Pursuant to the Law on Organization of the Government dated December 25, 2001;
||| Pursuant to Decree No. 134/2004/NĐ-CP dated June 9, 2004 of the Government on encouraging the development of rural industry;
Considering the proposal of the Minister of Industry and Trade,
DECISION:
Article 1. Approve the National Promotional Industry Program until 2012 with the main contents as follows:
I. OBJECTIVES OF THE PROGRAM
1. Mobilize domestic and foreign resources to participate in investment in industrial production and promotional industry services in rural areas, contributing to promoting the restructuring of the economic-labor structure towards industrialization, contributing to reducing poverty and developing cultural-social life in rural areas.
2. Develop industry in rural areas at a growth rate not lower than the national average. By 2010, the proportion of rural industry in total industrial output value should reach 28-30%, export turnover of small-scale handicraft products should be about 1 billion USD, gradually increasing the proportion of processed agricultural, forestry, and aquatic products.
II. SCOPE AND OBJECTS OF THE PROGRAM
1. Scope
The program includes promotional industry activities prescribed in Article 3 of Decree No. 134/2004/NĐ-CP dated June 9, 2004 of the Government, managed and implemented by the Ministry of Industry and Trade and People's Committees of provinces and centrally-run cities (hereinafter referred to as provinces) to support the development of rural industries in sectors and trades prescribed in Article 6 of Decree No. 134/2004/NĐ-CP dated June 9, 2004 of the Government.
2. Objects
a) Organizations and individuals directly investing in industrial production at districts, towns, and communes (referred to as rural industrial establishments); including small and medium enterprises established and operating under the Enterprise Law; cooperatives established and operating under the Cooperative Law; individual households engaged in business according to Decree No. 88/2006/NĐ-CP dated August 29, 2006 of the Government on business registration;
b) Service organizations for promotional industry, including: Promotion Centers, training and research institutions in science and technology, businesses involved in consulting, training, technology transfer, information provision, trade promotion, and other activities related to rural industrial production.
III. CONTENT OF THE PROGRAM
1. Vocational Training, Skill Transmission, and Profession Development Program
a) Compiling curricula, textbooks, and organizing vocational training and skill transmission courses (mainly on-site), short-term (less than one year), linked to rural industrial establishments to create employment and improve skills for rural laborers;
b) Training skilled workers and artisans in small-scale handicrafts to form a teaching staff serving the vocational training, skill transmission, and profession development programs in rural areas.
2. Capacity Building Management Program
a) Compiling curricula, textbooks, and materials for starting and managing rural industrial enterprises suitable for practical needs and training targets;
b) Training staff of service organizations for promotional industry to have sufficient capacity to participate in consulting and training activities of the program (training instructors);
c) Organizing courses and training sessions on starting and managing rural enterprises;
d) Organizing seminars and introducing new management, production and business experiences, scientific and technological advancements, and other topics related to industrial production for rural industrial establishments;
đ) Organizing and supporting rural industrial establishments to participate in courses and seminars; visiting and studying production and business experiences both domestically and internationally;
e) Consulting and supporting the preparation of project plans for production and business to establish enterprises and newly established enterprises.
3. Program to Support the Construction of Demonstration Models for Technology Transfer and Technological Progress
a) Surveying, investigating, compiling lists of new technology and product demonstration models that need to be widely promoted; lists of technologies and scientific advancements that need to be supported for transfer;
b) Supporting the construction of demonstration models in small-scale handicraft production to encourage modernization of traditional technology;
c) Supporting the construction of demonstration models for repairing and producing mechanical equipment, agricultural tools serving agriculture, forestry, and fisheries, consumer machinery; processing agricultural, forestry, and aquatic products;
d) Supporting the construction of models for raw material processing, especially small-scale models in scattered raw material regions to supply to industrial processing and small-scale handicraft establishments;
đ) Supporting the transfer and application of modern machinery and advanced technology in industrial and small-scale handicraft production stages, environmental pollution treatment.
4. Program to Develop Outstanding Rural Industrial Products
a) Establishing quality standards for rural industrial products reflecting traditional cultural characteristics and meeting consumer preferences both domestically and internationally;
b) Formulating and promulgating regulations for selecting outstanding rural industrial products corresponding to five levels: commune, district, province, region, and national;
c) Regularly (annually) organizing selection and issuing certificates for outstanding rural industrial products at the commune, district, provincial, regional, and national levels;
d) Supporting rural industrial establishments with outstanding products to expand production, markets, improve technology, design, packaging... to produce higher-level products;
đ) Organizing exhibitions of outstanding rural industrial products. Building and registering trademarks and trade promotion activities.
5. Program to Develop Consulting and Information Provision Activities
a) Supporting consulting activities in promotional industry in fields such as investment project planning; marketing; production, financial, accounting, human resource management; design, packaging; land; application of new technology and equipment related to rural industrial production;
b) Establishing and developing consulting activities in promotional industry, including: fixed consultation points; direct consultations for rural industrial establishments; online consultations via the Internet and mass media;
c) Building electronic data centers on rural industry, networks of consulting advisors from central to local levels;
d) Developing television and radio programs, promotional publications, websites, and other forms of mass communication.
6. Chapter on supporting joint ventures, associations, economic cooperation, and development of industrial clusters and points
a) Supporting rural industrial establishments to form industry associations and trade guilds; satellite production linkages for auxiliary products; models linking traditional craft production bases with tourism enterprises;
b) Supporting the formation of industrial enterprise clusters in textile, footwear, machinery, and small-scale industries;
c) Supporting planning and investment in infrastructure construction for industrial clusters and points according to local industrial development plans in difficult areas where industrial development is slow.
7. Program to enhance management capacity and implementation
a) Studying and submitting to competent authorities proposals to amend, supplement, or promulgate new relevant documents to perfect the legal framework, mechanisms, and policies for promoting industry activities;
b) Strengthening inspection, supervision, guidance, and promotion activities to improve the effectiveness of industry promotion from central to local levels;
c) Improving the organizational structure and enhancing state management capacity regarding industry promotion activities at the Ministry of Industry and Trade;
d) Investing in human resources and technical facilities for Industry Promotion Centers towards professionalization, connecting with institutions, institutes, schools, and enterprises capable of implementing training and technical advisory activities at the grassroots level;
đ) Developing programs, curricula, materials, and organizing training to enhance management and implementation capacities for industry promotion activities for staff involved in such work;
e) Enhancing international cooperation, seeking foreign financial assistance and support from international organizations for industry promotion activities.
Article 2. Budget for program implementation
1. The budget for economic affairs under the central government's budget allocated for industry promotion activities managed and implemented by the Ministry of Industry and Trade is estimated at 400 billion VND.
2. Annually, based on the Program, the Ministry of Industry and Trade (for national industry promotion funds) and provincial People's Committees (for local industry promotion funds) will develop plans and budgets for implementation to be included in the state budget according to the provisions of the State Budget Law and current regulations.
Article 3. Implementation Organization
1. The Ministry of Industry and Trade shall have the following responsibilities:
a) Taking the lead and coordinating with ministries, sectors, and provincial-level People's Committees to disseminate, guide, inspect, and supervise the implementation of the Program;
b) Issuing or coordinating with relevant ministries, sectors, and localities to issue guiding documents for the implementation of the Program;
c) Developing and implementing annual industry promotion plans and projects in accordance with the contents stipulated in Article 1 of this Decision for activities and products of national or regional significance that align with the strategy and planning for regional, sectoral, and territorial industrial development;
d) Establishing certain centers to implement national industry promotion projects in regions, as decided by the Minister of Industry and Trade within their authority;
đ) Regularly reporting annually to the Prime Minister on the progress of implementing the Program.
2. The Ministry of Finance shall have the following tasks:
a) Ensuring funding from the state budget for industry promotion activities and guiding the establishment, management, and effective use of national and local industry promotion funds;
b) Coordinating with the Ministry of Industry and Trade to guide, inspect, and supervise the implementation of the Program.
3. Ministries, ministerial-level agencies, and government agencies, within their respective mandates, shall coordinate with the Ministry of Industry and Trade to integrate projects under national target programs and other economic and social development programs with industry promotion projects under this Program for implementation.
4. Provincial-level People's Committees shall have the following responsibilities:
a) Taking the lead and coordinating with the Ministry of Industry and Trade to disseminate, guide, direct, and inspect and supervise the implementation of the Program by sectors and levels in their locality;
b) Developing and implementing annual industry promotion plans and projects in accordance with the contents stipulated in Article 1 of this Decision;
c) Ensuring funding from the local budget and improving the organizational structure for state management of industry promotion; investing in facilities and personnel for local industry promotion centers;
d) Organizing and mobilizing resources, integrating projects under national target programs and other economic and social development programs with industry promotion projects under this Program for implementation;
đ) Regularly reporting quarterly to the Ministry of Industry and Trade on the implementation of the Program in their locality.
Article 4. Implementation provisions
This decision shall take effect fifteen days from the date of publication in the Official Gazette.
2. Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of provincial-level People's Committees are responsible for enforcing this Decision./.
