CIRCULAR

REGULATIONS ON STANDARDS AND CONDITIONS FOR PROMOTION OF PROFESSIONAL TITLES OF SPECIALIZED CIVIL SERVANTS IN AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 105/2022/NĐ-CP dated December 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Government Decree No. 115/2020/NĐ-CP dated September 25, 2020, The Government has regulations on recruitment, utilization, and management of civil servants; Decree number Decision No. 85/2023/NĐ-CP December 7, 2023 amending and supplementing certain articles of Decree number 115/2020/NĐ-CP dated September 25, 2020 on recruitment, utilization, and management of civil servants;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Agriculture and Rural Development issues this Circular to stipulate standards and conditions for promotion of professional titles of specialized civil servants in agriculture and rural development.

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates standards and conditions for promotion of professional titles of specialized civil servants in agriculture and rural development.

Article 2. This Circular applies to specialized civil servants in agriculture and rural development working in public service units and other organizations and individuals related thereto.

Article 2. General Standards and Conditions

Point 1. Meeting the standards and conditions prescribed in Clause 16, Article 1 of Decree No. 85/2023/NĐ-CP dated December 7, 2023 of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, utilization, and management of civil servants.

Point 2. Having vacant positions corresponding to the rank of professional title of the civil servant being considered for promotion.

Point 3. Being nominated by the agency or unit managing civil servants that has the need to promote the professional title of the civil servant.

Point 4. Regarding certificates for professional training Civil servants who have obtained certificates for professional training according to the standards of professional titles of specialized civil servants in agriculture and rural development as prescribed by law before June 30, 2022 shall be deemed to meet the requirements for certificates for professional training according to the standards of professional titles of specialized civil servants in agriculture and rural development; at the same time, they can be used when applying for promotion of professional titles and are not required to undergo the professional training program according to the standards of professional titles of specialized civil servants in agriculture and rural development.

Article 3. Standards and Conditions for Registration to Apply for Promotion from Rank III to Rank II of Specialized Civil Servants in Agriculture and Rural Development

Point 1. Civil servants applying for promotion from Rank III to Rank II must meet all the general standards and conditions stipulated in Article 2 of this Circular and during the period holding the Rank III professional title and equivalent, achieve one of the following standards and conditions:

Subpoint a. Have led or participated in one time: Developing national technical standards, national technical regulations, or guiding procedures, economic-technical norms related to the specialized field of agriculture and rural development, which have been promulgated by competent authorities and confirmed by the head of the agency or unit assigning the task.

Subpoint b. Have led a scientific and technological task at the ministry level or provincial level or higher, or participated in two such tasks, or led three such tasks at the grassroots level or higher within the specialized field of agriculture and rural development, which have been accepted with satisfactory results or better and confirmed by the head of the agency or unit assigning the task.

Subpoint c. Received Commendation from the Minister, Chairman of the People's Committee at the provincial level or higher, or the title of Outstanding Worker at the ministry level or provincial level or higher due to outstanding achievements in professional activities in the specialized field of agriculture and rural development.

Point 2. For civil servants specializing in forest management and protection applying for promotion from Rank III to Rank II, they must meet all the general standards and conditions stipulated in Article 2 of this Circular and during the period holding the Rank III professional title in forest management and protection and equivalent, achieve one of the following standards and conditions:

Subpoint a. Have led or participated in two times: Developing sustainable forest management plans; planning, projects, programs on forest management and protection that have been promulgated or accepted with satisfactory results or better by competent authorities and confirmed by the head of the agency or unit assigning the task.

Subpoint b. Achieve the achievements specified in Subpoint c of Point 1 of this Article.

Point 3. Civil servants applying for promotion must have held the professional title of specialized civil servant in agriculture and rural development at Rank III and equivalent for at least nine years (excluding probationary and trial periods). Among which, the most recent period holding the professional title of specialized civil servant in agriculture and rural development at Rank III must be at least one year (full twelve months) up to the deadline for submitting registration applications for promotion.

Article 4. Criteria and conditions for registering to be considered for promotion from Class IV to Class III for agricultural and rural development professionals

1. Professionals who are being considered for promotion from Class IV to Class III must meet all the general criteria and conditions stipulated in Article 2 of this Circular.

2. They must have held the professional title of Class IV or equivalent for the following periods of time:

a) In cases where they were initially recruited with an associate degree, they must have held the professional title of Class IV or equivalent for at least two years (excluding the probationary period and trial period) up to the deadline for submitting registration applications for promotion consideration.

b) In cases where they were initially recruited with a secondary vocational degree, they must have held the professional title of Class IV or equivalent for at least three years (excluding the probationary period and trial period) up to the deadline for submitting registration applications for promotion consideration.

Article 5. Transitional Provisions

For agencies and units that have been authorized to examine and approve plans and programs to organize promotion examinations for agricultural and rural development professionals before this Circular takes effect, they may continue to implement these plans and programs according to the approved plans within six months from the date this Circular takes effect. If not completed within this period, they shall follow the provisions of this Circular.

Article 6. Effectiveness

1. This Circular takes effect from January 6, 2025.

2. This Circular abolishes Circular No. 02/2023/TT-BNNPTNT dated June 2, 2023, issued by the Minister of Agriculture and Rural Development, which stipulates the criteria and conditions for examination or promotion; the content, form, and determination of successful candidates in the promotion examination for the professional title of agricultural and rural development professionals.

3. In case the legal normative documents cited in this Circular are amended, implementation shall be carried out in accordance with the provisions of the amended documents.

Article 7. Responsibility for Implementation

1. The Chairpersons of People's Committees of provinces and centrally governed cities, Heads of agencies and units under the Ministry of Agriculture and Rural Development, and related agencies, units, organizations, and individuals are responsible for implementing this Circular.

2. During the implementation process, if there are difficulties or obstacles, organizations and individuals are requested to report them to the Ministry of Agriculture and Rural Development (through the Cadre and Civil Servant Department) for research, amendment, and supplementation as appropriate./.
