Pursuant to Decree No. 95/CP dated August 27, 1994 of the Government on collecting part of hospital fees and based on the guidance of the Prime Minister in Notification No. 62-TB dated June 9, 1997 of the Government Office. To align with current circumstances and the actual payment capacity of the health insurance fund, the Joint Ministries of Health - Finance - Labour, Invalids and Social Affairs - Government Pricing Board amend certain points of Circular No. 14/TTLB dated September 30, 1995 guiding the collection of part of hospital fees as follows:
1. Paragraph 3, Clause 2, Subsection B, Part IV - Forms of collecting part of hospital fees shall be amended as follows:
In order to alleviate difficulties for patients with serious illnesses requiring high actual costs and to ensure the payment capacity of the health insurance fund, the total amount of two charges: bed day fee and actual cost usage directly for the patient shall not exceed the total amount calculated according to the price specified in Section B2: "Maximum price for one day of inpatient treatment" (taking the price from each type of inpatient treatment day in this price list multiplied by the number of inpatient treatment days of the patient). For patients (including those with health insurance cards) who receive treatment according to special requirements, they must fully pay the actual costs to the hospital.
2. Subsection d, Part IV - Forms of collecting part of hospital fees shall be amended as follows:
Patients with health insurance cards will be reimbursed by the health insurance agency to the hospital for medical examination and treatment costs according to the partial hospital fee prices stipulated in Point 1 of this Circular for medical services, except for diseases and cases prescribed in Article 16, Article 17 of the Health Insurance Regulations.
For certain medicines and high-tech medical services specified in the annex attached to this Circular, patients with health insurance cards will be reimbursed by the health insurance agency to the hospital for part of the costs according to the partial hospital fee prices, the remainder will be paid by the patient to the hospital. This provision does not apply to retired persons, disabled individuals, and those who have contributed to the Revolution covered by health insurance.
3. Implementation Provisions
This Circular takes effect from the date of issuance, all previous regulations contrary to this Circular are abolished.
