REGULATIONS ON CODES AND STANDARDS FOR PROFESSIONAL TITLES OF EDITORS, REPORTERS, TRANSLATORS, AND TELEVISION DIRECTORS IN THE FIELD OF INFORMATION AND COMMUNICATIONS

Pursuant to the Civil Servant Law No. 58/2010/QH12 dated November 15, 2010;

Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, use, and management of civil servants;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary systems for cadres, civil servants, public officials, and armed forces; Decree No. 17/2013/NĐ-CP dated February 19, 2013 of the Government amending and supplementing certain Articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary systems for cadres, civil servants, public officials, and armed forces;

Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to Decree No. 58/2014/NĐ-CP dated June 16, 2014, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

The Minister of Information and Communications and the Minister of Home Affairs issue this Joint Circular stipulating codes, standards for professional titles and appointment, grading according to professional titles of public officials with the positions of Editor, Reporter, Translator, and Television Director in the field of Information and Communications,

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Joint Circular stipulates codes, standards for professional titles and appointment, grading according to professional titles of public officials with the positions of Editor, Reporter, Translator, and Television Director in the field of Information and Communications.

2. This Joint Circular applies to public officials with the positions of Editor, Reporter, Translator, and Television Director in public service units belonging to the field of Information and Communications and other organizations and individuals related thereto.

Article 2. Classification and Codes of Professional Titles for Public Officials in the Field of Information and Communications

1. Position of Editor

a) Editor Grade I Code: V.11.01.01;

b) Editor Grade II Code: V.11.01.02;

c) Editor Grade III Code: V.11.01.03.

2. Position of Reporter

a) Reporter Grade I Code: V.11.02.04;

b) Reporter Grade II Code: V.11.02.05;

c) Reporter Grade III Code: V.11.02.06.

3. Position of Translator

a) Translator Grade I Code: V.11.03.07;

b) Translator Grade II Code: V.11.03.08;

c) Translator Grade III Code: V.11.03.09.

4. Position of Television Director

a) Television Director Grade I Code: V.11.04.10;

b) Television Director Grade II Code: V.11.04.11;

c) Television Director Grade III Code: V.11.04.12.

Article 3. General standards for professional ethics

1. Implement the Party’s guidelines, policies, and state laws, as well as industry and local regulations on information and communications.

2. Be honest, objective, and highly responsible for assigned tasks; fulfill all duties of a public official in professional activities.

3. Cultivate ethics, maintain professional qualities, honor, and reputation; refrain from abusing work positions and assigned tasks for personal gain; foster unity, creativity, readiness to absorb new knowledge, self-improvement; have a sense of cooperation, assistance to colleagues, sharing experiences in work; actively participate in scientific research to develop the profession and improve competence.

Chapter II

OCCUPATIONAL STANDARDS

Section 1. POSITION OF EDITOR

Article 4. Editor Grade I - Code: V.11.01.01

1. Duties:

a) Tasks in the field of journalism:

- Lead the development of directions, plans, organization, guidance, and implementation of sources of materials, documents, news items, topics, scripts, literary works according to the directions, plans, and requirements of the unit;

- Lead the organization, selection, editing to enhance ideological, artistic, and scientific quality; be responsible for the content of manuscripts within the assigned area;

- Organize writing of news items, articles, prefaces, introductions, critical essays, and specialized sections under their responsibility;

- Explain themes ideologically, guide technical and aesthetic presentation requirements; monitor the production process;

- Organize promotional, advertising content for works within their responsibility; organize surveys and studies of audience reactions to the content and form of works and articles within the assigned area, propose measures to address issues;

- Lead a team of contributors, create conditions for authors to complete manuscripts;

- Lead the professional and vocational summary of editing; draft content for domestic and international vocational seminars;

- Lead the establishment of goals, content, programs, materials, and organize training for lower-grade editors;

- Participate in the review board for transferring or upgrading the professional title of lower-grade editors.

b) Tasks in the field of publishing:

- Develop strategies and plans for resource exploitation, organizing manuscript topics according to the publisher's direction (short-term, medium-term, and long-term);

- Develop key topics and manuscripts according to the functions and responsibilities of the publisher; be responsible for the content of manuscripts within the assigned area;

- Direct the coordination between art and printing editors to ensure high-quality publication products in terms of content, illustrations, design, and printing;

- Organize the development of a strategic author and contributor team for the publisher;

- Lead the professional and vocational summary of editing-publishing; draft content for domestic and international specialized vocational seminars;

- Lead the establishment of goals, content, and materials assigned for training lower-grade editors in editing.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in journalism or publishing;

b) Have computer skills meeting the basic information technology proficiency standard as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on Information Technology Proficiency Standards (hereinafter referred to as Circular No. 03/2014/TT-BTTTT);

c) Have foreign language proficiency at level 4 (B2) as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the Six-Level Foreign Language Competency Framework for Vietnam (hereinafter referred to as Circular No. 01/2014/TT-BGDĐT);

d) Hold a graduate diploma in Political Theory;

đ) Hold a certificate for training standards for Editor Grade I position.

3. Qualifications regarding professional expertise and skills:

a) Master the Party's policies, guidelines, and state laws in the specialized field; new achievements and important events in political, economic, and social life;

b) Be proficient in specialized vocational skills; various cultural and artistic forms; sociology and effectively apply them in editing.

c) Has led the compilation of at least four (4) works recognized by the Art and Science Council or awarded prizes; or has led at least two (2) theoretical research projects on specialized vocational science (at the Ministry level or equivalent).

d) A staff member promoted from the rank of Second-Class Editor to First-Class Editor must have held the rank of Second-Class Editor for a minimum of six (6) years, including at least two (2) years in the position of Second-Class Editor.

Article 5. Second-Class Editor – Code: V.11.01.02

1. Duties:

a) Tasks in the field of journalism:

- Exploiting and leading the organization of exploitation of sources of materials, news articles, topics, scripts, literary works according to the direction, plan, and requirements of the unit;

- Reviewing, selecting, and editing to enhance ideological, artistic, and scientific quality; being responsible for the content of manuscripts;

- Writing and organizing the writing of news articles, prefaces, forewords, critical essays, and introductions to sections under their responsibility;

- Explain themes ideologically, guide technical and aesthetic presentation requirements; monitor the production process;

- Writing promotional, advertising, and public relations content, collecting and analyzing opinions and reactions from readers, viewers, listeners, and critics regarding the content and form of works and articles within their assigned field, proposing measures for handling;

- Leading the organization of a team of contributors, creating conditions for authors to complete their manuscripts;

- Summarizing professional activities; participating in preparing content for professional seminars both domestically and internationally;

- Providing vocational guidance to lower-ranked editors;

b) Tasks in the field of publishing:

- Developing strategies and plans for exploiting and organizing manuscript topics in accordance with the publisher's direction (short-term, medium-term);

- Selecting and exploiting topics and editing the content of publications to ensure quality; being responsible for the content of manuscripts within their assigned field;

- Building and implementing plans for manuscript topics on schedule, completing assigned quotas, ensuring the quality of publication content;

- Participating in organizing editorial teams (including content and technical-artistic editing);

- Developing networks of authors and contributors for the publisher;

- Providing guidance to editors on editing work;

2. Qualifications regarding education and training:

a) Having a bachelor's degree in journalism or publishing or higher. In cases where the degree is not in journalism or publishing, they must have attended a training course on journalism and publishing skills for at least eight (8) weeks;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Having foreign language proficiency at level 3 (B1) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Having a diploma in Advanced Political Theory or higher;

đ) Holding a certificate in the standards for the rank of Second-Class Editor;

3. Qualifications regarding professional expertise and skills:

a) Master the Party's policies, guidelines, and state laws in the specialized field; new achievements and important events in political, economic, and social life;

b) Be proficient in specialized vocational skills; various cultural and artistic forms; sociology and effectively apply them in editing.

c) Has led the compilation of at least two (2) works recognized by the Art and Science Council or awarded prizes; or has participated in writing special topics in at least one (1) theoretical research project on specialized vocational science (at the Ministry level or equivalent);

d) A staff member promoted from the rank of Third-Class Editor to Second-Class Editor must have held the rank of Third-Class Editor for a minimum of nine (9) years, including at least three (3) years in the position of Third-Class Editor.

Article 6. Editor Level III – Code: V.11.01.03

1. Duties:

a) Tasks in the field of journalism:

- Exploit, organize sources of materials, documents, news items, articles, topics, scripts, literary works according to the direction, plan, and requirements of the unit;

- Review and edit to enhance ideological, artistic, and scientific quality; be responsible for the content of the manuscript;

- Select, write news items, articles, prefaces, and introduce sections under their own responsibility;

- Explain themes ideologically, guide technical and aesthetic presentation requirements; monitor the production process;

- Prepare content for propaganda, promotion, advertising, collect and analyze opinions and public sentiment from readers, viewers, listeners, and critics regarding the content and form of edited works and articles;

- Organize a team of contributors, create conditions for authors to complete manuscripts;

- Participate in professional summary and evaluation.

b) Duties Industry and in the publishing field:

- Select, exploit topics, and edit the content of publication manuscripts to ensure quality;

- Perform editing tasks according to the schedule of the manuscript, complete assigned quotas; be responsible for the content of the assigned manuscript;

- Propose and introduce authors and contributors to implement the annual publication plan;

- Participate in organizing group editing (including both content and technical editing);

- Write introductions for edited books, participate in promotional and marketing activities for the edited book; initially understand market analysis for books within their specialized field;

- Participate in researching scientific topics at the institutional level related to publishing activities.

2. Qualifications regarding education and training:

a) Having a bachelor's degree in journalism or publishing or higher. In cases where the degree is not in journalism or publishing, they must have attended a training course on journalism and publishing skills for at least eight (8) weeks;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Have a foreign language proficiency level of Grade 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a basic political theory certificate or higher;

đ) Hold a certificate for training the standards of the Editor Level III position.

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's policies and State laws concerning the specialized field; new achievements and significant events in political, economic, and social life;

b) Be proficient in specialized professional skills; apply them effectively in editing work;

Section 2. THE TITLE OF JOURNALIST

Article 7. Journalist Level I – Code: V.11.02.04

1. Duties:

a) Lead the development of plans and scripts for journalistic works;

b) Organize and direct the writing, photography, and filming of various types of complex journalistic works with comprehensive content and broad themes across multiple fields;

c) Write commentaries and editorials on domestic and international issues;

d) Edit and review news items and articles before publication on mass media and bear personal responsibility for their content;

đ) Organize and consolidate networks of informants and contributors assigned to their tasks;

e) Prepare content for domestic and international journalism exchange programs;

g) Develop goals, programs, materials, and organize training for lower-level journalists;

h) Participate in the council for reviewing promotions or advancements in job titles for lower-level journalists;

2. Qualifications regarding education and training:

a) Hold a bachelor’s degree or higher in journalism;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Have a foreign language proficiency level of Grade 4 (B2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a graduate diploma in Political Theory;

đ) Hold a certificate for training the standards of the Journalist Level I position;

3. Qualifications regarding professional expertise and skills:

a) Firmly grasp viewpoints, policies, directives, resolutions of the Party and State laws concerning domestic and foreign issues; about the situation of economy, politics, and society domestically and internationally;

b) Be proficient in specialized professional skills and effectively perform tasks as prescribed by the Press Law and other relevant laws;

c) Have led at least four (4) works recognized by the Art and Science Council or won awards; or have led at least two (2) theoretical research projects on professional science (at the Ministry level or equivalent);

d) A staff member promoted from the Journalist Level II to Journalist Level I must have held the Journalist Level II title and equivalent for a minimum of six (6) years, including at least two (2) years holding the Journalist Level II title.

Article 8. Category II Reporter - Code: V.11.02.05

1. Duties:

a) Develop plans, outlines, and propose news topics according to assigned tasks;

b) Organize implementation and write, take photographs, film news items and articles achieving good quality and bear personal responsibility for their journalistic works;

c) Identify and suggest issues for editorial planning;

d) Write commentaries on moderately complex content;

đ) Identify and introduce information officers, guide collaborating writers to write according to approved outlines;

e) Participate in compiling programs, materials, and organizing vocational training for lower-ranked staff;

g) Participate in preparing content and exchanging journalism skills both domestically and internationally.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in journalism or equivalent qualifications with at least eight weeks of journalism vocational training if the degree is not in journalism;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Having foreign language proficiency at level 3 (B1) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Having a diploma in Advanced Political Theory or higher;

đ) Hold a certificate for Category II Reporter standards training;

3. Qualifications regarding professional expertise and skills:

a) Proficiently grasp viewpoints, policies, guidelines, directives, resolutions of the Party and state laws concerning domestic and foreign issues related to assigned tasks; understand economic, political, and social situations both domestically and globally;

b) Skilled in specialized vocational work; organizational structure and activities of relevant sectors, units, localities related to assigned tasks and effectively perform duties as stipulated by the Press Law and other relevant laws;

c) Have been the principal author of at least two works recognized by the Art and Science Council or won awards; or have participated in writing special topics in at least one theoretical research project on specialized vocational science (Ministry level or equivalent);

d) Staff promoted from Category III Reporter to Category II Reporter must have held the Category III Reporter position for a minimum of nine years, including at least three years in the Category III Reporter position.

Article 9. Category III Reporter - Code: V.11.02.06

1. Duties:

a) Develop outlines and write news items and articles according to assigned tasks and guidance from the chief editor;

b) Write, take photographs, and film various types of news items, reports, investigations with moderately complex content and bear personal responsibility for their journalistic works;

c) Organize work with information officers, arrange commissioned writings according to approved outlines;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in journalism or equivalent qualifications with at least eight weeks of journalism vocational training if the degree is not in journalism;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Have a foreign language proficiency level of Grade 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a basic political theory certificate or higher;

đ) Hold a certificate for Category III Reporter standards training;

3. Qualifications regarding professional expertise and skills:

a) Understand policies, guidelines, and state laws related to assigned tasks; content of the Press Law;

b) Skilled in specialized vocational work; organizational structure and activities of relevant sectors, units, localities related to assigned tasks and effectively perform duties as stipulated by the Press Law and other relevant laws.

Section 3. TRANSLATOR TITLES

Article 10. Category I Translator - Code: V.11.03.07

1. Duties:

a) Develop topic plans, news items, and articles in assigned fields;

b) Organize and translate highly complex content such as political documents, laws, and reference tools;

c) Proofread translations for lower-ranked translators;

d) Guide explanations, techniques, and aesthetics for various types of media or publications;

đ) Prepare content and participate in domestic and international vocational seminars;

e) Summarize and evaluate experiences in translation practices, propose supplements and amendments to vocational procedures and technical regulations for media and publications;

g) Organize the development of objectives and content for program compilation and participate in vocational training for lower-ranked editors;

h) Participate in selection and review committees for promotion or transfer of occupational titles for lower-ranked translators.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a foreign language;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Possess a foreign language proficiency level of 4 (B2) as specified in Circular No. 01/2014/TT-BGDĐT. The second foreign language must be different from the one mentioned in the bachelor's degree under Point a of this Clause;

d) Hold a graduate diploma in Political Theory;

đ) Hold a certificate for Category I Translator standards training;

3. Qualifications regarding professional expertise and skills:

a) Proficiently grasp viewpoints, policies, guidelines, directives, resolutions of the Party and state laws concerning domestic and foreign issues; provisions of the Press Law, Publishing Law, and other relevant laws;

b) Skilled in specialized vocational work; vocational procedures, technical regulations, translation methods, terminologies, grammar, and style of the language, progress and development of language and style of the assigned foreign language;

c) Understand sociology, customs, traditions, needs, and preferences of domestic and foreign readers;

d) Have been the principal translator of at least four works recognized by the Art and Science Council or won awards; or have led at least two theoretical research projects on specialized vocational science (Ministry level or equivalent);

đ) Staff promoted from Category II Translator to Category I Translator must have held the Category II Translator position for a minimum of six years, including at least two years in the Category II Translator position.

Article 11. Level II Translator - Code: V.11.03.08

1. Duties:

a) Develop plans for assigned topics, news items, and articles;

b) Organize and translate complex content types in political, social, military, scientific, technical, economic, cultural, and artistic fields;

c) Participate in preparing content and translating for domestic and international professional seminars;

d) Guide and explain technical and aesthetic requirements for various forms of journalism or publications;

đ) Participate in compiling content programs and organizing professional training for translators;

e) Establish and manage networks of contributors and translators according to plans and process them through professional procedures.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a foreign language;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Possess a foreign language proficiency level of 3 (B1) as stipulated in Circular No. 01/2014/TT-BGDĐT. The second foreign language must be different from the one indicated on the bachelor's degree certificate under Point a of this Clause;

d) Having a diploma in Advanced Political Theory or higher;

đ) Hold a certificate for standard qualification training for Level II Translator;

3. Qualifications regarding professional expertise and skills:

a) Proficiently understand the viewpoints, policies, guidelines, directives, resolutions of the Party and state laws regarding domestic and foreign issues related to the assigned translation tasks; provisions of the Press Law, Publishing Law, and other relevant laws;

b) Skilled in specialized professional practices; professional procedures, technical standards, translation methods, terminology, grammar, and style of the language in the field of translation;

c) Understand sociology, customs, traditions, needs, and preferences of domestic and foreign readers;

d) Have led the translation of at least two works recognized by an art and science council or awarded prizes, or participated in writing special topics in at least one theoretical research work on specialized professional science (ministerial level or equivalent);

đ) A staff member promoted from Level III Translator to Level II Translator must have held the Level III Translator position and its equivalents for a minimum of nine years, including at least three years in the Level III Translator position.

Article 12. Level III Translator - Code: V.11.03.09

1. Duties:

a) Write translations of common genres such as news items, articles, yearbooks, reports, short pieces, books, ensuring the original content and taking personal responsibility for the translation;

b) Translate for external affairs work as required by the agency;

c) Collect, compile, cite, and research materials for translation purposes;

d) Identify and introduce collaborators.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a foreign language;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Possess a foreign language proficiency level of 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT. The second foreign language must be different from the one indicated on the bachelor's degree certificate under Point a of this Clause;

d) Hold a basic political theory certificate or higher;

đ) Hold a certificate for standard qualification training for Level III Translator;

3. Qualifications regarding professional expertise and skills:

a) Understand the policies, guidelines, and laws of the Party and state related to the assigned tasks; provisions of the Press Law, Publishing Law, and other relevant laws;

b) Skilled in specialized professional practices; professional procedures, technical standards for translation, translation methods, terminology, grammar, and style of the language in the field of translation;

c) Understand customs, traditions, needs, and preferences of domestic and foreign readers.

Mục 4. TITLE OF TELEVISION DIRECTOR

Article 13. Television Director Class I - Code: V.11.04.10

1. Duties:

a) Propose and lead the organization of script evaluation, analysis, processing, directing the creation of director's intent, scene scripts; selecting actors and collaborators; organizing the collection of necessary materials to serve the production of works;

b) Organize the development of plans and propose measures for the implementation of production and staging;

c) Direct the acting of characters and actors; guide collaborators and coordinate with relevant individuals to unify creative intent and ensure the completion process of works;

d) Organize the review, improvement, and handover of works;

đ) Monitor the social impact of works after their wide release to continue improving and perfecting them;

e) Identify new artistic trends, determine the artistic direction of the specialty; summarize experiences from staged works at the unit; participate in summarizing professional experience in the specialty. Determine and direct the consistency of the artistic style of the unit;

g) Lead the development of Objectives, contents, programs, and materials, and organize training to improve the professional skills of lower-class television directors and training for actors;

h) Participate in the council reviewing the transfer or promotion of professional titles for lower-class television directors;

i) Lead the preparation of content for professional workshops both domestically and internationally;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in directing;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Have a foreign language proficiency level of Grade 4 (B2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a graduate diploma in Political Theory;

đ) Hold a certificate for training to meet the standards of the Television Director Class I title;

3. Qualifications regarding professional expertise and skills:

a) Proficient in the Party and State's policies, laws on culture and arts; major political and social events; cultural and artistic achievements both domestically and internationally;

b) Skilled in professional specialty; various forms of literature and art; characteristics and features of combined arts, related technical sciences; sociology and effective application in building artistic images;

c) Thoroughly understanding laws on labor protection, safety techniques during practice and performance, and other relevant laws;

d) Have led at least four (4) works recognized by the Art and Science Council or won awards; or have led at least two (2) theoretical research works in the professional field (Ministry level or equivalent);

đ) Staff promoted from the Television Director Class II title to the Television Director Class I title must have held the Television Director Class II title or equivalent for at least six (6) years, including at least two (2) years holding the Television Director Class II title;

Article 14. Television Director Class II - Code: V.11.04.11

1. Duties:

a) Evaluate, analyze, and process scripts; develop director's intent, scene scripts; select actors and collaborators; collect necessary materials to serve the production of works;

b) Develop plans and propose measures for the implementation of production and staging;

c) Direct the acting of actors, guide collaborators, and coordinate with relevant individuals to unify creative intent and ensure the completion process of works;

d) Organize the review, improvement, and handover of works;

đ) Monitor the social impact of works after their wide release to continue improving and perfecting them;

e) Summarize experiences from staged works and artistic trends; establish and form the consistency of the artistic style of the unit;

g) Lead the training of actors, assist in improving the professional skills of lower-class directors;

h) Participate in preparing content for professional workshops both domestically and internationally;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in directing;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Having foreign language proficiency at level 3 (B1) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Having a diploma in Advanced Political Theory or higher;

đ) Hold a certificate for training to meet the standards of the Television Director Class II title;

3. Qualifications regarding professional expertise and skills:

a) Proficient in the Party and State's policies, laws on the specialized field; major political and social events; cultural and artistic achievements both domestically and internationally;

b) Skilled in professional specialty; various forms of literature and art; characteristics and features of combined arts, related technical sciences; sociology and effective application in building artistic images;

c) Thoroughly understanding laws on labor protection, safety techniques during practice and performance, and other relevant laws;

d) Have led at least two (2) works recognized by the Art and Science Council or won awards; or participated in writing special topics in at least one (1) theoretical research work in the professional field (Ministry level or equivalent);

đ) Staff promoted from the Television Director Class III title to the Television Director Class II title must have held the Television Director Class III title or equivalent for at least nine (9) years, including at least three (3) years holding the Television Director Class III title.

Article 15. Television Director Grade III – Code: V.11.04.12

1. Duties:

a) Evaluate, analyze, and process scripts: develop director's intent, scene script; select actors, collaborators; collect necessary materials and documents to serve the production of the work;

b) Develop plans and propose measures for the implementation of production and staging;

c) Direct acting of actors, guide collaborators, and coordinate with relevant persons to unify creative intent, ensuring the completion process of the work;

d) Organize the review, improvement, and handover of works;

d) Monitor the social impact of the work after its release to the public to continue improving and perfecting the work.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in directing;

b) Having computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

c) Have a foreign language proficiency level of Grade 2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT;

d) Hold a basic political theory certificate or higher;

d) Hold a certificate for training standards of the Television Director Grade III title.

3. Qualifications regarding professional expertise and skills:

a) Understand the Party and State's policies and laws on the specialized field; important political and social events; artistic achievements both domestically and internationally;

b) Be proficient in specialized vocational skills, basic characteristics, and features of combined arts disciplines; fundamental knowledge of related science and technology fields; sociology, and effectively apply them in performing assigned tasks;

c) Understand labor protection regulations, safety technical requirements during practice and performance, and other relevant legal provisions.

Chapter III

GUIDELINES FOR APPOINTMENT AND SALARY GRADING BY PROFESSIONAL TITLES

Article 16. Principles for Appointment and Salary Classification According to Professional Titles for Civil Servants

1. The appointment to professional titles for civil servants as stipulated in this Joint Circular must be based on the job position, responsibilities, and specialized vocational skills currently held by the civil servant, and according to the provisions of Article 17 of this Joint Circular.

2. When appointing from the current civil service rank to the corresponding professional title, it shall not combine with salary grade increase or promotion of professional title rank.

Article 17. Cases of Appointment to Professional Titles

Civil servants who have been appointed to civil service ranks as prescribed in Decision No. 428/TCCP-VC dated June 2, 1993 of the Minister - Head of the Government Organizational Cadre Department on issuing Standards for Civil Servants and Civil Servants in the Culture and Information Sector; Decision No. 78/2004/QĐ-BNV dated November 3, 2004 of the Minister of Home Affairs on the List of Civil Service Ranks and Civil Service Ranks, now are appointed to professional titles as stipulated in this Joint Circular, as follows:

1. Appoint to the professional title of Senior Editor Grade I, code V.11.01.01 for civil servants currently holding the Senior Editor rank, rank code 17.139.

2. Appoint to the professional title of Editor Grade II, code V.11.01.02 for civil servants currently holding the Chief Editor rank, rank code 17.140.

3. Appoint to the professional title of Editor Grade III, code V.11.01.03 for civil servants currently holding the Editor rank, rank code 17.141.

4. Appoint to the professional title of Senior Reporter Grade I, code V.11.02.04 for civil servants currently holding the Senior Reporter rank, rank code 17.142.

5. Appoint to the professional title of Reporter Grade II, code V.11.02.05 for civil servants currently holding the Chief Reporter rank, rank code 17.143.

6. Appoint to the professional title of Reporter Grade III, code V.11.02.06 for civil servants currently holding the Reporter rank, rank code 17.144.

7. Appoint to the professional title of Senior Translator Grade I, code V.11.03.07 for civil servants currently holding the Senior Translator rank, rank code 17.139.

8. Appoint to the professional title of Translator Grade II, code V.11.03.08 for civil servants currently holding the Chief Translator rank, rank code 17.140.

9. Appoint to the professional title of Translator Grade III, code V.11.03.09 for civil servants currently holding the Translator rank, rank code 17.141.

10. Appoint to the professional title of Senior Television Director Grade I, code V.11.04.10 for civil servants currently holding the Senior Director rank, rank code 17.154 and working in the television sector.

11. Appoint to the professional title of Television Director Grade II, code V.11.04.11 for civil servants currently holding the Chief Director rank, rank code 17.155 and working in the television sector.

12. Appoint to the professional title of Television Director Grade III, code V.11.04.12 for civil servants currently holding the Director rank, rank code 17.156 and working in the television sector.

Article 18. Salary Classification

1. The occupational titles of civil servants specified in Article 2 of this Joint Circular shall apply the salary scale for professional and technical staff of state-run units as prescribed in Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the remuneration system for cadres, public officials, civil servants, and armed forces personnel, as follows:

a) The occupational title of Editor-in-Chief Grade I, Reporter Grade I, Translator Grade I, Television Director Grade I shall apply the salary coefficient of Category A3, Group 1 (A3.1) from coefficient 6.20 to 8.00;

b) The occupational title of Editor Grade II, Reporter Grade II, Translator Grade II, Television Director Grade II shall apply the salary coefficient of Category A2, Group 1 (A2.1) from coefficient 4.40 to 6.78;

c) The occupational title of Editor Grade III, Reporter Grade III, Translator Grade III, Television Director Grade III shall apply the salary coefficient of Category A1 from coefficient 2.34 to 4.98.

2. The appointment and salary classification into the occupational titles of civil servants specified in Clause 1 of this Article for civil servants who have been classified into the ranks of Senior Editor (rank code 17.139), Principal Editor (rank code 17.140), Editor (rank code 17.141), Senior Reporter (rank code 17.142), Principal Reporter (rank code 17.143), Reporter (rank code 17.144), Senior Translator (rank code 17.139), Principal Translator (rank code 17.140), Translator (rank code 17.141), Senior Director (rank code 17.154), Principal Director (rank code 17.155), Director (rank code 17.156) as stipulated in Decision No. 78/2004/QĐ-BNV dated November 3, 2004 of the Minister of Home Affairs on the List of Ranks of Civil Servants and Civil Servant Ranks and Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the Remuneration System for Cadres, Public Officials, Civil Servants, and Armed Forces Personnel shall be implemented as follows:

In cases where civil servants meet the conditions for appointment to the occupational titles of civil servants with the same salary coefficient and grade as their previous rank, they shall be classified at the same grade and percentage of seniority allowance exceeding the ceiling (if any) currently enjoyed in their previous rank (including the time for considering promotion to the next grade or enjoying seniority allowance exceeding the ceiling if any in their previous rank) into the new occupational title appointed.

Example: Mr. Nguyen Van A was classified as Editor, code 17.141, grade 4, salary coefficient 3.33 since February 1, 2014. Now he meets the conditions and has been appointed by the competent authority to the occupational title of Editor Grade III, code V.11.01.03, then he shall be classified at grade 4, salary coefficient 3.33 of the occupational title of Editor Grade III from the date of signing the decision; the time for considering promotion to the next grade shall be counted from February 1, 2014.

3. Promotion of civil servants shall be carried out after being appointed to the civil servant position according to this Joint Circular and salary classification shall be conducted in accordance with the guidance provided in Clause 1, Section II, Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary classification when upgrading ranks, transferring ranks, and changing types of civil servants.

Chapter IV

IMPLEMENTING PROVISIONS

Article 19. Effective Date

1. This Joint Circular takes effect from May 25, 2016.

2. Replaces the civil servant standards for the positions specified in Decision No. 428/TCCP-VC dated June 2, 1993 of the Minister - Head of the Government Organizational Cadre Department regarding the issuance of Standards for Civil Servants and Civil Servants in the Culture and Information Sector corresponding to the positions specified in Article 2 of this Joint Circular.

3. Replaces the provisions on the ranks of civil servants and civil servant ranks in Decision No. 78/2004/QĐ-BNV dated November 3, 2004 of the Minister of Home Affairs on the List of Ranks of Civil Servants and Civil Servant Ranks corresponding to the positions specified in Article 2 of this Joint Circular.

Article 20. Implementation

1. This Joint Circular serves as the basis for implementing recruitment, utilization, management, and training and development of the civil servant workforce in the information and communication sector in public service units.

2. Public service units shall base their recruitment, utilization, and management of the civil servant workforce in accordance with the provisions of this Joint Circular.

3. The heads of public service units directly managing and utilizing civil servants shall be responsible for:

a) Review the positions and jobs of the unit, develop a plan for appointment to the corresponding occupational titles within units under their management, submit to the competent authority for examination and decision-making or decide according to the delegated authority;

b) Decide on the appointment to the corresponding occupational titles in public service units according to the delegated authority or according to the delegated authority after the appointment plan for the occupational titles has been approved by the competent authority.

4. Ministries, agencies at the ministerial level, government agencies, provincial People's Committees, and centrally-administered city People's Committees are responsible for:

a) Direct subordinate units under their management to implement the appointment of occupational titles and salary classification for civil servants in public institutions;

b) Approve the plans for appointment to occupational titles and salary classification for civil servants in public service units under their management from the current civil servant ranks to the corresponding occupational titles of civil servants as stipulated in this Joint Circular; resolve issues within their authority during the process of appointing occupational titles and salary classification;

c) Decide on the appointment to occupational titles and salary classification for civil servants under their management into the corresponding occupational titles in public service units according to their authority;

d) Report the results of the appointment of occupational titles and salary classification for civil servants in public service units under their management to the Ministry of Information and Communications and the Ministry of Home Affairs.

1. The Minister, head of a ministry-level agency, head of a government agency, and Chairman of a provincial or centrally-administered city People's Committee are responsible for implementing this Circular.

Article 21. Responsibility for Implementation

1. The Minister, head of a ministerial-level agency, head of an agency under the Government, and the Chairman of the People's Committee of a province or centrally governed city shall be responsible for implementing this Circular.

2. During the implementation process, if there are any difficulties, please reflect them to the Ministry of Information and Communications for consolidation and coordination with the Ministry of Home Affairs to examine and resolve.
