Joint Resolution No. 100/2025/NQLT/UBTVQH15-CP-ĐCTUBTWMTTQVN amending and supplementing certain Articles of Joint Resolution No. 72/2025/NQLT/UBTVQH15-CP-ĐCTUBTWMTTQVN of the Standing Committee of the National Assembly, the Government, and the Central Committee of the Vietnam Fatherland Front detailing the organization of meetings with voters for National Assembly deputies and People's Council deputies at all levels.

Amending and supplementing certain articles of the Joint Resolution No. 72/2025/NQLT/UBTVQH15-CP-ĐCTUBTWMTTQVN issued by The Joint Standing Committee of the National Assembly, Government, and Central Council of the Front for Unity and Fighting Fraud in Vietnam detailing the organization of meetings with voters for members of the National Assembly and representatives of People's Councils at all levels

Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;

Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to the Law on Government Organization No. 63/2025/QH15;

Pursuant to the Law on Supervision Activities of the National Assembly and People's Councils No. 87/2015/QH13;

Pursuant to the Law on Local Administration Organization No. 72/2025/QH15;

Pursuant to the Law on the Front for Unity and Fighting Fraud in Vietnam No. 75/2015/QH13 amended and supplemented by certain articles according to Law No. 97/2025/QH15;

Pursuant to the Law on the Organization of People's Courts No. 34/2024/QH15 amended and supplemented by certain articles according to Law No. 81/2025/QH15;

Pursuant to the Law on the Organization of People's Procuracy No. 63/2014/QH13 amended and supplemented by certain articles according to Law No. 82/2025/QH15;

The Joint Standing Committee of the National Assembly, Government, and Central Council of the Front for Unity and Fighting Fraud in Vietnam hereby issues this Joint Resolution amending and supplementing certain articles of the Joint Resolution No. 72/2025/NQLT/UBTVQH15-CP-ĐCTUBTWMTTQVN detailing the organization of meetings with voters for members of the National Assembly and representatives of People's Councils at all levels "7. A flexible power plant is a thermal power plant using reciprocating internal combustion engines (RICE) or aeroderivative gas turbines (Aero-GT) with fast start-up capabilities, designed in modular form to generate electricity for balancing capacity and maintaining power system stability."Article 1. Amending and supplementing certain articles of the Joint Resolution No. 72/2025/NQLT/UBTVQH15-CP-ĐCTUBTWMTTQVN.

1. Supplement Clause 3a following Clause 3 of Article 2 as follows:

"3a.

Meeting with voters in the constituency means the act of a member of the National Assembly meeting with voters in the province or city where the member of the National Assembly was nominated or transferred to; the act of a representative of a People's Council meeting with voters in the area where the representative of the People's Council was nominated or transferred to." 2. Amending and supplementing Clause 5 and Clause 6 of Article 4 as follows:

"5. Representatives of People's Councils have the responsibility to implement meetings with voters according to the plan of the Representative Group of the same level People's Council.

6. Representatives of People's Councils have the right to request the Representative Group of the same level People's Council to organize meetings with voters outside the program and plan of the Representative Group of the same level People's Council."

3. Amending and supplementing Clause 2 and supplementing Clause 3 following Clause 2 of Article 7 as follows:

"2. The Standing Body of the People's Council at the provincial level shall guide the Standing Body of the People's Council at the commune level to coordinate with the Permanent Board of the Vietnam Fatherland Front, the same-level People's Committee, and relevant agencies, organizations, and individuals to implement the plan for meetings with voters of National Assembly deputies in the locality.

3. In special administrative-economic zones without local government levels, the People's Committee of the special zone shall perform the responsibilities of the Standing Body of the People's Council at the commune level as stipulated in Clauses 1 and 2 of this Article."

4. Amending and supplementing Clause 3 of Article 8 as follows:

"3. In special administrative-economic zones without local government levels, the People's Committee of the special zone shall perform the responsibilities of the Standing Body of the People's Council at the commune level as stipulated in Clauses 1 and 2 of this Article."

Article 10. Responsibilities of the Permanent Board of the Vietnam Fatherland Front at the local level in the activity of meetings with voters for National Assembly deputies

5. Amending and supplementing Article 10 as follows:

"1. The Permanent Board of the Vietnam Fatherland Front at the provincial level has the responsibility:

a) To coordinate with the Delegation of National Assembly deputies, the Standing Body of the People's Council, the provincial People's Committee, and relevant agencies, organizations, and individuals to organize and implement the plan for meetings with voters of National Assembly deputies;

b) To organize, chair, and manage meetings with voters of National Assembly deputies at the provincial level; to publicize and mobilize voters to participate in meetings with voters of National Assembly deputies;

c) To guide the Permanent Board of the Vietnam Fatherland Front at the commune level to coordinate with the Standing Body of the People's Council, the same-level People's Committee, and relevant agencies, organizations, and individuals to implement the plan for meetings with voters of National Assembly deputies;

d) To coordinate with the Delegation of National Assembly deputies to compile opinions and suggestions of voters and supervise the resolution and response to voter suggestions by local agencies, organizations, and individuals;

đ) To coordinate with the Delegation of National Assembly deputies to organize for voters to provide comments on the performance of the duties of National Assembly deputies and their action programs promised to voters.

2. The Permanent Board of the Vietnam Fatherland Front at the commune level has the responsibility:

a) To coordinate with the Standing Body of the People's Council, the same-level People's Committee, and relevant agencies, organizations, and individuals to implement the plan for meetings with voters of National Assembly deputies at the commune level; to widely and promptly announce the plan for meetings with voters of National Assembly deputies;

b) To organize, chair meetings with voters of National Assembly deputies at the commune level when assigned by the Permanent Board of the Vietnam Fatherland Front at the provincial level, except in cases provided for in point c of this clause; to publicize and mobilize voters to participate in meetings with voters of National Assembly deputies;

c) To organize, chair meetings with voters of National Assembly deputies at their place of residence."

6. Amending, supplementing, and abolishing certain points and clauses of Article 12 as follows:

"c) Direct the People's Committee at the commune level to send representatives to attend meetings with voters within the commune and organize publicity about the activities of meetings with voters of National Assembly deputies;"

a) Amend and supplement Point c Clause 1 as follows:

b) Abolish Clause 2 and amend and supplement Clause 3 as follows:

"3. The People's Committee at the commune level has the responsibility:

a) To coordinate with the Permanent Board of the Vietnam Fatherland Front at the commune level and relevant agencies, organizations, and individuals to organize and implement the plan for meetings with voters of National Assembly deputies;

b) To arrange convenient locations for National Assembly deputies to meet with voters; to publicize and mobilize voters in the commune to participate in meetings with voters of National Assembly deputies;

c) To send representatives to attend meetings with voters of National Assembly deputies to consider, resolve, and respond to voter suggestions within their authority;

d) To direct competent agencies to ensure security, order, and safety for the activities of meetings with voters of National Assembly deputies."

7. Amending and supplementing certain points of Clause 1 of Article 13 as follows:

a) Amending and supplementing Point a as follows:

Amend and supplement point a as follows:

"a) Coordinate with the Delegation of People's Council representatives at the provincial and communal levels, the Standing Committee of the Vietnam Fatherland Front Provincial Representative to organize the implementation of the plan for representative meetings with voters in coordination with relevant agencies, organizations, and individuals;"

b) Amend and supplement Point d as follows:

"d) Direct competent agencies to ensure material conditions, security, public order, and safety for voter meeting activities."

8. Amend and supplement Clause 2 Article 22 as follows:

"2. Representatives of the two-level People's Councils may meet voters together; the Standing Committee of the Provincial People's Council exchanges with the Standing Committee of the Communal People's Council to consider and decide.

The Standing Committee of the Provincial People's Council takes the lead and coordinates with the Delegation of the same-level People's Council representatives, the Standing Committee of the Vietnam Fatherland Front at the communal level to develop the plan for representatives of the two-level People's Councils to meet voters."

9. Amend and supplement Article 23 as follows:

"Article 23. Participants in the Meeting with Voters

1. National Assembly representatives, People's Council representatives.

2. Voters working, studying, or residing in agencies, organizations, units at the administrative unit where the National Assembly representatives and People's Council representatives meet voters.

3. Representatives of the Standing Committee of the Vietnam Fatherland Front at the provincial level and the Standing Committee of the Vietnam Fatherland Front at the communal level for cases where National Assembly representatives and provincial-level People's Council representatives meet voters; representatives of the Standing Committee of the Vietnam Fatherland Front at the communal level for cases where communal-level People's Council representatives meet voters.

4. Representatives of the Standing Committee of the People's Council and the People's Committee at the provincial level for cases where National Assembly representatives and provincial-level People's Council representatives meet voters; representatives of the Standing Committee of the People's Council and leaders of the People's Committee at the communal level for cases where communal-level People's Council representatives meet voters.

5. Relevant agencies, organizations, and individuals have the responsibility to coordinate and serve voter meetings.

6. Local and central press agencies (when invited)."

10. Amend and supplement Clause 3 Article 24 as follows:

"3. In cases where National Assembly representatives and People's Council representatives meet voters together, the program shall be implemented according to the procedures stipulated in Clause 1 and Clause 2 of this Article. Among which, the introduction of representatives and presentation of reports shall be carried out in the following order: matters related to the meetings with voters of National Assembly representatives shall be conducted before matters related to provincial-level People's Council representatives, and matters related to the meetings with voters of provincial-level People's Council representatives shall be conducted before matters related to communal-level People's Council representatives."

11. Amend and supplement Clause 2 Article 26 as follows:

"2. Before the opening of the session, the Standing Committee of the People's Council, the Standing Committee of the Vietnam Fatherland Front, and the Delegation of the elected People's Council representatives have the responsibility to organize for People's Council representatives to meet voters to collect opinions and aspirations of voters on issues within the agenda and content of the session and opinions and suggestions of voters to the People's Council and relevant state agencies at the local level.

Before the opening of the session, the Head of the Delegation of the Provincial and Communal People's Council representatives has the responsibility to report the results of meeting voters in writing to the Standing Committee of the People's Council at the same level."

12. Amend, supplement, and abolish some clauses of Article 27 as follows:

a) Amend and supplement Clause 2 as follows:

"2. When a provincial-level People's Council representative requests to meet voters in their place of residence, they directly or through the Standing Committee of the People's Council at the same level contact the Standing Committee of the Vietnam Fatherland Front at the communal level where the representative resides to organize meetings with voters.

Communal-level People's Council representatives directly or through the Standing Committee of the People's Council contact the People's Committee and the Standing Committee of the Vietnam Fatherland Front at the same level to meet voters;"

b) Abolish Clause 5.

13. Amend and supplement Clause 3 Article 32 as follows:

"3. At least three working days before the meeting with voters, the Standing Committee of the People's Council at the same level shall notify the program, plan, and content of the meeting with voters to the Standing Committee of the People's Council, the Standing Committee of the Vietnam Fatherland Front at the location where the representative meets voters to arrange time, place, and prepare conditions for People's Council representatives to meet voters."

14. Amend and supplement Clause 2 Article 34 as follows:

"2. Based on the content of the special session program or regular session to address urgent matters of the People's Council and the actual situation, the Standing Committee of the People's Council decides whether to organize or not to organize meetings with voters or adopt appropriate methods to collect opinions and suggestions from voters.

In case of organizing meetings with voters, the Delegation of the Provincial and Communal People's Council representatives decides the form of meetings with voters and leads and coordinates with the Standing Committee of the Vietnam Fatherland Front at the same level to build a consolidated report on voters' suggestions and the people."

15. Amend and supplement Clause 1 Article 35 as follows:

"1. Based on actual conditions, the Delegation of National Assembly representatives, the Delegation of the Provincial and Communal People's Council representatives may organize online meetings with voters or combine direct and online meetings with voters."

16. Amend and supplement Article 36 as follows:

"Article 36. Contact with voters in situations of natural disasters, epidemics, or force majeure

1. In cases where natural disasters, epidemics, or force majeure occur, based on the actual situation and conditions at the locality or upon the request of the Standing Committee of the National Assembly, the Delegation of National Assembly representatives decides to organize or not to organize contact with voters for National Assembly representatives; the Standing Body of the People's Council decides to organize or not to organize contact with voters for People's Council representatives.

2. The determination of cases of natural disasters, epidemics, and force majeure shall be carried out in accordance with the provisions of the law or announced by competent state agencies.

17. Amend and supplement Clauses 2, 3, and 4 of Article 41 as follows:

"2. Within the latest three working days after the day of voter contact before and after regular sessions of the People's Council or after receiving opinions and suggestions from voters sent by People's Council representatives, the Provincial and Commune-level Delegation of People's Council representatives shall be responsible for chairing and coordinating with the Permanent Standing Committee of the Vietnam Fatherland Front at the same level to aggregate and classify the opinions and suggestions of voters; report to the Standing Body of the People's Council those opinions and suggestions within the jurisdiction of the agencies, organizations, and individuals at the representative level.

3. The Permanent Standing Committee of the Vietnam Fatherland Front at the provincial level shall be responsible for aggregating the opinions and suggestions of the Permanent Standing Committee of the Vietnam Fatherland Front at the commune level to reflect and suggest to the provincial People's Committee.

4. The Office of the Delegation of National Assembly representatives and the People's Council at the provincial level, the Office of the People's Council and the People's Committee at the commune level shall be responsible for collecting and aggregating the opinions and suggestions of voters sent by the Delegation of People's Council representatives to the Standing Body of the People's Council at the same level.

The Standing Body of the People's Council shall be responsible for chairing and coordinating with the Permanent Standing Committee of the Vietnam Fatherland Front at the same level to collect and aggregate reports; classify and transfer them to the competent agencies, organizations, and individuals for resolution and response to voters."

18. Amend and supplement Clause 2 of Article 42 as follows:

"2. The Permanent Standing Committee of the Vietnam Fatherland Front at the provincial level shall be responsible for coordinating with the Delegation of People's Council representatives at the same level to aggregate the opinions and suggestions of voters through the Permanent Standing Committee of the Vietnam Fatherland Front at the commune level where provincial People's Council representatives meet voters and members of the Front; the Permanent Standing Committee of the Vietnam Fatherland Front at the commune level shall be responsible for coordinating with the Delegation of People's Council representatives at the same level to aggregate the opinions and suggestions of voters where commune-level People's Council representatives meet voters and the opinions of Front members sent to.

At the latest seven working days before the opening day of the session, submit a comprehensive report on the opinions and suggestions of voters and local residents to the provincial People's Committee for consideration and resolution according to its authority."

19. Amend and supplement Article 43 as follows:

"Article 43. Aggregation of voter comments through voter contact activities of People's Council representatives

The Delegation of People's Council representatives and the Permanent Standing Committee of the Vietnam Fatherland Front at the same level shall be responsible for aggregating and reporting to the Standing Body of the People's Council at the same level about the comments of voters on the activities of the People's Council, the Standing Body of the People's Council, the Committees of the People's Council, and People's Council representatives."

20. Amend and supplement Clause 2 of Article 44 as follows:

"2. The Secretary-General of the National Assembly - Chairman of the National Assembly Office shall be responsible for assisting the Standing Committee of the National Assembly in considering, resolving, and responding to voter petitions related to the agenda of the National Assembly session, the Standing Committee of the National Assembly meeting, and other issues within the functions and responsibilities of the Secretary-General of the National Assembly - Chairman of the National Assembly Office, the National Assembly Office."

21. Amend and supplement Clause 2 and abolish Clause 3 of Article 45 as follows:

"2. The Office of the Delegation of National Assembly representatives and the People's Council at the provincial level, the Office of the People's Council and the People's Committee at the commune level shall be responsible for assisting the Standing Body of the People's Council at the same level in considering, resolving, and responding to voter petitions related to the agenda of the People's Council session, the content and supervision program of the People's Council, the Standing Body of the People's Council at the same level, and other issues within the functions and responsibilities of the People's Council outside the areas managed by the Committees of the People's Council."

22. Amend and supplement Clause 4 of Article 46 as follows:

"4. Specialized agencies and other administrative organizations under the People's Committee at the provincial and commune levels shall be responsible for resolving and responding to voter petitions regarding matters within their jurisdiction."

23. Amend and supplement Clause 3 of Article 50 as follows:

"3. Immediately after receiving the reply document to voters, the Delegation of People's Council representatives shall be responsible for informing the voters of the results of the resolution and response by the competent agency, organization, or individual; publicly inform the reply document to voters on local mass media."

24. Supplement Clause 1a after Clause 1 of Article 56 as follows:

"1a. Relevant agencies, organizations, and individuals shall be responsible for applying information technology and digital transformation in voter contact activities and managing the resolution of voter petitions. The National Assembly Office shall be responsible for coordinating with the Standing Committee on Petitions and Oversight and relevant agencies to build, manage, and operate a unified database on voter petitions. The Government shall direct ministries, sectors, and localities to ensure timely, accurate, transparent, and public use, updating, monitoring, and exploitation of data. Competent agencies, organizations, and individuals responsible for resolving and responding to voter petitions shall be responsible for timely and complete updates to the database and bear responsibility for the content provided."

25. Replace, supplement, and abolish certain terms and phrases in clauses and articles as follows:

a) Add the phrase "(if any)" after the phrase "Chairman of the Trade Union" in Articles 14, 24, and 28;

b) Replace the phrase "Secretary-General of the National Assembly" with the phrase "Secretary-General of the National Assembly - Chairman of the National Assembly Office" in Article 15;

Replace the phrase "Office of the People's Council and People's Committee at the district level, the working group of the People's Council at the commune level" with the phrase "Office of the People's Council and People's Committee at the commune level" in Article 16, Article 29;

Replace the phrase "extraordinary session" with the phrase "non-recurring session" in Article 18, Article 21, Article 24, Article 34, Article 38;

Add the word "session" before the phrase "to resolve urgent matters arising for the People's Council" in Article 18, Article 21, Article 24;

Replace the phrase "Supreme People's Court, Supreme People's Procuracy, People's Courts, People's Procuracies at the provincial and district levels" with the phrase "People's Courts at all levels, People's Procuracies at all levels" in Article 47;

Delete the phrase "or representative of the labor union" in Article 14.

Article 2. Implementation clause

This joint resolution shall take effect from the date of issuance./.
