CIRCULAR
GUIDELINES FOR RANKING CERTAIN TYPES OF PUBLIC SERVICE UNITS IN THE LABOR, WAR INVALIDS AND SOCIAL AFFAIRS SECTOR
Pursuant to Article 11 of the Government's Decree No. 11/2024/ND-CP dated October 7, 2020 on establishment, restructuring, and dissolution of public service units;
Pursuant to Decree No.Decision No. 62/2022/NĐ-CP September 12, 2022 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;
Pursuant to Decree No.Decree No. 120/2020/NĐ-CPPursuant to Article 14 of the Government's Decree No. 117/2016/ND-CP dated July 21, 2016 amending and supplementing certain articles of the Government's Decree No. 14/2004/ND-CP dated December 14, 2004 on salary system for civil servants, public officials, and armed forces personnel;

The Prime Minister issues this Decision amending and supplementing certain Articles of Decision No.2. This Circular applies to public service units in the labor, war invalids, and social affairs sector as follows:a) Care and rehabilitation centers for war invalids;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
b) Social assistance centers;
Article 1. Scope of Regulation and Applicability
1. This Circular stipulates on:
c) Child protection service centers;
d) Orthopedic and functional recovery centers;
đ) Technical safety inspection units;
e) Employment service centers;
g) Public service units in the labor relations sector.
Article 2. Ranking Framework for Public Service Units in the Labor, War Invalids, and Social Affairs Sector
The ranking framework for public service units in the labor, war invalids, and social affairs sector consists of four levels: Level I, Level II, Level III, and Level IV.
Article 3. Ranking Criteria
1. Groups of ranking criteria:
a) Group I criteria on position, function, and mission;
b) Group II criteria on efficiency and quality of work;
c) Group III criteria on infrastructure and equipment;
d) Group IV criteria on professional and vocational qualifications.
2. Specific criteria and point values are defined in the appendices attached to this Circular:
a) Appendix I: Criteria and point ranking table for care and rehabilitation centers for war invalids.
b) Appendix II: Criteria and point ranking table for social assistance centers.
c) Appendix III: Criteria and point ranking table for child protection service centers.
d) Appendix IV: Criteria and point ranking table for orthopedic and functional recovery centers.

4. Method of calculating points |
a) Calculating points according to specific criteria in the ranking criteria and point tables issued with this Circular, without applying intermediate points, and not calculating points when data is incomplete; |
b) Considering the application file for ranking based on relevant documents and statistical data proving the criteria and actual inspections at the unit (using data from the two preceding years before the year of application and implementation plans for the application year, in case of natural disasters or epidemics, the provision of data is decided by the competent authority for ranking; evidence for scientific research topics uses data during the period the unit maintains its ranking). |

4. Method of calculating points
a) Calculate points according to each specific criterion in the Criteria and Ranking Points Table issued together with the Circular, without applying intermediate points, and without calculating points when the data is incomplete;
b) The examination of the application for ranking shall be based on documents and statistical data evidencing the criteria, and actual inspections at the unit (using data from the two consecutive years immediately preceding the year of the ranking application and the implementation plans for the year of the ranking application; in cases of natural disasters or epidemics, the provision of data shall be recognized and decided by the competent authority responsible for ranking; evidence of scientific research topics shall be based on data during the period the unit holds its ranking).
Article 4. Cases, files, authority, and validity period for ranking
1. Ranking cases:
a) Initial ranking applies to public service units under the labor, war invalids, and social sector that have been newly established or have not yet been ranked.
b) Re-ranking applies to the following cases:
- Expiration of the validity period of the ranking decision;
- Within the validity period of the ranking decision but the unit has changes in ranking criteria (upgrading or downgrading).
2. File for ranking application (including re-ranking cases):
a) The ranking application document of the unit;
b) A scoring table of criterion groups as prescribed;
c) Relevant documents and statistical data proving the scores achieved;
d) Other related documents.
3. Authority to decide on ranking:
a) Ministries, sectors, provincial People's Committees directly under the Central Government decide on the ranking of public service units under their management in the labor, war invalids, and social sector and report the ranking results to the Ministry of Labor - Invalids and Social Affairs and the Ministry of Home Affairs;
b) For other public service units under the labor, war invalids, and social sector without guidance on functions, tasks, authorities, and organizational structure, the competent authority deciding on establishment shall consider and decide on the ranking of the unit within its authority.
4. The ranking decision is valid for five years (60 months) from the date the ranking decision becomes effective.

2. For public service units under the Bureau under the Ministry, the position allowance for leadership and management shall be implemented according to the provisions of Decree No. 117/2016/NĐ-CP dated July 21, 2016, of the Government amending and supplementing some articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004, of the Government on salary system for cadres, civil servants, public officials, and armed forces.
Article 6. Transitional provisions
1. Public service units under the labor, war invalids, and social sector that have been ranked or re-ranked according to Circular No. 18/2006/TT-BLĐTBXH dated November 28, 2006, of the Minister of Labor - Invalids and Social Affairs guiding the ranking of certain types of public service units under the labor, invalids, and social sector and the ranking decision still has validity, shall continue to implement until the expiration of the validity period of that decision.
2. Public service units under the labor, war invalids, and social sector that have submitted the ranking application file to the competent authority to decide on the ranking of public service units before this Circular takes effect, but have not received a decision on the ranking of public service units from the competent authority or person with authority to issue such a decision, must review and complete the ranking application file in accordance with the provisions of this Circular and resubmit the revised file to the competent authority to decide on the ranking of public service units as stipulated in Article 4 of this Circular.
3. The position allowance for leadership and management provided for in Article 5 shall be applied until the implementation of the wage policy according to Resolution No. 27-NQ/TW dated May 21, 2018, of the Seventh Plenary Session of the 12th Central Committee on reforming the wage policy for cadres, civil servants, public officials, armed forces, and workers in enterprises.
Article 7. Effective Date
1. This Circular takes effect from December 15, 2024. Circular No. 18/2006/TT-BLĐTBXH dated November 28, 2006, of the Minister of Labor - Invalids and Social Affairs guiding the ranking of certain types of public service units under the labor, invalids, and social sector shall cease to be effective from the date this Circular takes effect.
2. In case the normative legal documents referred to in this Circular are amended, supplemented, or replaced by other normative legal documents, they shall be applied according to those amended, supplemented, or replacing documents.
Article 8. Responsibilities for Implementation
1. The Minister, Heads of Ministries at the level of ministries, Chairpersons of provincial People's Committees directly under the Central Government are responsible for directing, guiding, inspecting, and supervising the ranking of public service units under the labor, war invalids, and social sector within their management authority.
2. The head of a public service unit is responsible for implementing this Circular and must prepare a file to submit to the competent authority for consideration and decision on ranking the unit at least 90 days before the ranking decision expires.
During the implementation process, if there are difficulties, please reflect them to the Ministry of Labor - Invalids and Social Affairs for guidance or consideration and resolution./.
