CIRCULAR
ISSUING REGULATIONS ON THE GUEST LECTURING SYSTEM IN EDUCATIONAL INSTITUTIONS
Pursuant to the Education Law dated June 14, 2005 and the Law amending and supplementing certain articles of the Education Law dated November 25, 2009;
BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007, PROVIDING THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL BODIES AT THE MINISTRY LEVEL;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
BASED ON THE GOVERNMENT DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006, PROVIDING GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE EDUCATION LAW AND GOVERNMENT DECREE NO. 31/2011/NĐ-CP OF MAY 11, 2011 AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF THE GOVERNMENT DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006, PROVIDING GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE EDUCATION LAW;
At the proposal of the Director of the Teacher and School Management Officer Department,
THE MINISTER OF EDUCATION AND TRAINING DECIDES:
Article 1. TO ISSUE THE REGULATIONS ON THE GUEST LECTURING SYSTEM IN EDUCATIONAL INSTITUTIONS ATTACHED TO THIS CIRCULAR.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM DECEMBER 24, 2011. THIS CIRCULAR REPLACES THE DECISION NO. 54/2008/QĐ-BGDĐT OF SEPTEMBER 24, 2008 OF THE MINISTER OF EDUCATION AND TRAINING ISSUING REGULATIONS ON THE GUEST LECTURING SYSTEM AT HIGHER EDUCATION INSTITUTIONS.
Article 3. THE HEAD OF THE MINISTRY’S OFFICE, DIRECTOR OF THE DEPARTMENT OF TEACHERS AND EDUCATIONAL MANAGEMENT STAFF, HEADS OF MINISTRY OF EDUCATION AND TRAINING UNITS RELATED TO THIS CIRCULAR, MINISTERS, HEADS OF GOVERNMENTAL BODIES AT THE MINISTRY LEVEL AND UNDER THE GOVERNMENT, CHAIRMEN OF THE PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, AND HEADS OF EDUCATIONAL INSTITUTIONS ARE RESPONSIBLE FOR ENFORCING THIS CIRCULAR./.
