The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

Minister of of Construction issues the Circular guiding leadership, management, and occupational titles leadership, management, and occupational titles in specialized fields, the structure of civil servants according to occupational titles in public service organizations under the construction sectorsector new rural areas.

Article 1. Scope of Regulation

This Circular guides on the list of job positions; job descriptions and competency frameworks for leadership, management job positions and occupational title job positions in specialized fields; the structure of civil servants according to occupational titles in public service organizations under the construction sector.

Article 2. Applicability

1. This Circular applies to:

a) Public service organizations under the construction sector belonging to Ministries, ministerial-level agencies (excluding the Ministry of Public Security and the Ministry of National Defense), government agencies, organizations established by the Government, the Prime Minister that are not public service organizations, Hanoi National University, Ho Chi Minh City National University, People's Committees of provinces and centrally-administered cities (hereinafter referred to as Provincial People's Committees), People's Committees of districts, towns, urban districts, and cities under provinces and centrally-administered cities (hereinafter referred to as District People's Committees), construction-related professional agencies under Provincial People's Committees;

b) Civil servants in public service organizations specified in point a of this Clause and related organizations and individuals.

2. Public service organizations outside the public sector under the construction sector shall refer to this Circular to encourage implementation.

Article 3. Principles and basis for determining leadership, management job positions and occupational title job positions in specialized fields in public service organizations under the construction sector

1. The principle of determining job positions must comply with the provisions of Article 3 of Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on job positions and the number of staff in public service organizations (hereinafter referred to as Decree No. 106/2020/NĐ-CP).

2. The basis for determining job positions must comply with the provisions of Clause 1, Article 4 of Decree No. 106/2020/NĐ-CP.

3. Job positions shall be adjusted appropriately in accordance with the organizational restructuring, functional adjustment among agencies, organizations, and units at different levels as prescribed by specialized laws; agencies, organizations, and units have the responsibility to effectively manage and utilize the number of staff assigned according to job positions, ensuring the implementation of the goal of reducing the establishment size as prescribed.

Article 4. List of job positions

1. The list of leadership, management job positions in public service organizations under the construction sector is stipulated in Appendix 1 attached to this Circular.

2. The list of occupational title job positions in specialized fields in public service organizations under the construction sector is stipulated in Appendix 2 attached to this Circular.

Article 5. Job descriptions and competency frameworks for job positions

1. Job descriptions and competency frameworks for leadership, management job positions are stipulated in Appendix 3 attached to this Circular.

2. Job descriptions and competency frameworks for occupational title job positions in specialized fields are stipulated in Appendix 4 attached to this Circular.

3. Competency frameworks and levels of job positions are stipulated in Appendix 5 attached to this Circular.

Article 6. Structure of civil servants according to occupational titles

The determination of the structure of civil servants according to occupational titles shall be carried out in accordance with the provisions of Clause 5, Article 3 and Clause 3, Article 4 of Decree No. 106/2020/NĐ-CP.

Article 7. Implementation Organization

1. Based on this Circular, the agencies and organizations mentioned in Article 2 of this Circular shall develop the Position Establishment Plan of their agency or organization for submission to the competent authority for examination and approval in accordance with the regulations.

2. In cases where the legal normative documents referred to in this Circular are amended, supplemented, or replaced, they shall be implemented in accordance with the provisions of the amended, supplemented, or replacing documents.

Article 8. Transitional Provisions

For civil servants currently holding a higher rank of occupational title than the required rank of occupational title for the position as prescribed in this Circular before the date this Circular takes effect, they shall continue to hold their current rank until a decision is made by the competent authority in accordance with the law.

Article 9. Effectiveness and Responsibility for Enforcement

1. This Circular shall take effect from December 5, 2023.

2. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Heads of public service organizations established by the Government which are not public service units, Chairpersons of Provincial People's Committees, Heads of public service organizations under construction sectors and related agencies and individuals are responsible for implementing this Circular. 3. During the implementation process, if there are difficulties or obstacles, it is recommended to report to the Ministry of Construction for guidance, consideration, and resolution.
