Circular No. 10/2016/TT-BNNPTNT promulgates the list of veterinary drugs permitted for circulation and prohibited from use in Vietnam, and simultaneously announces the HS code for imported veterinary drugs. This document replaces previous circulars on veterinary drug management.

CIRCULAR
Issuing the List of Veterinary Drugs Permitted for Circulation and Prohibited from Use in Vietnam, Announcing the HS Code for Imported Veterinary Drugs Permitted for Circulation in Vietnam.

Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Animal Health Law 2015;
Pursuant to Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency, purchase, sale, processing, and transit of goods with foreign countries;
1. The List of veterinary drugs permitted for circulation in Vietnam (Annex I).
The Minister of Agriculture and Rural Development hereby issues the List of Veterinary Drugs Permitted for Circulation and Prohibited from Use in Vietnam, and announces the HS Code for Imported Veterinary Drugs Permitted for Circulation in Vietnam.
Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.
1. The List of Veterinary Drugs Permitted for Circulation in Vietnam, Appendix I.
2. The List of Veterinary Drugs Prohibited from Use in Vietnam, Appendix II.
3. The Detailed Table of HS Codes for Imported Veterinary Drugs Permitted for Circulation in Vietnam, Appendix IB and Part B of Appendix IC.
1. For products specified in Part C of Appendix IC with an expired Certificate of Circulation within the period from the effective date of this Circular to January 31, 2017, they are permitted to circulate until January 31, 2017.
To continue circulating the product after January 31, 2017, the entity must resubmit the registration application according to the regulations on the management of treatment chemicals and environmental improvement substances in aquaculture within three months from the effective date of this Circular. The Fisheries General Department shall be responsible for reviewing and resolving.
2. For products specified in Part C of Appendix IC not falling under the provisions of Clause 1 of this Article, they are permitted to circulate according to the term stated in the Certificate of Circulation. In case the entity wishes to re-register circulation, it must comply with the regulations on the management of treatment chemicals and environmental improvement substances in aquaculture.
Article 3. Effectiveness
1. This Circular takes effect from July 16, 2016.
2. This Circular replaces the following Circulars: Circular No. 15/2009/TT-BNN dated March 17, 2009 of the Ministry of Agriculture and Rural Development issuing the List of Prohibited and Restricted Drugs, Chemicals, and Antibiotics; No. 29/2009/TT-BNN dated June 4, 2009 amending and supplementing Circular No. 15/2009/TT-BNN dated March 17, 2009 of the Ministry of Agriculture and Rural Development issuing the List of Prohibited and Restricted Drugs, Chemicals, and Antibiotics; No. 20/2010/TT-BNNPTNT dated April 2, 2010 amending and supplementing Circular No. 15/2009/TT-BNN dated March 17, 2009 of the Ministry of Agriculture and Rural Development issuing the List of Prohibited and Restricted Drugs, Chemicals, and Antibiotics; No. 03/2012/TT-BNNPTNT dated January 16, 2012 amending and supplementing Circular No. 15/2009/TT-BNN dated March 17, 2009 of the Ministry of Agriculture and Rural Development issuing the List of Prohibited and Restricted Drugs, Chemicals, and Antibiotics; No. 25/2012/TT-BNNPTNT dated June 22, 2012 issuing the List of Veterinary Drugs, Biological Preparations, Microorganisms, and Chemicals Used in Aquatic Animal Health Permitted for Circulation in Vietnam; No. 28/2013/TT-BNNPTNT dated May 31, 2013 issuing the List of Veterinary Drugs Permitted for Circulation in Vietnam.
Article 4. The Director of the Ministry's Office, the Director of the Animal Health Service, the Heads of units under the Ministry, the Directors of Provincial Departments of Agriculture and Rural Development, organizations, and individuals related to this matter are responsible for implementing this Circular./.
