Pursuant to the Education Law dated June 14, 2005 and the Law amending and supplementing certain articles of the Education Law dated November 25, 2009;

The Minister of Education and Training issues this Circular amending and supplementing certain provisions of the Regulations on the visiting lecturer system in educational institutions issued together with Circular No. 44/2011/TT-BGDĐT dated October 10, 2011 of the Minister of Education and Training.
At the proposal of the Director of the Teacher and School Management Officer Department,
Article 1. Amending and supplementing certain provisions of the Regulations on the visiting lecturer system in educational institutions issued together with Circular No. 44/2011/TT-BGDĐT dated October 10, 2011 of the Minister of Education and Training.
1. This document stipulates the visiting lecturer system and reporting activities in educational institutions within the national education system, including: visiting lecturers, reporters, and visiting lecturer and reporting activities; standards for visiting lecturers, standards for reporters; teaching hour limits for visiting lecturers (hereinafter referred to as visiting lecture hours); visiting lecturer contracts, reporting contracts; responsibilities and rights of visiting lecturers, reporters, receiving institutions, and organizations where visiting lecturers and reporters work.
1. Economic organizations conducting foreign exchange trading agency activities; economic organizations conducting foreign currency receipt and payment service provision activities; economic organizations conducting border country currency exchange agency activities.
"Article 1. Scope of Regulation and Applicability
2. This document applies to visiting lecturers, reporters, educational institutions within the national education system, relevant agencies, organizations, and individuals.
3. This document does not apply to overseas Vietnamese and foreigners coming to teach at Vietnamese educational institutions (except in cases where these individuals serve as reporters); foreign-invested educational institutions in Vietnam.
4. This document does not apply to Party reporters and legal reporters.

Chapter IVa
REPORTER SYSTEM IN EDUCATIONAL INSTITUTIONS
Article 13a. Reporters, standards for reporters
1. Reporters are experts, scientists, entrepreneurs, artisans, workers from both inside and outside the country invited by educational institutions to report on specialized topics and practical experiences to contribute to improving the quality of education, training, scientific research, and linking education and training with practice.
2. Standards for reporters:
a) Possess expertise and deep knowledge in the field or specialty being reported;
b) Have firm political stance, good moral character, and comply well with the policies and laws of the Party and State.

Article 13b. Responsibilities and rights of the reporter
1. Responsibilities of the reporter:
The responsibilities of the reporter shall be carried out in accordance with the provisions regarding the responsibilities of visiting lecturers as stipulated in Article 8 of Circular No. 44/2011/TT-BGDĐT.
2. Rights of the reporter:
a) To be provided with necessary information and materials for professional activities as agreed upon.
b) To receive remuneration as prescribed or as agreed upon.
c) To enjoy other benefits as prescribed by law in relevant cases.
Article 13c. Reporting contract; responsibilities and rights of educational institutions towards reporters; responsibilities and rights of agencies and organizations where reporters work
1. The reporting contract for reporters shall be implemented in accordance with the provisions regarding the visiting lecturer contract for visiting lecturers as stipulated in Article 7 of Circular No. 44/2011/TT-BGDĐT.
2. Responsibilities and rights of educational institutions towards reporters:
a) The responsibilities of educational institutions towards reporters shall be carried out in accordance with the provisions regarding the responsibilities of visiting lecturer institutions towards visiting lecturers as stipulated in Article 10 of Circular No. 44/2011/TT-BGDĐT.
b) The rights of educational institutions towards reporters shall be carried out in accordance with the provisions regarding the rights of visiting lecturer institutions towards visiting lecturers as stipulated in Article 11 of Circular No. 44/2011/TT-BGDĐT.
3. Responsibilities and rights of agencies and organizations where reporters work:
a) The responsibilities of agencies and organizations where reporters work shall be carried out in accordance with the provisions regarding the responsibilities of agencies and organizations where visiting lecturers work as stipulated in Article 12 of Circular No. 44/2011/TT-BGDĐT.
b) The rights of agencies and organizations where reporters work shall be carried out in accordance with the provisions regarding the rights of agencies and organizations where visiting lecturers work as stipulated in Article 13 of Circular No. 44/2011/TT-BGDĐT."
Article 2. Effective Date
This Circular takes effect from May 19, 2013.
Article 3. Responsibility for Implementation
The Director of the Office, the Director of the Department of Teachers and School Management Staff, Heads of units related to the Ministry of Education and Training, Ministers of Ministries, Heads of agencies at the level of ministries, agencies under the Government, Chairmen of Provincial People's Committees, Municipal People's Committees directly under the Central Government, and Heads of educational institutions have the responsibility to implement this Circular.
