Circular No. 10/2026/TT-BGDĐT promulgates the Regulations on Academic Credentials and Certificates of the National Education System.

Issuing Regulations on Academic Credentials and Certificates of the National Education System
BASED ON Decree No. 43/2019/QH14 amended and supplemented by Decree No. 123/2025/QH15 amending and supplementing certain provisions of the Education Law;

BASED ON Decree No. 124/2025/QH15 on Vocational Education Law;

BASED ON Decree No. 125/2025/QH15 on Higher Education Law;

BASED ON Decree No. 37/2025/NĐ-CP dated February 26, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

BASED ON Decree No. 23/2015/NĐ-CP dated February 16, 2015 of the Government on issuing copies from original registers, certifying copies from originals, certifying signatures, and certifying contracts and transactions, amended by Decree No. 7/2025/NĐ-CP and Decree No. 280/2025/NĐ-CP;

IN ACCORDANCE WITH the request of the Director of the Quality Management Bureau;

THE MINISTER OF EDUCATION AND TRAINING ISSUES THIS CIRCULAR TO ISSUE REGULATIONS ON ACADEMIC CREDENTIALS AND CERTIFICATES OF THE NATIONAL EDUCATION SYSTEM.

Article 1.

Attached to this Circular are Regulations on Academic Credentials and Certificates of the National Education System. Article 2.

This Circular shall take effect from April 15, 2026. 1. This Circular replaces: Circular No. 21/2019/TT-BGDĐT dated November 29, 2019 of the Minister of Education and Training issuing Regulations on Management of Secondary School Leaving Certificate, High School Leaving Certificate, Teacher Training Diploma, Higher Teacher Training College Diploma, Academic Credentials and Certificates of the National Education System; Circular No. 27/2019/TT-BGDĐT dated December 30, 2019 of the Minister of Education and Training on the main content to be recorded on academic credentials and appendices for higher education; Decision No. 17/2008/QĐ-BGDĐT dated April 17, 2008 of the Minister of Education and Training issuing models of secondary school leaving certificate, model copies from original registers of secondary school leaving certificate; Decision No. 25/2008/QĐ-BGDĐT dated May 5, 2008 of the Minister of Education and Training issuing models of high school leaving certificate, model copies from original registers of high school leaving certificate; Circular No. 16/2020/TT-BGDĐT dated June 5, 2020 of the Minister of Education and Training on models of secondary teacher training college diploma and higher teacher training college diploma; Decision No. 34/2008/QĐ-BGDĐT dated July 10, 2008 of the Minister of Education and Training issuing models of academic credentials of the national education system.

2. The provisions on model certificates of the national education system in the previously issued documents shall cease to have effect from the date this Circular takes effect.

3. The provisions on academic credentials and certificates stipulated in Circular No. 10/2017/TT-BLĐTBXH dated March 13, 2017 of the Minister of Labor, Invalids and Social Affairs on models of secondary and higher education diplomas; printing, management, issuance, recovery, cancellation of secondary and higher education diplomas; Circular No. 24/2020/TT-BLĐTBXH dated December 30, 2020 of the Minister of Labor, Invalids and Social Affairs amending and supplementing certain provisions of Circular No. 10/2017/TT-BLĐTBXH dated March 13, 2017 of the Minister of Labor, Invalids and Social Affairs on models of secondary and higher education diplomas; printing, management, issuance, recovery, cancellation of secondary and higher education diplomas; Circular No. 15/2022/TT-BLĐTBXH dated August 30, 2022 of the Minister of Labor, Invalids and Social Affairs issuing Regulations on Management and Issuance of National Defense and Security Training Certificates for Students at Higher Education Institutions shall cease to have effect from the date this Circular takes effect.

3. Provisions concerning certificates and credentials as provided in Circular No. 10/2017/TT-BLĐTBXH dated March 13, 2017 by the Minister of Labour, War Invalids and Social Affairs on the model diploma for secondary vocational education and higher professional education; printing, management, issuance, recovery, cancellation of secondary vocational education and higher professional education diplomas; and Circular No. 24/2020/TT-BLĐTBXH dated December 30, 2020 by the Minister of Labour, War Invalids and Social Affairs amending and supplementing certain provisions of Circular No. 10/2017/TT-BLĐTBXH dated March 13, 2017 by the Minister of Labour, War Invalids and Social Affairs on the model diploma for secondary vocational education and higher professional education; printing, management, issuance, recovery, cancellation of secondary vocational education and higher professional education diplomas; Circular No. 15/2022/TT-BLĐTBXH dated August 30, 2022 by the Minister of Labour, War Invalids and Social Affairs promulgating the Regulation on managing and issuing certificates for national defense and security education to students at higher professional education institutions shall cease to be in force as of the date this Circular comes into effect.

Article 3. The Deputy Director of the Office, Director of the Department of Quality Management, Heads of Relevant Units under the Ministry of Education and Training; Directors of People's Committees' Departments of Education and Training; directors of universities and academies; rectors of universities; deans of colleges; principals of secondary vocational schools; heads of educational institutions; individuals and organizations related thereto shall be responsible for implementing this Circular./.
