CIRCULAR

Regulations on the management of scientific seminars and symposiums under the responsibility of the Ministry of Public Security within the scope of responsibility of the Ministry of Public Security

Pursuant to the Law on People's Police of Vietnam No. 37/2018/QH14 amended and supplemented by Law No. 21/2023/QH15, Law No. 30/2023/QH15, Law No. 38/2024/QH15, Law No. 52/2024/QH15, and Law No. 86/2025/QH15;

Pursuant to the Government Decree No. 02/2025/NĐ-CP dated February 18, 2025, regulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security amended and supplemented by Government Decree No. 11/2025/NĐ-CP;

At the proposal of the Director of the Science, Strategy, and History Department of the Ministry of Public Security;

The Minister of Public Security issues this Circular on the management of scientific seminars and symposiums under the responsibility of the Ministry of Public Security.

Chapter I

GENERAL PROVISIONS

Article 1. Scope of Regulation

1. This Circular stipulates the authority, responsibilities, procedures, and formalities for managing scientific seminars and symposiums under the responsibility of the Ministry of Public Security.

2. This Circular does not apply to the following seminars and symposiums:

a) Seminars and symposiums on drafting normative legal documents and international treaties as prescribed by law;

b) Seminars and symposiums on explaining scientific and technological tasks and innovation;

c) Seminars and symposiums in the annual strategic research plan of the Ministry of Public Security;

d) Seminars and symposiums in other tasks approved by the Minister of Public Security for implementation.

Article 2. Applicability

1. Units under the Ministry of Public Security, provincial public security agencies (referred to as public security units and localities).

2. Organizations and individuals related.

Article 3. Types of scientific seminars and symposiums

1. International scientific seminars and symposiums.

2. National scientific seminars and symposiums.

3. Ministry-level scientific seminars and symposiums.

4. Base-level scientific seminars and symposiums.

Article 4. Authority to manage scientific seminars and symposiums

1. Authority of the Minister of Public Security:

a) Approving the list of international scientific seminars and symposiums (excluding international seminars and symposiums regulated in Clause 1 of Article 3 of Decision No. 06/2020/QĐ-TTg dated February 21, 2020 of the Prime Minister on organizing and managing international conferences and seminars in Vietnam), national, and ministry-level;

b) Approving adjustments to the topic, main organizer, budget, and time of organization of international, national, and ministry-level scientific seminars and symposiums;

c) Issuing plans for organizing international, national, and ministry-level scientific seminars and symposiums;

d) Approving the implementation of recommendations and proposals from the results of organizing international, national, and ministry-level scientific seminars and symposiums.

2. Authority of the Director of the Science, Strategy, and History Department of the Ministry of Public Security:

a) Evaluating applications to organize international, national, and ministry-level scientific seminars and symposiums;

b) Allocating funds and approving final accounts for the use of funds for organizing international, national, and ministry-level scientific seminars and symposiums managed by the Science, Strategy, and History Department of the Ministry of Public Security according to the approval of the Minister of Public Security;

c) Evaluating recommendations and proposals from the results of organizing international, national, and ministry-level scientific seminars and symposiums.

3. Authority of the Heads of Public Security Units and Localities:

a) Approving the organization of base-level scientific seminars and symposiums;

b) Preparing and approving the budget estimate for organizing international, national, and ministry-level scientific seminars and symposiums.

Article 5. Responsibilities of Public Security units and localities in managing scientific seminars and symposiums

1. Responsibilities of the Science, Strategy, and History Department of the Public Security:

a) Advising the Minister of Public Security to approve the contents stipulated in Clause 1 of Article 4 of this Circular;

b) Guiding Public Security units and localities to register and organize international, national, and ministry-level scientific seminars and symposiums;

c) Receiving and organizing the evaluation of registrations for organizing international, national, and ministry-level scientific seminars and symposiums;

d) Guiding Public Security units and localities to prepare budget estimates, manage and use funds, and settle accounts for organizing international, national, and ministry-level scientific seminars and symposiums using funds managed by the Science, Strategy, and History Department of the Public Security;

đ) Implementing information dissemination on the results of organizing scientific seminars and symposiums;

e) Monitoring the application of results from scientific seminars and symposiums;

g) Fulfilling responsibilities as prescribed in Clause 2 of this Article.

2. Responsibilities of Public Security units and localities:

a) Registering to organize international, national, and ministry-level scientific seminars and symposiums according to the guidance of the Science, Strategy, and History Department of the Public Security;

b) Developing plans to organize international, national, and ministry-level scientific seminars and symposiums assigned by the Minister of Public Security to implement;

c) Advising the Minister of Public Security to issue plans to organize international, national, and ministry-level scientific seminars and symposiums using funds specified in Clause 2 of Article 9 of this Circular;

d) Organizing scientific seminars and symposiums according to the issued plans;

đ) Ensuring funding for organizing grassroots-level scientific seminars and symposiums;

e) Settling accounts for organizing scientific seminars and symposiums in accordance with regulations;

g) Reporting the results of organizing scientific seminars and symposiums as prescribed.

Chapter II

PROCEDURES AND FORMALITIES FOR MANAGING SCIENTIFIC SEMINARS AND SYMPOSIUMS

Article 6. Registration and Assignment of Scientific Seminars and Symposia

1. For scientific seminars and symposia registered by Public Security units and localities:

a) Annually before November 15 or at any time, the Science, Strategy, and History Department of the Public Security issues guidelines for Public Security units and localities to register international, national, and ministry-level scientific seminars and symposiums;

b) Public Security units and localities develop and submit registration forms for international, national, and ministry-level scientific seminars and symposiums (according to the form attached to this Circular) to the Science, Strategy, and History Department of the Public Security.

2. For international, national, and ministry-level scientific seminars and symposiums assigned by the Minister of Public Security to be implemented: The main unit builds and submits the organization plan for scientific seminars and symposiums to the Science, Strategy, and History Department of the Public Security.

Article 7. Approval and Organization of Scientific Seminars and Symposia

1. For international, national, and ministry-level scientific seminars and symposiums using funds managed by the Science, Strategy, and History Department of the Public Security:

a) For annual registered scientific seminars and symposiums: Before January 30 each year, the Science, Strategy, and History Department of the Public Security evaluates the registrations for scientific seminars and symposiums and reports to the Minister of Public Security to decide on implementation;

b) For ad hoc registered scientific seminars and symposiums: Within ten working days from the date of receiving the registration for scientific seminars and symposiums, the Science, Strategy, and History Department of the Public Security notifies the result of the registration evaluation. If the evaluation meets the requirements, the Science, Strategy, and History Department of the Public Security collaborates with the registering unit to report to the Minister of Public Security to decide;

c) The Science, Strategy, and History Department of the Public Security notifies Public Security units and localities to organize scientific seminars and symposiums according to the decision of the Minister of Public Security.

2. For international, national, and ministry-level scientific seminars and symposiums not falling under the cases prescribed in Clause 1 of this Article:

a) Within ten working days from the date of receiving the registration for scientific seminars and symposiums, the Science, Strategy, and History Department of the Public Security notifies the result of the registration evaluation for scientific seminars and symposiums. If the evaluation meets the requirements, the registering unit collaborates with the fund management unit to report to the Minister of Public Security to decide;

b) Public Security units and localities organize scientific seminars and symposiums according to the decision of the Minister of Public Security and send one copy of the decision to the Science, Strategy, and History Department of the Public Security for monitoring.

Article 8. Report on the results of organizing scientific seminars and discussions

1. Results of organizing scientific seminars and discussions:

a) The results of organizing scientific seminars include: Summary report of seminar outcomes and recommendations; Minutes of the seminar; Seminar proceedings;

b) The results of organizing scientific discussions include: Summary report of discussion outcomes and recommendations; Minutes of the discussion; Discussion proceedings (if available).

2. Within ten working days from the completion date of organizing the scientific seminar or discussion, the local police unit shall submit the results in electronic or paper form to the Police Science, Strategy and History Bureau for reporting to the Minister of Public Security for approval to implement recommendations and proposals and to serve scientific and technological information work.

3. Annually before November 15 or at any time, the local police unit shall report on the application of the results of organizing scientific seminars and discussions to the Police Science, Strategy and History Bureau for consolidation and monitoring.

Article 9. Settlement of seminar and discussion expenses

1. For international, national, and ministry-level scientific seminars and symposiums using funds managed by the Science, Strategy, and History Department of the Public Security:

a) The main organizing unit, which is a second or third-level budgetary unit directly related to the first-level budgetary unit, shall complete the settlement and submit the report requesting approval of the settlement to the Police Science, Strategy and History Bureau within twenty working days from the completion date of organizing the seminar or discussion. The Police Science, Strategy and History Bureau shall approve the settlement of expenses within ten working days from the date of receiving the report requesting approval of the settlement;

b) The main organizing unit that is not a second or third-level budgetary unit directly related to the first-level budgetary unit shall complete the settlement of expenses at the Police Science, Strategy and History Bureau within thirty working days from the completion date of organizing the seminar or discussion;

c) Within fifteen working days from the date of receipt of the notification from the Police Science, Strategy and History Bureau regarding the approval of the settlement of expenses, the main organizing unit shall be responsible for returning the allocated funds that have not been approved for settlement to the Police Science, Strategy and History Bureau according to regulations (if applicable).

2. For seminars and discussions not covered by the provisions of Clause 1 of this Article: The main organizing unit shall settle the expenses with the financial management unit according to regulations.

Chapter III

IMPLEMENTING PROVISIONS

Article 10. Effective Date

1. This Circular takes effect from January 25, 2026.

2. For seminars and discussions that have been approved by competent authorities prior to the effective date of this Circular, they shall continue to be implemented according to the regulations at the time of approval.

3. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new regulations issued.

Article 11. Implementation Organization

1. The Police Science, Strategy and History Bureau is responsible for guiding, monitoring, urging, inspecting, and reporting on the implementation of this Circular.

2. Local police units and relevant organizations and individuals are responsible for implementing this Circular.

3. Local police units must comply with state secrets protection regulations and industry regulations; cooperate with specialized units to implement security and safety measures for seminars and discussions during the organization process.

During the implementation, if there are any difficulties, local police units shall promptly report to the Ministry of Public Security (through the Police Science, Strategy and History Bureau) for guidance and resolution./.
