Circular No. 12/2019/TT-BVHTTDL abolishes certain regulatory legal documents issued by the Minister of Culture, Sports and Tourism.

CIRCULAR

ANNEXING THE ABOLITION OF CERTAIN LEGAL REGULATORY DOCUMENTS ISSUED BY THE MINISTER OF CULTURE, SPORTS AND TOURISM

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director of the Legal Department;

The Minister of Culture, Sports and Tourism issues this Circular to abolish certain legal regulatory documents issued by the Minister of Culture and Information, and joint ministerial regulations.

Article 1. Abolish entirely certain legal regulatory documents issued by the Minister of Culture and Information, and joint ministerial regulations

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

1. Decision No. 1079-VHTT-TT/QD dated August 21, 1992 of the Minister of Culture, Information and Sports on the issuance of the Regulation on the organization, management, and operation of the printing industry.

2. Joint Circular No. 26-TT/LB dated April 15, 1994 of the Ministry of Culture and Information and the Ministry of Trade on the management of the import and export of cultural products, specialized materials, and printing equipment.

3. Decision No. 2607/VHTT-QD/XBL dated August 26, 1997 of the Minister of Culture and Information on the Regulation on the organization and operation of printing.

4. Joint Circular No. 06/1997/TTLT-BVHTT-TCBD dated November 28, 1997 of the Ministry of Culture and Information and the General Post Office on guiding state management over radio and television stations.

5. Directive No. 05/1998/CT-BVHTT dated March 28, 1998 of the Minister of Culture and Information on measures to strengthen the management of printing activities.

6. Decision No. 14/2000/QD-BVHTT dated August 7, 2000 of the Minister of Culture and Information on the examination for promotion from Editor-in-Chief to Senior Editor and Reporter to Senior Reporter.

7. Decision No. 37/2001/QD-BVHTT dated August 23, 2001 of the Minister of Culture and Information on the Regulation on the distribution of publications.

8. Decision No. 18/2002/QD-BVHTT dated July 29, 2002 of the Minister of Culture and Information on the Regulation on issuing permits, inspection, supervision, and handling violations related to the reception of foreign television programs.

9. Decision No. 27/2002/QD-BVHTT dated October 10, 2002 of the Minister of Culture and Information on the Regulation on managing and issuing permits for providing information and establishing online news pages on the Internet.

Article 2. Effective Date

This Circular takes effect from January 15, 2020.

Article 3. Responsibility for Implementation

Heads of agencies and units under the Ministry; Directors of Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports; heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular.
