Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 03/NQ-CP dated January 15, 2010 of the Government on major measures to guide and implement the socio-economic development plan and state budget estimate for 2010;
Considering the proposal of the Minister of Labor, Invalids, and Social Affairs,
DECISION:
Article 1. Issuing poverty and near-poverty standards applicable for the period 2011-2015 as follows:
1. A rural poor household is a household with an average monthly income of up to 400,000 VND per person (up to 4,800,000 VND per person per year).
2. An urban poor household is a household with an average monthly income of up to 500,000 VND per person (up to 6,000,000 VND per person per year).
3. A rural near-poor household is a household with an average monthly income ranging from 401,000 VND to 520,000 VND per person.
4. An urban near-poor household is a household with an average monthly income ranging from 501,000 VND to 650,000 VND per person.
Article 2. The poverty standard prescribed in Article 1 of this Decision shall serve as the basis for implementing social welfare policies and other socio-economic policies.
Article 3. This Decision takes effect from January 1, 2011.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
