Guidelines on the functions, tasks, and authorities of the Department of Information and Communications under the People's Committee of the province, and the Cultural and Information Office under the People's Committee of the districtunder the People's Committee of the province under the People's Committee of the district
Pursuant to Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Information and Communications;
Pursuant to Decree No. 24/2014/NĐ-CP dated April 4, 2014 of the Government stipulating the organization of specialized agencies under the People's Committees of provinces and centrally-run cities, and Decree No. 107/2020/NĐ-CP dated September 14, 2020 of the Government amending and supplementing certain articles of Decree No. 24/2014/NĐ-CP dated April 4, 2014 of the Government stipulating the organization of specialized agencies under the People's Committees of provinces and centrally-run cities;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Information and Communications promulgates this Circular guiding the functions, tasks, and authorities of the Department of Information and Communications under the People's Committee of the province and centrally-run city (hereinafter referred to collectively as the provincial People's Committee), and the Cultural and Information Office under the People's Committee of the district, town, and centrally-run city district (hereinafter referred to collectively as the district People's Committee).
PART I
DEPARTMENTINFORMATION AND COMMUNICATIONS
Article 1. Position and Functions
Article 1. The Department of Information and Communications is a specialized agency under the provincial People's Committee with the function of advising and assisting the provincial People's Committee in state management over press; publishing, printing, distribution; broadcasting, television; electronic information; foreign information; grassroots information; postal services; telecommunications; radio frequency spectrum; information technology industry; information technology application; cyber security; electronic transactions, digital transformation at the local level (hereinafter referred to collectively as information and communications).
Article 2. The Department of Information and Communications has legal personality, its own seal and separate account; it is subject to the direction and management of the provincial People's Committee regarding organization, staffing, and work, while also being subject to the direction, inspection, and guidance of the Ministry of Information and Communications regarding professional matters.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Submit to the provincial People's Committee:
a) Draft decisions related to the field of information and communications and other documents as assigned by the provincial People's Committee;
b) Draft plans for development; programs, measures to organize the implementation of tasks in the field of information and communications within the province's jurisdiction managed by the Department;
c) Draft decisions on the delegation of state management tasks in the information and communications sector to the Department of Information and Communications and the district People's Committee;
d) Draft decisions specifying the functions, tasks, authorities, and organizational structure of the Department of Information and Communications;
đ) Draft decisions implementing socialization of activities providing public service in the field of information and communications within the authority of the provincial People's Committee and according to the delegation from higher-level state agencies.
2. Submit to the Chairman of the provincial People's Committee: Draft documents within the authority to issue by the Chairman of the provincial People's Committee as assigned.
3. Implement approved legal regulations, strategies, planning, programs, projects, technical standards, national standards, economic-technical norms on information and communications; provide information, propaganda, guidance, dissemination, education, and monitoring the enforcement of laws in areas under the Department's jurisdiction.
4. On press (including printed newspapers, magazines, online newspapers, online magazines, radio, television, news bulletins)
a) Manage circulating press according to regulations and organize inspections of circulating press locally;
b) Present to competent authorities or implement according to authority the issuance, modification of contents in licenses, revocation of licenses for publication of news bulletins for agencies, organizations in the locality according to laws and the delegation of the provincial People's Committee;
c) Present to competent authorities to respond or respond to notifications organizing press conferences locally for agencies, organizations, citizens of the locality, foreign diplomatic missions, organizations in Vietnam according to laws and the delegation of the provincial People's Committee;
d) Assist the provincial People's Committee in inspecting the conditions for operation of representative offices; if they do not meet the conditions, assist the provincial People's Committee in issuing documents requiring press agencies to terminate operations of representative offices and handle according to laws;
đ) Organize the implementation of plans for the development of the broadcasting and television industry in the locality after approval;
e) Manage broadcasting and television services; manage and issue registration for receiving foreign television signals directly from satellites in the locality according to laws.
5. On publishing, printing, and distribution
a) Issue, revoke licenses for non-commercial publication materials; issue, revoke licenses for importing non-commercial publications for agencies, organizations, individuals in the locality; issue, revoke licenses for printing publications and printing processing for foreign countries for printing establishments in the locality according to laws;
b) Issue, revoke licenses for printing; confirm registration of printing establishments; register the use of color photocopiers, printers with color photocopy functions in the locality according to laws;
c) Issuing, revoking exhibition and trade fair permits for publication products; temporarily suspending exhibitions and trade fairs of agencies, organizations, and individuals licensed by local authorities; confirming and reconfirming registration of publication distribution activities for enterprises and public service units at the local level as prescribed;
d) Managing the screening of publication products and organizing reading sessions of screened publication products licensed by local authorities; inspecting and handling according to authority when signs of violation of laws are found in printed products;
d) Temporarily suspending or ceasing printing activities if violations of the Law on Publications and guiding decrees are discovered in printed product content, and reporting to the Minister of Information and Communications and the Chairman of the Provincial People's Committee;
e) Suspending the distribution, recalling, confiscating, prohibiting circulation, and destroying publication products violating the Law on Publications at the local level upon decisions made by competent authorities as prescribed;
6. On external information
a) Build regulations and rules on external information activities in the locality;
b) Taking the lead and coordinating with relevant agencies to develop long-term, medium-term, and annual external information activity programs, projects, plans for provinces and centrally-administered cities, and implementing them after approval;
c) Taking the lead and organizing the review of long-term, medium-term, and annual external information activity programs, projects, plans of specialized agencies under provincial people's committees; district people's committees; approving according to authority or submitting to the provincial people's committee for approval of such programs, projects, plans;
d) Submitting to the provincial people's committee for approval of the display of paintings, photographs, and other forms of information outside the premises of foreign diplomatic missions and foreign organizations in the locality or issuing approval documents when authorized by the provincial people's committee as prescribed by law;
đ) Coordinating with the Provincial Party Propaganda Commission, Municipal Party Propaganda Commission to guide propaganda work through various forms: press conferences, regular press briefings, special press briefings, on the websites of provinces and centrally-administered cities;
7. On grassroots information and county-level radio and television activities
a) Building and managing the grassroots information system and county-level radio and television systems in the locality;
b) Building, managing, and operating the source information system for grassroots information in the locality;
c) Organizing the provision of information; managing the content of grassroots information in the locality;
8. On electronic information
a) Receiving, reviewing, and issuing, revoking, amending, supplementing, and renewing licenses for establishing comprehensive online information sites for organizations and businesses within the jurisdiction according to current laws;
b) Taking the lead and coordinating with relevant agencies to organize on-site inspections of technical conditions of businesses providing online gaming services registered to operate in the locality after officially providing such services;
c) Publicizing lists of public gaming service points that have been granted and revoked certificates meeting the conditions for public gaming service points; updating lists of online games that have been approved and revoked content approval decisions;
d) Taking the lead and coordinating with district people's committees to manage, statistics, and report on the operation of public internet access points and online gaming service points within the jurisdiction according to the law;
9. On advertising
a) Guiding the implementation of advertising in the press, on the internet, in publications, and integrated advertising on postal, telecommunications, and information technology products and services within the jurisdiction according to authority;
b) Supervising, inspecting, investigating, and handling according to authority violations by organizations and individuals in advertising in the press, on the internet, in publications, and integrated advertising on postal, telecommunications, and information technology products and services within the jurisdiction according to authority;
10. On postal services
a) Issuing, revoking postal service licenses for cases of providing intra-provincial mail services according to authority;
b) Issuing confirmation documents for postal service operations for cases of providing postal services as stipulated in Points a, b, c Clause 1 Article 25 of the Postal Law within the province and cases as stipulated in Point g Clause 1 Article 25 of the Postal Law;
c) Taking the lead and coordinating with relevant agencies to guide and facilitate the development of public postal networks within the jurisdiction;
d) Managing and coordinating management of postal business activities; postal rates, quality of postal services, postal safety; postal stamps within the jurisdiction;
đ) Supervising and inspecting the operation of public postal networks; the provision of universal postal services, postal services for Party and State agencies, public tasks on public postal networks;
11. On telecommunications
a) Guiding, inspecting, and directing telecommunications enterprises to implement infrastructure security measures in telecommunications activities within the jurisdiction according to the law;
b) Supporting telecommunications enterprises within the jurisdiction to complete basic construction procedures for telecommunications projects according to issued licenses, consistent with local development planning, and according to the law;
c) Taking the lead and coordinating with relevant agencies to guide and facilitate the development of telecommunications infrastructure, digital infrastructure, promote sharing, common use, and resolution of disputes regarding access, sharing, common use, rental fees for passive telecommunications technical infrastructure and cross-sector technical infrastructure within the jurisdiction;
d) Guiding, directing, and supervising the implementation of regulations on the management of telecommunications subscriber information by telecommunications enterprises within the jurisdiction;
12. On radio frequency spectrum
a) Guiding and inspecting the implementation of frequency channel planning for broadcasting and television in the province; regulations on conditions, technical requirements, and operational conditions for conditional wireless devices;
b) Coordinate with regional radio frequency organizations to handle interference issues within the province or centrally-administered city;
c) Receive and guide the completion of procedures for applying for radio frequency and wireless device licenses according to the authorization of the Radio Frequency Management Department;
13. On information technology industry
a) Organize the implementation of strategies, plans, programs, projects on the information technology industry; mechanisms, policies, management regulations, and support for the development of hardware, software industries, digital content industry, and information technology services, as well as the development of information technology enterprises and digital enterprises;
b) Establish, manage, and update databases on information technology products, information technology enterprises, and digital enterprises at the local level, information on domestically-produced information technology products and services prioritized for investment, leasing, and procurement to serve regular reporting as prescribed;
c) Support and promote the development of information technology enterprises and digital enterprises; compile, evaluate the readiness for the development and application of information technology and communication at the local level;
d) Advise the provincial People's Committee on proposals for establishing, expanding, recognizing concentrated information technology zones, supplementing them into the planning of concentrated information technology zones, and other related tasks as stipulated by law and assigned by the provincial People's Committee;
14. On digital transformation, information technology application, electronic transactions, development of electronic government, digital government, digital economy, and digital society
a) Carry out the standing committee duties of the Steering Committee for Digital Transformation; act as the focal point for consolidating, advising, and coordinating inter-sectoral activities among departments, districts, towns, agencies, and organizations to implement policies, strategies, mechanisms, and policies to promote digital transformation, information technology application, electronic transactions, development of electronic government, digital government, digital economy, and digital society, smart cities at the local level;
b) Perform the specialized unit duties on information technology as prescribed by law; propose, build, guide, and organize the implementation of mechanisms, policies, strategies, plans, programs, and projects of the locality on digital transformation, information technology application, and electronic transactions in state agencies, businesses, and citizens; develop rules and regulations and organize activities for digital transformation, information technology application, electronic transactions, development of electronic government, digital government, digital economy, and digital society; collect, store, and process information to serve leadership guidance and management; organize the deployment, construction, management, operation, and guidance on the use of information infrastructure to serve leadership guidance and operations; build and maintain the local electronic information website and portal; organize the deployment and ensure technical support for the provision of public administrative services;
c) Guide the implementation of regulatory documents on managing investment in information technology applications using state budget funds within the scope of management; monitor and inspect the implementation of information technology application programs, plans, and projects within the scope of management to ensure focused investment, achieving goals, and being effective; inspect compliance with laws on investment in information technology applications for organizations and individuals involved in managing such investments using state budget funds within their authority; appraise information technology investment projects, digital transformation projects, and projects for developing electronic government, digital government, digital economy, and digital society within their authority;
d) Build, maintain, update, organize the implementation, and assess compliance with the Electronic Government Architecture and ICT Architecture for Smart City Development;
đ) Guide the management, connection, and sharing of data within the scope of management; monitor, urge, evaluate, and inspect data connections and sharing between agencies and units within the locality, act as the focal point for advising on resolving difficulties and obstacles in data management, connection, and sharing; coordinate data connections and sharing, guide, and support agencies and units to connect beyond the local area; build and submit to competent authorities for issuance and updating the list of databases under local management; organize the deployment, construction, operation, and maintenance of data portals and connection infrastructure to serve internal data connections and sharing within the locality and connections and sharing with ministries, ministerial-level agencies, government agencies, and other provinces and centrally-administered cities;
e) Organize the deployment, construction, management, and operation of network infrastructure, data centers, shared platforms, and databases uniformly used at the local level to serve digital transformation, information technology application, electronic transactions, development of digital government, digital economy, and digital society;
g) Organize the promotion of activities to bring business production and operation, and citizen activities onto Vietnamese digital platforms as guided by the Ministry of Information and Communications;
h) Organize the promotion of activities to encourage organizations, enterprises, and citizens to use digital signatures, time stamps, reliable electronic services, and authentication; coordinate with the focal point of the Government Cryptographic Agency to promote the use of dedicated digital signatures in state agencies; promote the application and development of digital signatures, time stamps, reliable electronic services, and authentication in the locality as guided by the Ministry of Information and Communications;
15. On cybersecurity
a) Carry out the specialized unit duties on cybersecurity as prescribed by law;
b) Build, guide, and organize the implementation of mechanisms, policies, strategies, plans, programs, and projects of the locality on cybersecurity;
c) Organize to ensure information system security at different levels; review information security in the design files of information systems according to the level of information system security as prescribed by law;
d) Organize inspection and evaluation of information security for information technology products and equipment and information systems under its management as prescribed by law;
đ) Organize management and implementation of information security monitoring, monitoring local information on cyberspace; implement information security warnings; act as the technical coordination point to handle illegal information on cyberspace according to the provisions of law; organize connection and sharing of information with the National Cybersecurity Monitoring Center under the Information Security Department, Ministry of Information and Communications;
e) Organize implementation of national emergency response plans to ensure cybersecurity, emergency response plans to ensure cybersecurity at the local level as prescribed; be a member of the national cybersecurity incident response network and perform responsibilities and powers as prescribed by relevant laws; organize connection and sharing of information with the Vietnam National CERT/CC (VNCERT/CC) under the Information Security Department, Ministry of Information and Communications;
g) Organize guidance on ensuring information security for agencies, organizations, enterprises within its jurisdiction; guide and popularize basic information security tools and skills for citizens;
h) Organize implementation, construction, management, and operation of information security systems and centralized technical infrastructure systems at the local level to remove malware, handle, and reduce cyber attacks, support information security monitoring for online public service information systems, develop digital government, digital administration, digital economy, and digital society;
i) Take the lead and coordinate with competent agencies in the field of preventing and combating cyber attacks, protecting personal information online; protect children on cyberspace;
16. Coordinate to organize the implementation of legal provisions on intellectual property rights for press works, radio and television programs, encrypted satellite signals carrying programs, publications, postal stamps, information and communication technology products and services, industrial property objects in the field of information and communication within its jurisdiction;
17. Advise the provincial People's Committee on managing enterprises, collective economic organizations, private economic organizations, associations, and non-governmental organizations operating in the field of information and communication within the province according to the provisions of law;
18. Guide the implementation of the self-management and self-responsibility mechanism of public service units under the management of the Department of Information and Communications according to the provisions of law; manage the activities of public and non-public service units in the field of information and communication at the local level;
19. Guide and train professional knowledge and skills in the field of information and communication for the Cultural and Information Departments of district People's Committees and professional positions of commune, ward, town People's Committees;
20. Perform state management tasks regarding public services in the fields of information and communication;
a) Report to the provincial People's Committee to submit to the Provincial People's Council for promulgation, amendment, and supplementation of the list of public services funded by the local budget in the field of information and communication;
b) Submit to the provincial People's Committee for promulgation of criteria and quality standards for public services funded by the state budget in the field of information and communication under its management;
c) Submit to the provincial People's Committee for promulgation of supervision, assessment, certification mechanisms, and inspection and acceptance regulations for public services funded by the state budget in the field of information and communication under its management;
21. Assist the provincial People's Committee in organizing communication work to serve Party and State agencies, defense, security, diplomacy; disaster prevention and mitigation information; rescue and emergency information and other urgent information on the provincial territory according to the provisions of law;
22. Perform state management tasks over specialized investment projects in the field of information and communication at the local level according to the provisions of law on investment and construction and the division of labor assigned by the provincial People's Committee;
23. Develop and submit to the provincial People's Committee for promulgation and amendment of economic and technical norms, cost standards (if any) in the field of information and communication applicable to public services products under its management; coordinate to participate in price management, product and service unit prices funded by the local budget according to the provisions of law on pricing and the division of labor assigned by the provincial People's Committee;
24. Advise the provincial People's Committee to organize the implementation of projects and components related to information and communication under national target programs according to the guidelines of ministries and the division of labor assigned by the provincial People's Committee;
25. Organize activities to enhance awareness, popularize skills, training, upgrading, and development of human resources in the fields managed at the local level;
26. Implement commendation and reward work in the field entrusted with management according to the provisions of law on commendation and reward;
27. Organize research, application of scientific and technological progress, implement digital transformation, conduct surveys, statistics, data collection to build information systems serving state management and professional work in the fields of information and communication and serving the direction and control of the provincial People's Committee;
28. Implement the administrative reform program of the Department of Information and Communications according to the goals and program of administrative reform of the provincial People's Committee.
29. Implement the regular and extraordinary reporting system on the implementation of assigned tasks in accordance with the regulations of the provincial People's Committee and the Ministry of Information and Communications; participate in conducting investigations, statistics, and providing information about events and activities related to information and communications as guided by the Ministry of Information and Communications.
30. Implement international cooperation in the fields of information and communications in accordance with the law and the division of responsibilities or delegation from the provincial People's Committee.
31. Conduct inspections, supervision, violation handling within the scope of information and communications according to authority; resolve complaints, denunciations, prevent corruption and negative practices, promote thrift and combat waste in accordance with the law and the division of responsibilities or delegation from the provincial People's Committee and the Chairman of the provincial People's Committee.
32. Specify the functions, tasks, and powers of the office, inspection department, and specialized departments under the Department of Information and Communications in line with the functions, tasks, and powers of the department as guided by the Ministry of Information and Communications and in accordance with the regulations of the provincial People's Committee.
33. Manage organizational structures, civil servant quotas, job positions, and the number of staff in public service units based on occupational titles; implement salary systems and incentive policies, training, rewards, and disciplinary measures for civil servants, officials, and employees under its jurisdiction in accordance with the law and the division of responsibilities or delegation from the provincial People's Committee.
34. Manage and be responsible for financial resources and assets allocated, and organize the implementation of the budget as prescribed by law and the division of responsibilities by the provincial People's Committee.
35. Perform other tasks assigned by the provincial People's Committee and as stipulated by law.
Chapter II
DEPARTMENT OF CULTURE AND INFORMATION
Article 3. Position and Functions
1. The Department of Culture and Information is a specialized agency under the provincial People's Committee with the function of advising and assisting the provincial People's Committee in managing state administration in the following areas: press; publishing, printing, and distribution; broadcasting; electronic information; grassroots information; foreign information; postal services; telecommunications; information technology; digital transformation in the locality (hereinafter referred to as information and communications).
The implementation of state management functions in culture, sports, and tourism by the Department of Culture and Information shall be guided by the Ministry of Culture, Sports, and Tourism.
2. The Department of Culture and Information has legal personality, its own seal and bank account; it is subject to the direction and management of organizational structure, job positions, civil servant quotas, and personnel work by the provincial People's Committee, while also being subject to professional guidance and supervision by the Department of Information and Communications, the Department of Culture, Sports, and Tourism, the Department of Culture and Sports, and the Department of Tourism.
Article 4. Tasks and Powers
1. Submit to the provincial People's Committee: Draft decisions; medium-term and annual development plans in the field of information and communications; programs and measures to organize the implementation of administrative reform tasks within the assigned management scope; draft documents specifying the functions, tasks, powers, and organizational structure of the Department of Culture and Information.
2. Submit to the Chairman of the provincial People's Committee draft documents on information and communications within his authority according to the division of responsibilities.
3. Organize the implementation of laws, plans, and programs after approval; provide information, propaganda, popularize, educate, and monitor the enforcement of laws in the field of information and communications.
4. Assist the provincial People's Committee in reviewing, registering, and issuing various types of licenses and certificates in the field of information and communications as prescribed by law and according to the division of responsibilities by the provincial People's Committee.
5. Assist the provincial People's Committee in managing state administration over collective economic organizations, private enterprises, associations, and non-governmental organizations operating in the field of information and communications within the locality as prescribed by law.
6. Assist the provincial People's Committee in organizing security and safety measures for information in postal, telecommunication, information technology, Internet, and broadcasting activities.
7. Assist the provincial People's Committee in building and managing the local grassroots information system and county-level radio and television system; organize information provision; manage local grassroots information content.
8. Take the lead and coordinate with relevant agencies, units, and townships' People's Committees in monitoring and implementing digital transformation programs, information technology applications, electronic transactions in government agencies, businesses, and among residents, developing electronic and digital governments, digital economy, and society in the county as assigned by the provincial People's Committee and the Chairman of the provincial People's Committee.
9. Organize external information activities in the locality as guided by the Department of Information and Communications.
10. Organize the management, inspection, and guidance for communes, towns, and wards in managing postal service points, telecommunications service points, Internet service points, public electronic game service points, and photocopier service points within their jurisdictions as prescribed by law.
11. Provide professional guidance on information and communications to commune, town, and ward cadres and civil servants.
12. Conduct inspections within the assigned sector and field against organizations and individuals in implementing legal provisions; resolve complaints and denunciations; prevent corruption and negative practices; promote thrift and combat waste as prescribed by law and the division of responsibilities by the provincial People's Committee.
13. Organize the application of scientific and technological advancements; build information and storage systems serving state management and professional work in the field of information and communications.
14. Implement information dissemination and regular and urgent reporting on the implementation of assigned tasks in accordance with the regulations of the People's Committee at the district level and the Department of Information and Communications.
15. Manage organizational structure, job positions, civil servant quotas, civil service grade structures, implement salary systems, incentive policies, reward and disciplinary measures, and professional training for civil servants under the management of the Office in accordance with the law and the division of responsibilities by the People's Committee at the district level.
16. Manage and be responsible for the financial and asset affairs of the Office in accordance with the law and the division of responsibilities by the People's Committee at the district level.
17. Perform other tasks assigned by the People's Committee at the district level or as prescribed by law.
In addition to the above tasks, the Culture and Information Office also performs certain tasks and authorities related to culture, sports, and tourism in accordance with the Circular of the Minister of Culture, Sports and Tourism.
Chapter III
IMPLEMENTATION
Article 5. Effective Date
1. This Circular takes effect from September 15, 2022.
2. This Circular replaces Joint Circular No. 06/2016/TTLT-BTTTT-BNV dated March 10, 2016, issued by the Ministers of Information and Communications and Home Affairs, guiding the functions, tasks, authorities, and organizational structure of the Department of Information and Communications under the People's Committee at the provincial level and the Culture and Information Office under the People's Committee at the district level.
Article 6. Responsibility for Implementation
1. The People's Committee at the provincial level shall specify the functions, tasks, and authorities of the Department of Information and Communications in accordance with this Circular and guide the People's Committee at the district level to specify the tasks, authorities, and organization of the Culture and Information Office.
2. During the implementation process, if any issues arise or difficulties occur, the People's Committee at the provincial level shall promptly report to the Ministry of Information and Communications and the Ministry of Home Affairs for consideration and resolution within their respective jurisdictions./.
