CIRCULAR
Guidelines for the implementation of competition and reward activities of the Ministry of Construction
On the basis of Law on Competition and Reward No. 06/2022/QH15 dated June 15, 2022 of the National Assembly;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Construction issues this Circular to guide the implementation of competition and reward activities of the Ministry of Construction.
Article 1. Scope of Regulation
This Circular details the implementation of Clause 4, Article 24; Clause 3, Article 26; Clause 3, Article 27; Clause 3, Article 28; Clause 2, Article 71; Clause 6, Article 74; Clause 2, Article 75 and Clause 1, Article 81, Clause 6, Article 84 of the Competition and Reward Law 2022.
Article 2. Applicability
1. Organizations and individuals under the Ministry of Construction and specialized agencies for transportation and construction under provincial people's committees directly under the central government.
2. Other organizations and individuals who have made contributions and achievements towards the development of the Ministry of Construction and are related to the competition and reward activities of the Ministry of Construction.
Article 3. Competitions and Clusters of the Ministry of Construction
1. A competition bloc organized by the Competition and Reward Council of the Ministry of Construction to launch and implement competition movements, sign competition agreements, conduct mid-term and final reviews of competition movements, and propose rewards to competent authorities as prescribed.
2. A competition cluster organized by the Competition and Reward Councils of subordinate agencies and units with legal personality under the Ministry of Construction to launch and implement competition movements, sign competition agreements, conduct mid-term and final reviews of competition movements, and propose rewards to competent authorities as prescribed.
Article 4. Title "Advanced Worker"
1. The title "Advanced Worker" is awarded to officials, civil servants, public employees, and workers under and subordinate to agencies and units under the Ministry of Construction who meet the criteria stipulated in Clause 1, Article 24 of the Competition and Reward Law 2022.
2. The evaluation of the title "Advanced Worker" for individuals transferred or reassigned to agencies and units under the Ministry of Construction during the year of award consideration.
a) Individuals who have worked at their previous agency or unit for six months or more must have their performance reviewed by the previous agency or unit before being evaluated;
b) Individuals who have worked at their previous agency or unit for less than six months will be evaluated by the agency or unit managing them.
3. The evaluation of the title "Advanced Worker" for individuals temporarily assigned to work at agencies and units under the Ministry of Construction.
a) The agency or unit assigning the individual on temporary assignment is responsible for conducting the evaluation based on the opinion of the receiving agency or unit;
b) The agency or unit receiving the temporarily assigned individual is responsible for providing comments on the individual's adherence to Party guidelines and policies, state laws, internal regulations, and the completion of assigned tasks during the temporary assignment period.
4. Individuals sent for short-term training or enhancement programs under one year, who comply well with the rules of the training or enhancement institution, shall have their study results and time counted towards their work performance at the agency or unit for the purpose of evaluating the title "Advanced Worker".
In cases where individuals are sent for training or enhancement programs of one year or longer, who comply well with the rules of the training or enhancement institution, and achieve satisfactory grades or higher, they may be considered for the title "Advanced Worker".
5. Individuals belonging to any of the following categories shall not be eligible for the title "Advanced Worker" (during the year of application for the title):
a) Newly hired for less than six months;
b) Disciplined with a warning or higher.
Article 5. The Flag of Excellence of the Ministry of Construction
The title of the Flag of Excellence of the Ministry of Construction shall be awarded to collectives in the following cases:
1. To be awarded annually to the leading collective in the excellence movement organized by the Ministry of Construction and meeting the standards prescribed in Clause 1 of Article 26 of the Law on Encouragement and Reward in 2022.
2. The leading collective in the excellence movement on specific topics launched by the Ministry of Construction with a duration of implementation of three years or more, when summarizing the movement and meeting the criteria of the excellence movement on specific topics.
Article 6. The Title "Outstanding Labor Collective"
1. The Title "Outstanding Labor Collective" to be awarded to collectives under and affiliated with the Ministry of Construction that meet the standards stipulated in Clause 1 of Article 27 of the Law on Encouragement and Reward in 2022.
2. Not to consider awarding the Title "Outstanding Labor Collective" to collectives under and affiliated with the newly established Ministry that have been operating for less than one year as of the time the unit submits the commendation dossier, except for agencies and units after merger or consolidation.
Article 7. The Title "Advanced Labor Collective"
1. The Title "Advanced Labor Collective" to be awarded to collectives under and affiliated with the Ministry of Construction that meet the standards stipulated in Clause 1 of Article 28 of the Law on Encouragement and Reward in 2022.
2. Not to consider awarding the Title "Advanced Labor Collective" to collectives under and affiliated with the newly established Ministry that have been operating for less than one year as of the time the unit submits the commendation dossier, except for agencies and units after merger or consolidation.
Article 8. Certificate of Merit of the Minister of Construction
The Certificate of Merit of the Minister of Construction shall be considered for awarding in the following cases:
1. To be awarded or posthumously awarded to individuals who meet one of the standards prescribed in Clause 1 or Clause 2 of Article 74 of the Law on Encouragement and Reward in 2022.
2. To be awarded to collectives, enterprises, households, other economic organizations that meet one of the standards prescribed in Clause 3, Clause 4, or Clause 5 of Article 74 of the Law on Encouragement and Reward in 2022.
Article 9. Letter of Commendation
1. The Letter of Commendation of the Head of the agency or unit under and affiliated with the Ministry having legal personality; The Letter of Commendation of the Chairman of the Board of Directors, Chairman of the Board of Members, General Director, Director of enterprises under and affiliated with the Ministry to be awarded to individuals or collectives that meet one of the standards prescribed in Clause 3 or Clause 4 of this Article.
2. The Certificate of Merit issued by the Minister of Construction to present to
a) Collectives that meet one of the standards prescribed in Clause 4 of this Article; including: Departments directly under the Ministry, the Ministry's Office, and collectives under Departments and the Ministry's Office; advisory agencies assisting the Party Committee of the Ministry; administrative organizations assisting the Minister in performing regular tasks at inter-sectoral coordination bodies;
b) Individuals belonging to the groups specified in point a of this clause, meeting one of the criteria specified in Clause 3 of this Article.
3. Criteria for awarding the Certificate of Merit to individuals
a) Completing tasks satisfactorily or better; having good moral qualities; being united, exemplary in implementing the policies of the Party and laws of the State; internal regulations and working rules of the agency or unit;
b) Achieving outstanding results recognized in competitive campaigns initiated by the agency or unit;
c) Achieving many merits or sudden achievements in the field managed by the agency or unit.
4. Criteria for awarding the Certificate of Merit to groups
a) Successfully completing tasks; internal unity, exemplary compliance with the policies of the Party and laws of the State, effectively implementing grassroots democracy, practicing thrift, and combating waste;
b) Outstanding achievements recognized in the excellence movement.
Article 10. Commemorative Medal
1. The Commemorative Medal of the Minister of Construction includes the Commemorative Medal "For the Development of Vietnam's Transport Industry" and the Commemorative Medal "For Construction" to be awarded or posthumously awarded to individuals working in sectors and fields under the management authority of the Ministry of Construction (hereinafter referred to as within the sector) and individuals outside the sector who have contributed to the development of sectors and fields under the management authority of the Ministry of Construction.
a) The Commemorative Medal "For the Development of Vietnam's Transport Industry" to be awarded or posthumously awarded to individuals working in the transport sector throughout the country, including: roads, railways, inland waterways, maritime, civil aviation, and inspection; managing public services in the transport and logistics sectors, and individuals who have contributed to the development of these sectors and fields;
b) The Commemorative Medal "For Construction" to be awarded or posthumously awarded to individuals working in the construction sector throughout the country, including: planning, architecture; investment activities; urban development; technical infrastructure; housing; real estate market; building materials; managing public services in the construction sector, and individuals who have contributed to the development of these sectors and fields.
2. Principles for awarding Commemorative Medals
a) The awarding of Commemorative Medals must ensure accuracy, fairness, democracy, transparency, and timeliness, in accordance with the criteria stipulated in this Circular;
b) Each type of Commemorative Medal can only be awarded or posthumously awarded once to an individual. If an individual meets the criteria, they may be awarded two types of Commemorative Medals;
c) The second Commemorative Medal can only be awarded after the individual has received the first Commemorative Medal for at least three years;
d) For individuals specified in Clause 3 of this Article, if they have worked in remote, mountainous, and island areas and received regional allowances of 0.5 or more according to regulations, their actual working time in the sector in these areas will be multiplied by a factor of 1.5;
đ) Not to consider awarding the Commemorative Medal to individuals who voluntarily leave their jobs; those disciplined with dismissal or criminal prosecution; those under disciplinary review or investigation, prosecution, or trial; or those during the period of disciplinary execution.
In cases where individuals are subject to disciplinary action, the period of disciplinary sanction shall not be counted towards the period for awarding Commemorative Medals;
e) For individuals in the sector who are transferred or reassigned from the transport and logistics sector to the construction sector or vice versa, they may be proposed for awarding the Commemorative Medal based on the sector where they worked or are currently working at the time of the proposal for the Commemorative Medal (or before retirement).
In the case of individuals working in agencies and units with functions and responsibilities common to both the transport and logistics sector and the construction sector, the Head of the agency or unit managing the individual decides to propose the award of one type of Commemorative Medal.
3. Criteria for awarding Commemorative Medals to individuals within the industry
Individuals currently employed or retired with good moral qualities, completing assigned tasks during their employment period, meeting one of the following criteria:
a) Having a total working time of twenty years or more for males, fifteen years or more for females. For the second Commemorative Medal, the total working time must be twenty-five years or more for males, twenty years or more for females;
b) Having a total time of five years or more holding leadership positions at the Department/Council level or equivalent within the Ministry or leadership positions in specialized agencies on transport and construction under provincial People's Committees or higher.
For the second Commemorative Medal, the total time must be ten years or more holding leadership positions at the Department/Council level or equivalent within the Ministry or leadership positions in specialized agencies on transport and construction under provincial People's Committees or higher;
c) For individuals transferred to agencies or units within the industry or from agencies or units within the industry to other industries who have continuously worked for at least 25 years, including at least 10 years in the industry or field under the management authority of the Ministry of Construction for males, and at least 08 years for females;
d) Individuals working in the industry or retired individuals with good moral character who have fulfilled their assigned tasks during their tenure and meet the conditions stipulated in Clause 4 of this Article shall be considered for the award of the Commemorative Medal.
4. Criteria for considering the award of the Commendation Medal to individuals who have made contributions and achievements towards the development of the industry and sector under the management authority of the Ministry of Construction, meeting one of the following criteria:
a) Having outstanding achievements in work, leadership, guidance, and management contributing to the development and construction of the industry or field under the management authority of the Ministry of Construction, and obtaining the unified opinion of the People's Committee of the province, ministry, or sector by the Ministry of Construction;
b) Proposing innovative ideas, solutions, or scientific research projects with practical value that make substantial and effective contributions to the development of the industry or field under the management authority of the Ministry of Construction, and obtaining the unified opinion of the People's Committee of the province, ministry, or sector by the Ministry of Construction;
c) Contributing resources (intellectual, financial, or material) to the development and construction of the industry or field under the management authority of the Ministry of Construction, and obtaining the unified opinion of the People's Committee of the province, ministry, or sector by the Ministry of Construction;
d) Making contributions to the establishment, development, and consolidation of cooperative relations between Vietnam and other countries or international organizations, thereby contributing to the development and construction of the industry or field under the management authority of the Ministry of Construction;
đ) Other cases where individuals make contributions and achievements and are confirmed by the Ministry of Construction.
5. Authority to propose commendation awards
a) Annually, the heads of agencies or units under the Ministry of Construction shall review applications, compile lists, and propose individuals under their management who meet the criteria set forth in Article 10 of the Circular (including those who have retired according to regulations; in cases where agencies or units are dissolved or merged, the agency or unit assuming the responsibilities shall be responsible for reviewing and proposing) and related individuals who meet the specified criteria;
b) Annually, the Directors of Construction Departments and Planning and Architecture Departments of provinces and centrally-administered cities shall review applications, compile lists, and propose individuals under their management and other individuals in their locality who meet the criteria set forth in Article 10 of this Circular;
c) The Director of the International Cooperation Department shall review applications, compile lists, and propose individuals who are foreigners, overseas Vietnamese, or working for foreign organizations;
6. Individuals awarded the Commemorative Medal shall receive a Certificate of the Commemorative Medal and the emblem (logo) of the Ministry of Construction; they are also responsible for continuing to uphold and promote the traditions of the industries or fields under the management authority of the Ministry of Construction; and serving as role models in implementing the policies and laws of the Party and State.
Article 11. Banner of the Ministry of Construction
The banner of the Ministry of Construction is presented to agencies or units directly under the Ministry of Construction; Construction Departments; Planning and Architecture Departments; Associations and Trade Unions in the industry or field managed by the Ministry of Construction on the occasion of celebrating traditional anniversaries (on the designated round anniversary year), having made significant contributions to the development of the industry or field under the management authority of the Ministry of Construction, and meeting the following standards:
1. Actively participating in regular, practical, and effective competitive movements initiated by the Ministry of Construction;
2. Internal unity; the party organization and mass organizations recognized by competent authorities as completing tasks well; actively practicing thrift, combating waste, corruption, and other social evils.
Article 12. Examination of Commendation Files
1. The Cadre and Civil Servant Department acts as the Standing Body of the Ministry of Construction's Competition and Commendation Council and is responsible for receiving, examining commendation files, and reporting:
a) The Ministry of Construction's Competition and Commendation Council shall examine commendations for national-level competition titles; national-level commendation forms; "Competition Flag of the Ministry"; "Outstanding Soldier of the Ministry";
b) The Minister shall decide on commendations for: "Excellent Labor Collective", "Advanced Labor Collective", the Minister's Certificate of Merit, Commemorative Medal, Banner of the Ministry of Construction, and the Minister's Letter of Commendation.
2. Files proposing to award competition titles and commendation forms at the ministerial level shall be established in one set (original copy) and sent to the Ministry of Construction (Cadre and Civil Servant Department); simultaneously, electronic file copies (Word file and PDF file) shall be sent to the email address [email protected] (except for documents containing state secrets).
Reports on achievements of collectives and individuals proposed for awarding competition titles and commendation forms at the ministerial level shall follow the model attached as Appendix I issued together with Decree No. 98/2023/NĐ-CP dated December 31, 2023 of the Government.
The validity period of the achievement report in the commendation file: not exceeding six months from the date the Ministry of Construction (Cadre and Civil Servant Organization Department) receives the commendation file.
3. Deadline for submitting files
a) For "Excellent Labor Collective", "Advanced Labor Collective", "Outstanding Soldier of the Ministry" titles, and the Minister's Certificate of Merit, submit before March 31 each year (except for educational institutions and enterprises which must submit before September 30 each year);
b) For Commemorative Medals: send before March 1 each year;
c) For commendations based on competition movements, the submission deadline for files follows the requirements of the competition movement.
4. In cases where the subject being considered for a competition title or commendation form is a collective or the head of a production or business unit, the report on achievements must include the fulfillment of tax obligations; environmental protection, labor safety, food safety (with extracts and confirmation contents from competent state agencies).
5. The head of the unit proposing commendations is responsible for evaluating achievements, confirming achievements, procedures, and contents of the file including: File, procedure, process, accuracy of achievements, and contents related to the implementation of Party policies and state laws.
Article 13. Authority to Decide on Commendations
1. For national and ministerial-level commendations: implemented according to the provisions of the Law on Competition and Commendation and the Government's Decree detailing certain articles of the Competition and Commendation Law in 2022.
2. The Minister
a) Award the title of "Excellent Labor Collective" and "Advanced Labor Collective" to subordinate agencies and units of the Ministry; other organizations assisting the Minister in performing inter-agency coordination tasks; collectives under the direct-affiliated Departments of the Ministry, the Ministry's Office; advisory and support agencies for the Ministry's Party Committee;
b) Award the title of "Outstanding Soldier at the Base Level" and "Advanced Worker" to individuals belonging to: direct-affiliated Departments of the Ministry, the Ministry's Office; other organizations assisting the Minister in performing inter-agency coordination tasks; advisory and support agencies for the Ministry's Party Committee.
3. Heads of subordinate agencies and units with legal personality directly under the Ministry, General Directors, and Directors of enterprises decide to award the titles of "Excellent Labor Collective", "Advanced Labor Collective", "Outstanding Soldier at the Base Level", "Advanced Worker", and letters of commendation to collectives and individuals within their management authority.
Article 14. Awarding organizations
1. The Minister shall directly award or delegate to the Heads of Ministries, Heads of agencies, and units to present commendation titles and forms of reward at the ministerial level.
2. The Office of the Ministry shall take the lead and coordinate with the Cadre and Civil Servant Organization Department to organize the presentation of commendation titles and forms of reward to collectives and individuals under the agencies advising and assisting the Minister.
3. Agencies, organizations, and units shall organize the presentation of commendation titles and forms of reward in a solemn and frugal manner.
Article 15. Effective Date
1. This Circular takes effect from July 1, 2025. The Circular No. 31/2023/TT-BGTVT dated November 8, 2023, guiding the competition and reward work in the Transport Industry issued by the Minister of Transport, and the Circular No. 01/2024/TT-BXD dated May 6, 2024, detailing the implementation of certain provisions of the Law on Competition and Reward in the Construction Industry issued by the Minister of Construction are hereby abolished.
2. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the provisions of the amended, supplemented, or replacing legal normative documents./.
