Circular No. 109/2025/TT-BQP stipulates the awarding of the Commemorative Medal "For the Cause of Maintaining World Peace of the United Nations"

CIRCULAR

"REGULATIONS ON THE AWARD OF THE COMMEMORATIVE MEDAL "FOR THE CAUSE OF MAINTAINING UNITED NATIONS PEACEKEEPING"

Pursuant to the Law on Competition and Reward dated June 15, 2022;

Pursuant to the Law on Participation in United Nations Peacekeeping Forces dated June 26, 2025;

Pursuant to Decree No. 152/2025/NĐ-CP dated June 14, 2025 of the Government stipulating the delegation of authority in the field of competition and reward; detailing and guiding the implementation of certain provisions of the Law on Competition and Reward;

Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/NĐ-CP dated February 28, 2025 amending and supplementing some articles of Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

At the proposal of the Director of the General Political Department.

The Minister of National Defense promulgates this Circular stipulating the award of the Commemorative Medal "For the Cause of Maintaining United Nations Peacekeeping".

Chapter I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates principles, recipients, criteria, procedures, files, models of the Commemorative Medal, time for examination and presentation, financial guarantee, rights and responsibilities, handling violations, and resolving complaints and denunciations in the examination and award of the Commemorative Medal "For the Cause of Maintaining United Nations Peacekeeping" (hereinafter referred to as the Commemorative Medal).

Article 2. Applicability

This Circular applies to individuals proposed for the award of the Commemorative Medal; relevant agencies and organizations involved in the examination and presentation of the Commemorative Medal.

Article 3. Principles for awarding the Commemorative Medal

1. The awarding of the Commemorative Medal must be conducted openly, democratically, fairly, promptly, and ensure the correct recipient, criteria, and procedural steps.

2. The Commemorative Medal shall only be awarded once to an individual.

3. The Commemorative Medal shall only be awarded to individuals who are currently serving at the time this Circular takes effect.

Article 4. Cases not eligible for the award of the Commemorative Medal

1. Individuals violating laws, discipline, with pending complaints or accusations under investigation or disciplinary actions such as reprimand, warning, demotion in salary grade, removal from position, reduction in rank, and have not yet completed their disciplinary period shall not be considered for the award of the Commemorative Medal.

2. Individuals subject to expulsion from the Party, deprivation of military rank, or revocation of officer rank shall not be considered for the award of the Commemorative Medal.

Chapter II

RECIPIENTS AND CRITERIA; PROCEDURES AND FILES FOR PROPOSAL FOR THE AWARD OF THE COMMEMORATIVE MEDAL

Article 5. Recipients and criteria for the award of the Commemorative Medal

1. Leaders of the Party, State, and Ministry of National Defense; Chiefs of the General Staff and the General Political Department directly leading, directing, and organizing the implementation of peacekeeping missions for the United Nations.

2. Leaders of central ministries, departments, mass organizations, provinces, and cities directly leading, directing military and defense work with significant contributions to the participation in United Nations peacekeeping operations by the Vietnam People's Army, as proposed by ministries, departments, and provinces.

3. Chiefs of agencies and units under the Ministry of National Defense and the Office of the Government directly leading, directing, and organizing the implementation of peacekeeping missions for the United Nations for five years or more, with significant contributions to the participation in United Nations peacekeeping operations by the Vietnam People's Army.

4. Individuals under the Ministry of National Defense and the Office of the Government not falling within the scope of Clause 1 and Clause 3 of this Article, directly directing, advising, and implementing peacekeeping missions for the United Nations for seven years or more, with significant contributions to the participation in United Nations peacekeeping operations by the Vietnam People's Army.

5. Military personnel, civil servants, public officials, defense workers, and staff working in the government office completing well their duties in participating in United Nations peacekeeping activities at peacekeeping missions or UN headquarters for one year or more.

6. Individuals outside the military, under the management and direction of the Ministry of National Defense, completing well their duties in participating in United Nations peacekeeping activities at peacekeeping missions for one year or more.

7. Overseas Vietnamese and foreigners making substantial and effective contributions to the Vietnam People's Army in training, logistical support, technical assistance, and diplomacy during the process of participating in United Nations peacekeeping operations.

8. Special cases shall be examined and decided by the Minister of National Defense.

Article 6. Procedures for nominating to be awarded the Commemorative Medal

1. For individuals in the Military

a) Individuals shall fill out a summary of their achievements during their tenure, with confirmation from their unit's head.

b) The political department, political assistant, or personnel responsible for competition and commendation work (in units without a political department) shall review and report to the Political Commissar, Political Commander (Party Secretary), or unit commander.

c) The Political Commissar, Political Commander (Party Secretary) or unit commander shall examine and submit to the immediate superior.

2. For individuals under central agencies, ministries, sectors, mass organizations, provinces, and cities

a) Individuals shall fill out a summary of their achievements during their tenure, with confirmation from their agency or unit management head.

b) The agency responsible for competition and commendation work at the unit shall compile and report to the immediate superior.

c) Central agencies, ministries, sectors, and mass organizations of provinces and cities shall issue a document requesting the Minister of National Defense to consider awarding commendations.

3. For Party and State leaders, overseas Vietnamese, and foreigners, the recommending agency or unit shall establish a nomination dossier for commendation.

4. The Vietnam Peacekeeping Center is responsible for coordinating to compile, review, and prepare a dossier to submit to the Minister of National Defense (through the Propaganda Department); the Propaganda Department shall report to the Head of the Political General Department for consideration and recommendation to the Minister of National Defense for decision.

5. For individuals who are overseas Vietnamese or foreigners, the Vietnam Peacekeeping Center shall take the lead and coordinate with the Foreign Affairs Department and the Military Security Protection Department and related agencies and units to review and provide opinions before submitting to the Minister of National Defense.

Article 7. Nomination Dossier for Awarding the Commemorative Medal

1. The dossier of agencies, units, central agencies, ministries, sectors, and mass organizations of provinces and cities nominating the Minister of National Defense (through the Vietnam Peacekeeping Center) includes:

a) A letter of request from the unit head or a document from central agencies, ministries, sectors, and mass organizations of provinces and cities (Model No. 01 attached as an appendix).

b) A list of individuals nominated for the Commemorative Medal (Model No. 02 attached as an appendix).

c) A summary report of achievements confirmed by the unit head (Model No. 03 attached as an appendix).

2. The dossier of the Vietnam Peacekeeping Center sent to the Propaganda Department includes:

a) A letter of request for the Minister of National Defense to award commendations.

b) A list of individuals nominated for the Commemorative Medal.

c) A summary report of achievements for individuals nominated for the Commemorative Medal.

3. Agencies and units shall submit one paper dossier or one electronic dossier on the Ministry of National Defense's document management and operation system. Central agencies, ministries, sectors, and mass organizations of provinces and cities shall submit on the Government's management and operation system.

Chapter III

MODEL OF THE COMMENDATION MEDAL

Article 8. Model of the Commemorative Medal

1. The structure of the Commemorative Medal consists of two parts: the Medal Stem and the Medal Body:

a) The Medal Stem is rectangular in shape, measuring 1.3 x 2.6 cm, with a red background and gold border.

b) The Medal Body has three main components: three flags in red, blue, and light blue colors; a globe emblem. The outer circular part has the inscription "For the cause of United Nations peacekeeping" (English version reads "For the cause of United Nations peacekeeping") and the number "27-5". Material: gold-plated alloy. Manufacturing process: embossing, coloring, and gold plating solution.

Article 9. Model of the Commemorative Medal

1. Size: Printed on A4 paper size, dimensions 360 x 237mm.

2. Design content: Decorative patterns around the edges, with the image of the Commemorative Medal in the center on a background of Vietnamese Dong Son bronze drum motifs.

3. The Commemorative Medal and Certificate of the Commemorative Medal have two versions: one version in Vietnamese for presentation to Vietnamese citizens; one version in English for presentation to foreign nationals (Illustration provided in the Appendix attached to this Circular).

Chapter IV

TIME FOR CONSIDERATION, ORGANIZATION OF PRESENTATION, FINANCIAL GUARANTEE, RIGHTS AND OBLIGATIONS, VIOLATION HANDLING, AND COMPLAINT AND ACCUSATION RESOLUTION IN THE CONSIDERATION OF COMMENDATION MEDALS

Article 10. Time for consideration

1. The Commemorative Medal is considered annually on December 22, the day of the founding of the Vietnam People's Army, and May 27, the traditional day of the United Nations Peacekeeping Force.

2. Consideration is conducted immediately following the completion of the individual's mission in the United Nations Peacekeeping Force.

3. Consideration may be conducted exceptionally based on the Decision of the Minister of National Defense.

Article 11. Organization of Presentation

The agency or unit proposing the award of the Commemorative Medal shall be responsible for organizing the presentation of the Commemorative Medal in accordance with Articles 28, 29, 30, and 31 of Decree No. 152/2025/NĐ-CP dated June 14, 2025, of the Government on the delegation of authority in the field of commendation and reward; detailed regulations and guidance on the implementation of certain provisions of the Law on Commendation and Reward.

Article 12. Financial Guarantee

The prize money for the Commemorative Medal stipulated in this Circular is guaranteed from the Ministry of National Defense's Commendation and Reward Fund. Budget preparation, settlement, and finalization are carried out in accordance with current state and Ministry of National Defense regulations.

Article 13. Rights and Obligations of Individuals Receiving the Commemorative Medal

1. Vietnamese individuals residing in Vietnam who receive the Commemorative Medal shall receive the Medal Emblem, Certificate, Frame, and prize money equivalent to 0.6 times the base salary.

2. Overseas Vietnamese and foreign individuals receiving the Commemorative Medal shall receive the Medal Emblem, Certificate, Frame, and gifts valued at 0.6 times the base salary.

3. Individuals receiving the Commemorative Medal are responsible for preserving the Commemorative Medal and promoting the traditions of the Vietnam People's Army, setting a good example in implementing Party policies and State laws.

Article 14. Handling Violations, Resolving Complaints and Accusations

1. Agencies and units related to the proposal for the award of the Commemorative Medal are responsible under the law for the accuracy of the application files.

2. Organizations and individuals have the right to file complaints and accusations regarding the awarding of the Commemorative Medal in accordance with the Law on Complaints and Accusations and the Law on Commendation and Reward. The authority to resolve complaints and accusations is governed by current laws.

Chapter V

IMPLEMENTATION

Article 15. Effective Date

1. This Circular takes effect from November 14, 2025.

2. If the referenced documents in this Circular are amended, supplemented, or replaced by other documents, the content of the references shall be implemented according to the new documents.

Article 16. Implementation Organization

1. The Director of the Political General Department, the Chief of the General Staff, heads of agencies, units, organizations, and individuals related to this Circular are responsible for its implementation.

2. During the implementation process, if there are difficulties, agencies and units shall promptly report to the Ministry of National Defense (through the Political General Department) for review and resolution./.
