessment tasks before the Steering Committee;

d) Perform other tasks as assigned by the Steering Committee.

Article 5. Provincial Survey Committee

1. The Director of the Department of Education and Training (hereinafter referred to as "Director") shall establish a Provincial Survey Committee and its Subcommittees under the Provincial Survey Committee.

2. Composition of the Provincial Survey Committee:

a) The Chairperson is the leader of the Department of Education and Training;

b) The Deputy Chairperson is the leader of the Department of Education and Training and/or departmental leaders within the Department of Education and Training;

c) Members and Secretary are leaders of educational institutions, specialists from the Department of Education and Training;

d) Subcommittees: Subcommittee Chairpersons are selected leaders of educational institutions for conducting surveys; surveyors and other members are teachers or staff of the educational institution.

3. Duties and Authority of the Provincial Survey Committee:

a) Responsible for developing detailed plans, directing, organizing the implementation of surveys in the locality according to the plan and guidance from the Command and Ministry of Education and Training;

b) Develop measures to ensure the safety of survey papers/answer sheets and related documents;

c) Resolve issues arising during the survey; compile reports on provincial survey results and submit them to the Command;

d) The Chairperson is responsible for the implementation results of the Provincial Survey Committee's tasks and the survey results in the province; delegate tasks to committee members; assign members to monitor at survey points, ensuring each point has at least one person conducting monitoring (the monitor must not be a member of the educational institution where the survey is conducted);

d) Members are responsible for overseeing the entire process of preparation and organization of surveys at assigned points to ensure compliance with procedures and regulations; report promptly to the Provincial Survey Committee on the situation and results of supervision; document any violations, unusual situations during the survey, and propose corrective measures (if applicable).

4. Duties and Authority of Subcommittees:

a) Prepare adequate physical resources, equipment, and documents for surveys;

b) Organize on-site surveys at schools according to the plan, procedures, and survey regulations; disseminate survey regulations to participants; collect and preserve survey papers/answer sheets in accordance with regulations; report promptly to the Provincial Survey Committee on the situation and results of the survey;

c) The Subcommittee Chairperson organizes the implementation of tasks and delegates responsibilities to members while being responsible for the results of the survey at the point.

Article 6. Scope and Cycle of National Broad-Scale Evaluation

1. National broad-scale evaluation is conducted using a national model for Class 5 and Class 9.

2. The cycle of national broad-scale evaluation is implemented every five years.

Article 7. Content of Student Assessment

1. The assessment content closely aligns with the requirements stipulated in the corresponding subject curriculum and educational activities for each class.

2. The assessment content is designed as integrated survey papers, meeting the objectives and requirements of the broad-scale evaluation program.

Article 8. Tools and Forms of Assessment

1. Survey tools include: Survey papers to evaluate student learning outcomes through a system of questions built closely around the current General Education Curriculum requirements; questionnaires to collect information from relevant parties for surveying and evaluating factors affecting teaching and learning.

2. Forms of assessment: Conduct surveys on computers, paper, or a combination of both paper and computer.

Article 9. Procedure for Comprehensive Evaluation

1. Preparation Stage: Develop a survey tool for national-wide evaluation programs; prepare implementation guidelines for the survey; organize training for evaluators; establish sample databases; and prepare facilities and equipment for the survey.

2. Pilot Survey: Select a pilot survey sample; train on the survey process and techniques; conduct the pilot survey; score or code, enter, and standardize data from the pilot survey; analyze, process, and review the results of the pilot survey; review, validate, adjust questions, and finalize tools for the official survey.

3. Official Survey: Select a sample for the survey; train on the survey process and techniques; conduct the survey; score or code, enter, and standardize data from the survey.

4. Analysis Report: Analyze and process the survey results data; prepare, seek feedback, and finalize the evaluation report according to the objectives and requirements of the national-wide evaluation program; publish the results and use the national-wide evaluation results to improve educational quality.

Chapter III

IMPLEMENTATION

Article 10. Implementation of International Agreements

1. For international comprehensive evaluation programs with content differing from this Circular, they shall be implemented in accordance with the agreement signed between the Ministry of Education and Training of Vietnam and the international organization.

2. Documents of international comprehensive evaluation programs must be translated and adapted into Vietnamese.

3. The Ministry of Education and Training shall issue detailed implementation plans for each international comprehensive evaluation program.

Article 11. Responsibilities of the Ministry of Education and Training

1. Assign and direct the organization and implementation of national-wide evaluation programs.

2. Coordinate and sign international cooperation agreements for international comprehensive evaluation programs.

3. Develop and maintain databases, analyze results of national-wide evaluations; organize training and capacity building for experts, teachers, and educational administrators on national-wide evaluations; archive and manage files related to national-wide evaluation programs.

4. Implement or recommend rewards and disciplinary actions within the scope of authority as per regulations.

Article 12. Responsibilities of Provincial Departments of Education and Training

1. Advise provincial people's committees to develop plans and directives for local agencies to cooperate with the education sector in implementing national-wide evaluation programs at the local level; allocate local budgets or mobilize legal alternative funding sources (if available) to implement national-wide evaluation programs as per state regulations.

2. Organize the implementation of national-wide evaluation programs at the local level, using survey results to enhance the quality of education in the locality.

3. Nominate and create conditions for civil servants, staff, teachers, and educational administrators to participate in training and build tools for national-wide evaluation programs as required by the Ministry of Education and Training.

4. Implement or recommend rewards and disciplinary actions within the scope of authority as per regulations.

5. Report the results of implementing national-wide evaluations at the local level to the Ministry of Education and Training.

Article 13. Responsibilities of Higher Education Institutions

1. To dispatch and facilitate the participation of staff, lecturers, teachers, and scientists in national-wide evaluation programs.

2. To organize the implementation of tasks related to organizational work and national-wide inspection and evaluation according to the requirements of the Ministry of Education and Training.

Article 14. Transitional Provisions

National-wide evaluation programs currently being implemented under Circular No. 51/2011/TT-BGDĐT dated November 3, 2011, by the Minister of Education and Training shall continue to be carried out until completion as per the approved plan.

Article 15. Provisions for Implementation

1. This Circular takes effect from April 15, 2026, and replaces Circular No. 51/2011/TT-BGDĐT dated November 3, 2011, issued by the Minister of Education and Training to regulate periodic national evaluation of students' learning outcomes in basic education institutions.

2. The funding for national-wide evaluation is allocated and arranged from the state budget and other sources of support from domestic and foreign organizations and individuals according to the provisions of the Law on State Budget and relevant current regulations.

3. The Deputy Director General, Director of the Office of Quality Management, Director of the Planning and Finance Department, heads of related units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and municipalities directly under the Central Government; Directors of Departments of Education and Training; Directors of universities and academies; Deans of higher education institutions; and other relevant organizations and individuals shall be responsible for implementing this Circular./.
