JOINT CIRCULAR
The Ministers of the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the Ministry of National Defense, the Ministry of Public Security, the Ministry of Home Affairs, and the Ministry of Finance hereby issue this joint circular regulating the system of allowances and policies for management cadres, teachers, and lecturers in national defense and security education.

Based on the Law on National Defense Education and Security dated June 19, 2013;
Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Article 1. This joint circular regulates the system of lecture hour allowances; uniform regulations; standard teaching hour quotas for teachers and lecturers in national defense and security education; and the framework of standard teaching hour quotas for management cadres in national defense and security education (National Defense and Security Education - NDSE).
Pursuant to Decree No. 58/2014/NĐ-CP dated June 16, 2014, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Article 2. This joint circular applies to full-time teachers and lecturers in NDSE, invited lecturers; management cadres in NDSE; military officers and police officers seconded to public schools including high schools, general secondary schools with multiple levels (including high school level), vocational colleges, colleges, universities, institutes; and NDSE education centers under higher education institutions.
Article 1. Scope of Regulation and Applicability
Article 2. Lecture Hour Allowance System
Clause 1. The subjects specified in Clause 2 of Article 1 of this joint circular (excluding invited teachers and lecturers) shall be entitled to 1% of the basic salary for each lecture hour.
Clause 2. Lecture hours are calculated based on actual teaching time in classrooms, training fields, and drill grounds as prescribed in the NDSE curriculum when calculating lecture hour allowances.
Article 3. Uniform Regulations
Clause 1. Full-time teachers and lecturers in the first year of the NDSE subject will be provided with one spring and summer uniform set, one autumn and winter uniform set, and one combat uniform set in the NDSE style, belt, cap, hat, shoes, socks, name badge, and insignia according to their academic level and training program. From the second year onwards, they will be provided with one spring and summer uniform set or one autumn and winter uniform set, shoes, hats, belts, socks; and combat uniforms every three years starting from the first provision.
Clause 2. Uniform regulations do not apply to management cadres, teachers, and invited lecturers; military officers and police officers seconded; and teachers assigned to teach integrated NDSE content at primary and junior high schools.
Article 4. Standard Teaching Hour Quotas for Teachers and Lecturers in NDSE
The standard teaching hour quotas, conversion to standard teaching hours, and duties of teachers and lecturers in NDSE shall be implemented in accordance with current regulations of the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs.
Article 5. Framework of Standard Teaching Hour Quotas for Management Cadres in NDSE
Clause 1. The framework of standard teaching hour quotas for management cadres in NDSE shall be implemented in accordance with current regulations of the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs.
Clause 2. Lecturers appointed to managerial positions at NDSE centers have the obligation to directly teach according to the framework below (calculated as a percentage of the annual standard teaching hour quota for lecturer positions):

2. The preparation, management, utilization, and settlement of funds shall be carried out in accordance with the State Budget Law and related implementing regulations.
Article 6. Financial Resources
This joint circular shall take effect from September 1, 2015. This joint circular replaces Joint Circular No. 53/2011/TTLT-BGDĐT-BLĐTBXH-BQP-BTC dated November 15, 2011 of the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the Ministry of National Defense, and the Ministry of Finance guiding the implementation of certain systems and policies for management cadres, lecturers, and teachers in NDSE.
1. Ministers, heads of ministerial-level agencies, central government agencies, Chairmen of provincial People's Committees, municipalities directly under the Central Government, heads of agencies and units, and individuals concerned are responsible for enforcing this joint circular.
Article 7. Effective Date
2. Non-public educational institutions and vocational education institutions may apply the provisions of this joint circular for implementation.
Article 8. Implementation organization
3. During the implementation process, if there are difficulties or obstacles, it is recommended that relevant units promptly reflect them to the Ministry of Education and Training for coordination with relevant ministries to consider and resolve them./.
