DECISION OF THE GOVERNOR OF THE STATE BANK OF VIETNAM
Regarding the amendment and supplementation of the standards and quotas for the use of fixed-line telephones at home and mobile phones within the State Bank system
(Annexed to Decision No. 1379/2001/QĐ-NHNN dated November 2, 2001 and Decision No. 1474/2001/QĐ-NHNN dated November 23, 2001 of the State Bank)
- Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10 dated December 12, 1997;
- Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;

GOVERNOR OF THE STATE BANK OF VIETNAM
- Pursuant to Decree No. 100/1998/NĐ-CP dated December 10, 1998 of the Government on the financial regime of the State Bank;
- Pursuant to Decision No. 179/2002/QĐ-TTg dated December 16, 2002 of the Prime Minister amending and supplementing regulations on standards and quotas for the use of fixed-line telephones at home and mobile phones (annexed to Decision No. 78/2001/QĐ-TTg dated May 16, 2001 of the Prime Minister);
- Based on the proposal of the Director of the Accounting and Finance Department,
Amending and supplementing certain provisions in the Decision of the Governor of the State Bank regarding the Regulation on the provision, use, and payment of telephone charges in the State Bank system (annexed to Decision No. 1379/2001/QĐ-NHNN and Decision No. 1474/2001/QĐ-NHNN), specifically:
1- Article 6 of the Regulation on the provision, use, and payment of telephone charges in the State Bank system annexed to Decision No. 1379/2001/QĐ-NHNN dated November 2, 2001 and Article 2 of Decision No. 1474/2001/QĐ-NHNN dated November 23, 2001 on the provisions concerning the objects and payment levels for telephone charges in State Bank units shall be amended as follows:

Article 1- a- The cost of installing telephones:
For officials provided with fixed-line telephones at home and mobile phones, the agency shall pay the initial costs as follows:
- The cost of purchasing a fixed-line telephone not exceeding 300,000 VND per unit.
- The cost of purchasing a mobile phone not exceeding 3,000,000 VND per unit.
- Installation costs and network connection fees (or setup fees) shall be paid according to the invoice issued by the Post Office at the time of installation.
b- Payment level for telephone usage fees:
Each month, State Bank units shall pay money to the individuals provided with fixed-line telephones at home and mobile phones to cover telephone usage fees (including subscription fees) as follows:
- Governor of the State Bank: A monthly amount of 300,000 VND for fixed-line telephones at home and 500,000 VND for mobile phones.
- Deputy Governors of the State Bank and officials with a job position allowance coefficient of 1.1 or higher: A monthly amount of 200,000 VND for fixed-line telephones at home and 400,000 VND for mobile phones.
- Heads of the Reception Department of the Central Bank, secretaries of the Governor, and secretaries of Deputy Governors of the State Bank: A monthly amount of 200,000 VND for mobile phones.
- Drivers of the Governor and Deputy Governors of the State Bank: A monthly amount of 100,000 VND for mobile phones.
- Other officials: A monthly amount of 100,000 VND for fixed-line telephones at home and 250,000 VND for mobile phones.
The payment amounts specified above shall be allocated monthly to the individuals provided with telephones.
2- Article 8 of Decision No. 1379/2001/QĐ-NHNN dated November 2, 2001 shall be amended as follows:
Officials provided with fixed-line telephones at home and mobile phones who transfer to new positions that do not qualify for telephone provision or who retire or leave their posts shall not be reimbursed for telephone usage fees. However, the Governor, Deputy Governors of the State Bank, and officials with a job position allowance coefficient of 1.1 or higher shall continue to be reimbursed for fixed-line telephone usage fees at home for a period of three months from the date of retirement or leaving their posts.
- This Decision takes effect from January 1, 2003. Any previous regulations contrary to this Decision are hereby abolished.
- Heads of Departments, Bureaus, and units under the Central State Bank, Directors of provincial and municipal branches of the State Bank are responsible for implementing this Decision./.
Article 2- This Decision shall take effect from January 1, 2003. Previous provisions contrary to this Decision are abolished.
Article 3- The heads of departments, bureaus, units under the State Bank of Vietnam, the directors of provincial and municipal branches of the State Bank of Vietnam are responsible for implementing this Decision./.
