PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Resolution of the regular meeting of the Government in August 2001 on the development of the State Salary Reform Project;
At the proposal of the Minister, Head of the Organization and Cadre Department of the Government,
DECISION:
Article 1. The Steering Committee for Research on Reforming State Salary Policy is hereby established with the following members:
1. Chairman: Deputy Prime Minister.
2. Vice-Chairman in charge: Minister, Head of the Organization and Cadre Department of the Government.
3. Vice-Chairmen:
- Minister of Labor, Invalids and Social Affairs,
- Minister of Finance.
4. Members:
- Minister of National Defense,
- Minister of Public Security,
- Minister of Planning and Investment,
- Minister of Education and Training,
- Minister of Health,
- Minister of Culture, Sports and Tourism,
- Minister of Science and Technology,
- Minister, Head of the Government Office,
- A Vice-Chairman of the Organization and Cadre Department of the Government,
- A Deputy Minister of Labor, Invalids and Social Affairs,
- A Deputy Minister of Finance.
Invite the Chairman of the Vietnam General Confederation of Labor, a Vice-Chairman of the Central Organization Department, and a Deputy Head of the National Assembly Office to participate in the Steering Committee.
Article 2. The Steering Committee for Research on Reforming State Salary Policy shall have the following tasks:
1. Direct the development of state salary policy.
2. Study economic and social policies related to state salary policy developed by ministries and sectors according to their assigned tasks to be submitted to the Government for issuance.
3. Organize the implementation of state salary policy and direct, urge, and inspect the synchronous implementation of measures to ensure that the state salary policy achieves its set goals.
4. Propose timely measures to address new issues arising during the implementation of state salary policy.
Article 3.
1. Ministries and sectors that are members of the State Salary Steering Committee, which have been tasked with developing projects as stipulated in Decision No. 154/2000/QĐ-TTg dated December 31, 2000 of the Prime Minister, must complete the projects by December 2001.
2. The Ministry of Education and Training, the Ministry of Health, the Ministry of Culture, Sports and Tourism, and the Ministry of Science and Technology are responsible for systematically investigating, researching, and evaluating the implementation of salary and income systems for officials and civil servants in their respective fields and proposing reforms to management mechanisms regarding organization, staffing, salaries, income, and source creation policies for education and training, health care, cultural arts, and science sectors, which must be completed no later than the first quarter of 2002.
Article 4. The inter-ministerial expert team assisting the Steering Committee for Research on Reforming State Salary Policy consists of experts from the ministries, departments, and sectors that are members of the Steering Committee.
The inter-ministerial expert team has a permanent office at the Organization and Cadre Department of the Government. The functions and responsibilities of the inter-ministerial expert team are defined by the Chairman of the Steering Committee for Research on Reforming State Salary Policy.
Article 5. The operating budget of the Steering Committee for Research on Reforming State Salary Policy will be allocated within the annual budget estimate of the Organization and Cadre Department of the Government.
Article 6. This Decision replaces Decision No. 79/1998/QĐ-TTg dated April 9, 1998 of the Prime Minister on the establishment of the State Salary Steering Committee.
Article 7. This Decision takes effect fifteen days after the date of signature.
Article 8. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and centrally-administered city People's Committees, and the members mentioned in Article 1 are responsible for implementing this Decision.
