OF THE MINISTRY OF FINANCE NUMBER 14026/TC-QLCS DATED NOVEMBER 30, 2004 ON THE PURCHASE PRICE OF CARS FOR USE IN ADMINISTRATIVE AND PUBLIC SERVICE UNITS
ADMINISTRATIVE ORGANIZATION UNIT
TO: Directors of Provincial Finance Departments and State Treasury Directors
of centrally governed provinces and cities.
Implementing Directive No. 23/2004/CT-TTg dated June 18, 2004 by the Prime Minister on thrift and anti-waste in fuel consumption, recently, the Ministry of Finance has organized inspections to check for thrift and car usage at several units; through these inspections, there are still instances of purchasing cars beyond the price set by the Prime Minister. To correct the practice of buying cars for agencies and units under administrative and public service sectors, the Ministry of Finance requests Directors of Provincial Finance Departments and State Treasury Directors of centrally governed provinces and cities as follows:
1. Allocate funds to purchase cars for agencies and units in accordance with the prescribed price levels set forth in Decision No. 122/1999/QĐ-TTg dated May 10, 1999 by the Prime Minister; Decision No. 208/1999/QĐ-TTg dated October 26, 1999 by the Prime Minister regarding standards and quotas for car usage in administrative and public service units and state-owned enterprises (SOEs); Decision No. 105/2004/QĐ-TTg dated June 8, 2004 by the Prime Minister on adjusting the purchase price of cars used in administrative and public service units and SOEs issued together with Decision No. 122/1999/QĐ-TTg dated May 10, 1999 by the Prime Minister, specifically as follows:
a. For positions such as Secretary, Chairman of People's Council, Chairman of Provincial People's Committee in centrally governed provinces and cities (excluding Hanoi and Ho Chi Minh City); Deputy Secretaries of provincial committees in centrally governed provinces; Chairmen of the Vietnam Fatherland Front, Vice-Chairmen of People's Councils, and Vice-Chairmen of Provincial People's Committees in Hanoi and Ho Chi Minh City are provided with cars at a purchase price not exceeding 700 million VND per car.
b. Departments and organizations under central ministries and sectors; departments, bureaus, and equivalent organizations under provincial committees and city committees of centrally governed provinces and cities may be equipped with cars at a price not exceeding 550 million VND per car.
Specifically for the Public Security sector: if the Director of Public Security in a centrally governed province or city holds a general rank, they are provided with a car at a purchase price not exceeding 700 million VND per car. In cases where the Director does not hold a general rank, the provision of cars follows the regulations for other departments and bureaus as stated above.
For the system of People's Procuratorates in centrally governed provinces and cities: the provision of cars must comply with the prescribed prices set forth in the aforementioned Prime Minister's Decisions and follow the guidelines provided at point b above.
2. Request that Directors of Provincial Finance Departments and State Treasury Directors of centrally governed provinces and cities allocate funds for car purchases according to the price levels stipulated by the Prime Minister, and bear responsibility before the Ministry for their decisions.
