Repealing certain regulatory legal documents issued by the Minister

The Ministry of Information and Communications promulgates

 Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some articles and measures for implementing the Law on Enacting Legal Normative Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some articles and measures for implementing the Law on Enacting Legal Normative Documents;

Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Director of the Legal Department;

The Minister of Information and Communications issues this Circular abolishing certain legal normative documents issued by the Minister of Information and Communications.

This Circular takes effect from January 25, 2026.

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

1. Circular No. 13/2008/TT-BTTTT dated December 31, 2008 of the Minister of Information and Communications guiding the establishment and operation of representative offices and resident correspondents within the country of press agencies.

2. Circular No. 15/2009/TT-BTTTT dated May 4, 2009 of the Minister of Information and Communications stipulating the organization of radio and television festivals.

3. Circular No. 12/2010/TT-BTTTT dated May 18, 2010 of the Minister of Information and Communication stipulating the updating of information on investment projects applying information technology using state budget funds into the national database on information technology application projects.

4. Circular No. 15/2010/TT-BTTTT dated July 1, 2010 of the Minister of Information and Communications stipulating conditions and procedures for broadcasting direct promotional programs of local television channels via satellite.

5. Circular No. 23/2010/TT-BTTTT dated October 15, 2010 of the Minister of Information and Communication stipulating the provision of information on websites regarding management capacity, investment in applying information technology and the updating of information on investment projects applying information technology using state budget funds into the national database on information technology application projects.

6. Circular No. 02/2011/TT-BTTTT dated January 4, 2011 of the Minister of Information and Communications stipulating the content of handling incidents during the implementation of investment, warranty, and operation of information technology application projects using state budget funds.

7. Circular No. 21/2011/TT-BTTTT dated July 13, 2011 of the Minister of Information and Communications amending and supplementing certain provisions of Circular No. 13/2008/TT-BTTTT dated December 31, 2008 guiding the establishment and operation of representative offices and resident correspondents within the country of press agencies and Decision No. 28/2002/QĐ-BVHTT dated November 21, 2002 of the Minister of Culture - Information promulgating the Regulations on publishing bulletins, materials, leaflets; issuing press releases; displaying news on electronic screens of foreign agencies, organizations, and legal entities with foreign elements in Vietnam.

8. Circular No. 16/2016/TT-BTTTT dated June 28, 2016 of the Minister of Information and Communications guiding the transfer of Internet domain name usage rights not through auction.

9. Circular No. 19/2017/TT-BTTTT dated September 12, 2017 of the Minister of Information and Communications stipulating the work of protecting state secrets in the information and communication sector.

Article 2. Effective Date

This Circular takes effect from October 29, 2021.
