Abolishing certain regulatory legal documents on the Road Maintenance Fund

||| Pursuant to the Law on Organization of the Government dated June 19, 2015;
On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;
Pursuant to the State Budget Law dated June 25, 2015;
Pursuant to the Law on Fees and Charges dated November 25, 2015;
Pursuant to Resolution No. 27/2016/QH14 dated November 11, 2016 of the National Assembly on the State budget estimate for 2017;
Pursuant to Resolution No. 86/2019/QH14 dated November 12, 2019 of the National Assembly on the State budget estimate for 2020;
At the proposal of the Minister of Transport;
The Government promulgates this Decree abolishing certain regulatory legal documents on the Road Maintenance Fund.
Article 1. Abolish the following regulatory legal documents
1. Decree No. 18/2012/NĐ-CP dated March 13, 2012 of the Government on the Road Maintenance Fund.
2. Decree No. 56/2014/NĐ-CP dated May 30, 2014 of the Government amending and supplementing some articles of Decree No. 18/2012/NĐ-CP dated March 13, 2012 of the Government on the Road Maintenance Fund.
3. Decree No. 28/2016/NĐ-CP dated April 20, 2016 of the Government amending some articles of Decree No. 56/2014/NĐ-CP dated May 30, 2014 and Decree No. 18/2012/NĐ-CP dated March 13, 2012 of the Government on the Road Maintenance Fund.
Article 2. Implementation
2. The Ministry of Transport shall take the lead in developing a plan to allocate the revenue from vehicle registration fees paid into the central budget for the management and maintenance of national highways and local roads; principles and criteria for allocating vehicle registration fee revenue for the management and maintenance of local roads for each locality, to be reported to the Ministry of Finance for review and submission to the competent authority for decision-making to implement from 2021.
3. The Ministry of Transport shall handle organizational, operational, and financial issues of the Central Road Maintenance Fund in accordance with the law upon the effectiveness of this Decree.
4. Provincial People's Committees shall handle organizational, operational, and financial issues of the Local Road Maintenance Fund in accordance with the law upon the effectiveness of this Decree.
Article 3. Effectiveness
1. This Decree takes effect from March 1, 2020 and applies from the 2020 fiscal year.
2. Decision No. 1486/QĐ-TTg dated October 5, 2012 of the Prime Minister stipulating the organizational structure and operating regulations of the Management Board of the Central Road Maintenance Fund ceases to be effective from March 1, 2020.
3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial and centrally-administered city People's Committees, and related units are responsible for implementing this Decree./.
