MINISTER OF INFORMATION AND COMMUNICATIONS
Pursuant to the Post and Telecommunications Ordinance dated May 25, 2002;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
Pursuant to the Government's Decree No. 160/2004/NĐ-CP dated September 3, 2004 detailing the implementation of certain provisions of the Post and Telecommunications Ordinance on telecommunications;
Pursuant to the Prime Minister's Decision No. 191/2004/QĐ-TTg dated November 8, 2004 establishing, organizing, and operating the Vietnam Universal Service Fund;
Pursuant to the Prime Minister's Decision No. 74/2006/QĐ-TTg dated April 7, 2006 approving the program for providing public telecommunications services until 2010;
Considering the proposal of the Director of the Planning and Finance Department,
DECISION:
Article 1. Announcing (third round) areas provided with public telecommunications services until 2010, including:
1. Districts provided with public telecommunications services: 07 districts (including all communes within the district);
Communes provided with public telecommunications services: 281 communes (excluding the 07 districts mentioned in Clause 1 of this Article).
The list (third round) of districts and communes within the areas provided with public telecommunications services attached to this Decision.
Article 2. Amending the names of districts and communes listed in the list of districts and communes within the areas provided with public telecommunications services announced in Decision No. 41/2006/QĐ-BBCVT dated September 19, 2006 of the Minister of Posts and Telecommunications regarding the announcement of areas provided with public telecommunications services until 2010 and Decision No. 09/2007/QĐ-BBCVT dated May 14, 2007 of the Minister of Posts and Telecommunications regarding the announcement of areas provided with public telecommunications services until 2010 as follows:
1. Province of Quang Ngai "Commune Tra Nam, Tra Bong District" amended to "Commune Tra Bui, Tra Bong District".
2. Province of Lam Dong "Commune Da Long, Lac Duong District" amended to "Commune Da Long, Dam Rong District".
3. Province of Bac Lieu "Commune Phong Thach Dong B, Gia Rai District" amended to "Commune Phong Thanh Dong A, Gia Rai District".
Article 3. The districts and communes specified in Article 1 of this Decision shall enjoy support policies for providing public telecommunications services according to State regulations.
Article 4. Telecommunications enterprises have the responsibility to implement State policies during the provision of public telecommunications services in areas provided with such services.
Article 5. This Decision takes effect 15 days from the date of publication in the Official Gazette.
Article 6. The Head of the Ministry's Office, the Director of the Planning and Finance Department, the Director of the Telecommunications Department, the Director of the Legal Affairs Department, the Director of the Quality Management Department of Information Technology and Telecommunications, the Director of the Information Center, the Vietnam Universal Service Fund, and related units under the Ministry of Information and Communications; the General Directors, Directors of telecommunications enterprises, and Heads of related units are responsible for implementing this Decision./.
