CIRCULAR

Amending certain provisions of the procedures and economic-technical norms for constructing natural resources and environmental databases
issued together with Circular No. 30/2009/TT-BTNMT dated December 31, 2009 of the Ministry of Natural Resources and Environment

Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment, amended and supplemented by Decree No. 19/2010/NĐ-CP dated March 8, 2010 and Decree No. 89/2010/NĐ-CP dated August 16, 2010;
Pursuant to the Government Decree No. 102/2008/NĐ-CP, September 15, 2008, on the collection, management, exploitation, and utilization of data on natural resources and the environment;
Pursuant to Decision No. 179/2004/QĐ-TTg dated October 6, 2004 of the Prime Minister approving the Strategy on the application and development of information technology for natural resources and environment until 2015 and orientation until 2020;
At the proposal of the Director of the Department of Information Technology, the Head of the Planning Department, and the Head of the Legal Department;
The Minister of Natural Resources and Environment promulgates this Circular amending certain provisions of the Procedures and Economic-Technical Norms for Constructing Natural Resources and Environmental Databases issued together with Circular No. 30/2009/TT-BTNMT dated December 31, 2009 of the Ministry of Natural Resources and Environment,
Article 1. Amending certain provisions of the Procedures and Economic-Technical Norms for Constructing Natural Resources and Environmental Databases issued together with Circular No. 30/2009/TT-BTNMT dated December 31, 2009 of the Ministry of Natural Resources and Environment as follows:
1. Amend the unit of measurement at Point 4.4 (Database model design) Clause 4 (Labor norm) Section III (System Design) Chapter III (Norms for constructing software supporting the construction of natural resources and environmental databases) of the current Economic-Technical Norms for Constructing Natural Resources and Environmental Databases from "Group work/one case of use" to "Group work/one management object".
2. Repeal the sentence "Product inspection norms are applied at the management level (not applicable at the base level)" at Clause 8 (Product Inspection) Section II (Specific Procedures for Constructing Natural Resources and Environmental Databases) Chapter I (Procedures for Constructing Natural Resources and Environmental Databases) of the Procedures for Constructing Databases and Developing Environmental Resource Software.
Article 2. This Circular takes effect from December 14, 2012.
Article 3. The Minister, Heads of Ministries equivalent to Ministries, Agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, Directors of the Department of Information Technology, Heads of units directly under the Ministry of Natural Resources and Environment, Directors of Provincial Departments of Natural Resources and Environment of provinces and centrally governed cities, and related organizations and individuals are responsible for implementing this Circular./.
